1.0 Purpose:

To provide guidance to OTS National Land Security (LANDSEC) Auditors for the standard preparation
and conduct of a security test.
2.0 Department/ Unit:

Land Transport Security Division - Transport Security Oversight & Compliance Service (LTSD-TSOCS)
3.0 Definitions:

Compliance Monitoring Activities (CMA) – the conduct of security audit, inspection, testing, drills, and
exercises, to ensure implementation of the prescribed security standards and policies by OTS.

Corrective Action Plan (CAP) – refers to the plan of action that will be carried out to immediately rectify
the deficiencies or identified non-compliances.

Interim Findings Report (IFR) – a summarized audit findings and recommendations shared with the
stakeholder during the post-inspection meeting. IFR is the basis of the final audit report.

Land Transportation Security Plan (LTSP) – a plan developed to describe and ensure the application
of measures designed to protect the land transportation system from acts of terrorism and acts of
unlawful interference. LTSP may refer to any of the following: Bus Operator Security Plan (BOSP), Bus
Terminal Security Plan (BTSP), Integrated Terminal Exchange Security Plan (ITXSP), Rail Security Plan
(RSP), Tollway Security Plan (TSP)

Land Transportation System - a transportation mechanism wherein a privilege or “Franchise” is given


by the Government for conveyance of passengers or goods, through road and rail transport, and
operation of related infrastructure.

Security Test – a simulated act of unlawful interference against existing security measures
carried out covertly or overtly to demonstrate whether the security controls were effective as it
were being applied at the place and time of the test .
