Provision of Services Relating to Agriculture and Food Processing Training

Project No: 140234

Project Title: Creating Employment and Improving Food Security in the Host Communities of Syrian
Refugees in Northern and Central Badia, Jordan

Scope of work:

1. Background Information

UNIDO is currently implementing a project entitled “Creating employment and improving


food security in the host communities of Syrian Refugees in the Northern and Central
Badia in Jordan”. The project endeavors to contribute in creating employment and generating
income for the beneficiaries with special focus on women and the youth through the
improvements of harvesting and post-harvest practices of agricultural crops, building the
capacity of the local community in processing of the agricultural products and assisting
beneficiaries to market their products by connecting them to the market.

In partnership with the Ministry of Agriculture, the project shall conduct the training for local
farmers and producers, particularly women and youth, in the host communities. Training will
address and meet the need of beneficiaries regarding the targeted crops of pomegranate, tomato,
and herbal and aromatic medicinal plants. The training shall be technical and specialized to
introduce the modern agricultural practices in growing, harvesting, processing, packaging and
marketing of both fresh produces and processed ones considering safety and quality concepts.

2. Objectives of Project Interventions

The project will build on the strength of the host communities in farming using UNIDO
interventions in agribusiness and rural development initiatives to stimulate income generation

and enhance food security. The main component of the intervention will be provision of
agri-business skills training and entrepreneurship training and facilitating linking the agro-
processed products with potential markets. In addition, the project will map current
administrative regulations and procedures for processing and selling agricultural products to
identify the main bottlenecks to producers’ activities.

3. Objective of Service Agreement

The objective of this service is for the successful vendor to conduct the Technical Training on
Agricultural Activities and Food Processing for 200, 150 and 150 local farmers/ producers/
processors, particularly women and youth within the targeted Governorates Irbid, Mafraq and
Zarqa, for maximum 25 participants per workshop together with other necessary administrative
and logistical arrangement. Thus, the training aimed:

 To deliver the technical skills and expertise needed for the On-farm activities including
the best practices in conventional and protected agricultural production.
 Enhance the understanding of participants regarding food safety, hygiene and related
regulations to ensure production of safe and quality processed items.
 To deliver the technical skills and know-how needed in order to enable the participants in
food processing and packaging activities.
 To enable the participants to control the quality of their products, and to make the
necessary calculations to determine the efficiency of the manufacturing process.

4. Training Breakdown

The training shall be conducted at each geographical area in Irbid, Mafraq and Zarqa
governorate for 25 local farmers/ producers/ processors per workshop (WS), in total of 500
participants as follow:

 Twelve WSs should take place in parallel for the 1st batch, - 4 WSs in Irbid, 4 WSs (2
WSs in 2 training halls at each location) in Mafraq and 4 WSs in Zarqa Governorate
according to the proposed schedule in clause 6.
 There should be at least 1 week of gap between the 1st and the 2nd batch of training in
order to respond to adjustment for unexpected events.
 The successful vendor shall be requested to adjust the training environment with
the locally available venues and resources of above mentioned locations as UNIDO
has been targeting the farmers in the remote locations.

5. Deliverables and General Time Schedule:


The successful vendor shall provide the following services:
5.1- Developing Training Guide
i. Development of contents of training guides that meet the scope of training.
ii. Sharing of Arabic and English version of training guides and trainee handout prior
to printing.
5.2- Procurement of Training Raw Materials and consumables,
5.3- Provision of Technical Training,

The training shall be provided to 200, 150 and 150 individuals in Irbid, Mafraq and Zarqa
according to the topics, objectives and number of training hours required as per attached Annex
I. The training sessions shall be conducted in Arabic language considering the educational levels
of participants.

Training activity shall be as learning-by-doing, interactive and participative as possible


considering that the theoretical part not exceeding 20%.

A kick-off meeting will be organized at the early stage of the assignment with UNIDO project
team. UNIDO project team will monitor progress and evaluate results of the activities
undertaken by the successful vendor. The firm/consultant will work under the supervision the
National Project Coordinator, and the Capacity Development Advisor. UNIDO project team
will provide technical and administrative support in carrying out the activities of the successful
vendor. Regular and frequent communication with UNIDO project team is strongly encouraged.

5.4- Collection of Photocopies of IDs and Distribution of Transportation Allowance

The successful vendor shall distribute transportation allowance (10 JOD/day/person) to the
trainees at the end of each training course as per their attendance and obtain the signature of each
participant as a proof of receipt of allowance on both the photocopy of their ID cards and the
official UNIDO roster with the exact same names as per their ID cards. Therefore, the financial
proposal shall include the cost for this task as well.

6. Time and Duration of Assignment

Training delivery is estimated to be 50 training hours depending on the sector based on a 5-


hours daily activity. Considering the gender equality, the overall target is 500 beneficiaries, out
of which 20 % would be Syrian refugees.

The workshop is foreseen to accumulate 200 working days and the activities in this contract shall
be finalized according to the following timetable.

Date UNIDO shall award the contract to the successful vendor.

23rd July to 3rd August with 1 week gap in between.
- Distribution of allowances and securing of required documents
with the signatures of participants as a proof of receiving the
incentives in the same duration as the training period

- Final report with training materials to be submitted by 15th
August, 2017.

7. Deliverables:

The successful vendor shall submit to the UNIDO the following;

 An electronic version in Microsoft Word format, along with hard copy of Technical
Training Guides (in Arabic and English) and trainee handouts (Arabic).
 A 1-page progress summary following the completion of the first training week of each
training batch in each location highlighting all activities, outputs, challenges, lessons
learned, feedback of training evaluation no later than three days of completion.
 Hard-bound color printed final report (end-of-contract report) stating all the activities,
outputs, challenges, lessons learned, feedback of training evaluation as well as the profile
of participants disaggregated by gender and age.
 Electronic version of the final report with edited course materials used in the training
programme and High resolution photographs taken during training (CD-ROM or flash
drive).
 Signed roster of trainees with their names exactly the same as their national ID cards and
its ID numbers as well as the photocopy of their national ID cards.
 At the end of the training, the successful vendor shall prepare and submit a document
containing the lessons learnt and good practice through the training as well as the analysis
of Training Evaluation feedback to identify the strength and the areas of improvement for
the future execution of similar training. At the end of training, an evaluation session shall
be conducted with the trainees about the courses they attend.
 Final report shall be submitted within 2 weeks after completion of the training.

8. Required Qualifications

Interested vendors must address the following minimum requirements, qualifications, staff
experience and capabilities in their technical proposal:

 A suitability statement including CV of participating trainer (s) with details of
qualifications and experience
 Technical proposal that will explain how the objectives and expected outcomes of the
consultancy will be delivered together with the proposed methodology
 Work-plan clearly indicating the activity schedule
 Financial proposal providing cost estimates and trainers fees.
 Contacts of three organizations that have recently contracted you to carry out a similar
assignment

Experts assigned to this project by the vendor must possess the following skills and
qualifications:
 Trainer(s) should hold in minimum a bachelor’s degree in agricultural engineering with
specific experience to the scope of training in agricultural production, protection and food
processing, as well as previous experience in providing training to farmers and household
members.
 He/she should have at least 10 years of work experience and at least 5 years of work
experience in training in similar field.
 The trainer(s) must have profound knowledge on challenges faced by farmers / producers
/ processors in agriculture/ agri-business sector in Jordan, with the issued addressed
during the training.
 Good conceptual, writing and presentation skills
 Excellent command of the Arabic and English language (oral and written)
 Computer skills in word, excel and power point.

9. Submission of technical and financial proposal:


In response to the present solicitation, interested successful vendor s should bid for all
the required scope of work, as detailed in the present Terms of Reference. The
submission will have to include:

 A total lump sum amount with a detailed breakdown of the costs to perform the different
activities divided by main category (e.g. personnel, local travel, training materials, raw
materials and consumables, printing and other related costs broken down by item). Please

note that your quotation should be inclusive of all costs foreseen to perform the work
outlined and other related logistical and administrative cost.
 Duration of the assignment will be two month with effect from signing of agreement/
Issuance of Purchase Order.
 Provision of the needed tools and equipment (consumable and non-consumable) to the
trainees while conduction, responsibility of the selected vendor.

10. Guidelines for Proposals:

The interested successful vendors shall provide a fixed price quotation for this assignment,
meeting all the requirements of this TOR as well as the Annex I, together with a proposed action
plan based on the defined methodology. The proposal should identify timeline and milestones
with the experts to be assigned to this work, in preparing and completing deliverables, including
overall project management within the duration of assignment mentioned under 6.

11. Other conditions

Proprietary rights of all the training guides, training plans, trainee handbooks, technical
reports, software developed under this contract shall be vested in UNIDO.

* For those who participate in the UNIDO procurement process for the first time, a certified
copy of the Certificate of Incorporation or other documents setting forth the legal basis of the
company is required along with the proposals.

Annex I
Technical Training Outline on Agriculture and Food Processing
1. Course Description
Training will have 2 components; On-Farm and Food processing, with hands on experiences in a
participatory manner.

1.1 Agricultural commodities production


The training will target production of (pomegranate / the herbal and aromatic medicinal plants
particularly thyme and sage, under protected farming) in (Irbid / Al Mafraq/ Zarqa) governorate.
This course shall deliver expertise and skills related to agricultural on-farm activities that applied
along the primary production chain. Training shall cover the seedling and growing, plant
requirements, protection, field services, good practices in the farm, conventional and protected
agriculture, organic farming, harvesting and postharvest techniques as well as all related
activities.

1.2 Food Processing


The training will cover the processing of pomegranate products, processing of herbal and
aromatic medicinal plants, and processing of vegetables.

This course shall explain the importance of food preservation and processing as well as the
processing of different marketable products based on the targeted crop. Food spoilage and
deterioration, packaging integrity, marketing and legislative requirements shall be discussed. The
course shall also cover the processing requirements to ensure food safety and hygiene.
Productivity, yield and process efficiency shall be also discussed.

2. Learning outcomes
After completing this course, the participants should be able:

2.1 To adapt and carry out the agricultural skills and techniques learned.
2.2 To participate in production and growing of targeted commodities under conventional
and protected farming.
2.3 To carry out postharvest techniques and marketing for targeted commodities.
2.4 To have an understanding of organic farming, and ability to adapt.
2.5 To establish the hygienic environment suitable for food processing.

2.6 To process fresh produce into different products; juice, jam, dibes, vinegar, dried and by
products.
2.7 To practice in herbal plants processing, drying, packaging and marketing.
2.8 To implement the quality control measures during the entire process to achieve the
highest operational efficiency.
2.9 To produce a shelf stable marketable product that complies with standards and
regulations.
2.10 To determine the marketing and legislative requirements regarding their products.
