WARR AD 2.20 LOCAL AERODROME REGULATIONS


1. Airport Regulation
1) TWY N5S available for wide body.
2) Follow nose-wheel guidelines when taxiing on Apron, TWY and entry/exit RWY.
3) Aircraft turning area shall follow guidance line.
4) All Aircraft are not allowed make one wheel lock turn on RWY 10/28
5) TWY S1 – S6 and TWY SP2 available for wide body Aircraft.
6) Filled X closed for visiting aircraft, except NAVAL Aircraft.

7) Speed Restrictions
a) Pilot are requested to adjust maximum aircraft speed as follows:

b) Pilot unable to comply with the speed specified, shold inform ATC as
soon as possible and state preferred speed so that alternative action can
be taken.

2. Taxiing to and from stands


1) Procedure of Start-up and Pushback of Aircraft
In/out taxi procedure for Apron B are as follows:
a. Arriving Acft: landing from RWY 10 or RWY 28 taxi to apron via TWY
NP2 and N4 or N5 or instructed by ATC.
b. Departing Acft: taxi out to RWY 10 or RWY 28 via TWY N3N or N6 and
NP2 or instructed by ATC.
c. TWY N3S CLSD for Taxi out from apron to RWY 10/28 and using for
incoming only or instructed by ATC.
2) Departure Procedure
a. Departing aircraft are requested to call Juanda Clearance Delivery for
ATC clearance 25 minutes before pushback subject to Estimated Off
Block Time (EOBT) to allow departure data to be processed.
b. Pilot will receive initial FL240 if request above FL245 both EAST Bound
and WEST Bound.
c. Final level available will be informed by Ujung Pandang ACC.
d. Altitude 12000ft and FL200 not available.
e. Departing aircraft may have ATC Clearance cancelled under the
following circumstances:
a) On expiry of the 15 minutes before and after EOBT grace period it
is unable to push back, or
b) After pushing back the pilot advices that it is returning to parking
stand, or
c) After pushing back it is develop a technical problems and unable
to continue taxiing within 5 minutes and aircraft should return to
parking stand.
f. Pushback and start-up procedure
a) Aircraft must be completed pushed back within 5 minutes. At the
end of the push back, the departing aircraft must be ready to taxi,
unless otherwise instructed by ATC. Pilots unable to comply with
this procedure should notify ATC as soon as possible for further
instructions.
Note: The first aircraft to taxi may not be the first aircraft to take-off
as distances between aircraft stands and the departure runway are
vary.
b) During push back pilot have responsibility to avoid any object or
obstacles on apron.
c) It is prudent practice for aircraft to be pushed back from the parking
stand before start-up. However if required due to technical reasons

a start–up may be approved while aircraft is still at the parking


stand.
g. Taxi Procedure
a) Aircraft taxiing on the Taxiway will be regulated by Ground Control
to avoid or reduce possible conflict and will be provided with traffic
information and alerting service. ATC shall apply taxi clearance
limits whenever necessary.
b) Taxiing aircraft are reminded to always use minimum power when
maneuvering within the apron area or from apron taxiways to other
parts of the aerodrome. Except as instructed by ATC for efficiency.
c) Pilots should check the taxi routing and the aerodrome chart.
During taxi if pilots have any doubt as to their exact position on the
aerodrome, stop and contact ATC for further instructions.
d) The taxi routing to be used by aircraft taxiing for departure will be
specified by ATC. The issuance by ATC of a taxi route to an aircraft
does not relieve the pilot-in command responsibility to maintain
separation with other aircraft on taxiway area or to comply with ATC
directions intended to regulate aircraft on the maneuvering area.
h. Take Off Procedure
a) When aircraft reach on short of runway in use, pilots should ready
for departure without delay when ATC give line up clearance. Pilots
unable to comply with this procedure should notify ATC as soon as
possible for further instructions.
b) On receipt of line-up clearance pilots shall ensure, commensurate
with safety and standard operating procedures, that they are able
to taxi into the correct position at the hold and line up on the runway
as soon as the preceding aircraft has commenced either its take-
off roll or landing run.
c) Pilots shall complete all mandatory pre-departure checks before
entering the active runways for departure so that the aircraft is at
position to take-off immediately upon receipt of take-off clearance.
d) When the aircraft is issued with a line-up and take-off clearance at
the taxi holding point it shall enter runway follow yellow line
guidance and initiate an immediate take-off in one continuous
movement within 100 seconds or less. If unable to comply advice
ATC.
e) When the aircraft is issued with a take-off clearance after lining up
on the runway it shall commence take-off roll immediately. A pilot
receiving the ATC instruction cleared for immediate take-off’ is
required to act as follows:
 If waiting clear of the runway, taxi immediately on to it and
begin take-off run immediately without stopping the aircraft;
 If already lined-up on the runway, take-off without delay;
 If unable to comply with the instruction, inform ATC
immediately.
f) Due to displacement of holding position N1, for efficiency ATC may
instruct pilot to taxi and line up behind departing or arriving traffic.
Pilot shall maintain visual contact with preceding traffic.
g) Take Off from Intersection During low traffic density. Pilots may
request take-off roll from intersection taxiway, the details of
intersection taxiways and the runway length available for the
appropriate runway is described on table below :

i. Arrival Procedure
1) Pilots shall ensure that they have completed an early review and
through briefing of airport and runway layout before starting the
approach, the runway exit pont that will allow minimum runway
occupancy shall be nominated during the approach briefing.
2) ATC will provide additional instruction to exit expeditiously on
Rapid Exit Taxiway upon landing clearance, if there is any doubt
when receiving a clearance or instruction, clarification should be
immediately requested from ATC before the clearance or
instruction is enacted.
3) Upon landing, pilots should use appropriate retardation to exit the
runway without delay.
4) The aim should be to achieve a normal touchdown with progressive
smooth deceleration to exit at a safe speed at the nominated exit
point.
5) To ensure minimum Runway Occupancy Time (ROT) after landed
Pilots required to vacate the RWY 10/28 within 60 second or less
via the first available Rapid Exit Taxiway in compliance with each
aircraft performance/operational requirements or as instructed by
ATC. Target the earliest suitable exit and exit the runway
expeditiously.
6) Pilots are reminded that rapid exit from the runway enables ATC to
apply minimum spacing on final approach that will achieve
maximum runway utilization and will minimize th oocurrance of ‘go-
arounds’.

7)Aircraft vacating the runway –in-use should not stop on the exit

j. Low visibility procedures


1) During low visibility conditions, a landing or a taxiing aircraft are
requested to report when a runway has been vacated. The report
shall be made when the entire aircraft is beyond the relevant
runway-holding position.
2) At the intersection of taxiways, aircraft on a taxiway not permitted
to hold closer to the other taxiway than taxiway intersection
marking when low density traffic on ATC discretion.
k. Contiency Procedure
1) Clearance Delivery Unit will be combined with Ground Control
Unit if Clearance Delivery frequency is unserviceable.
2) Clearance Delivery Unit will be combined with Ground Control
Unit if outside of operational hours.

1. General
1) Communication Procedures
All aircraft operationg within Juanda Manouvering Area shall be equipped with
radio capable of conducting and maintaining two way communications.
2) Communication Failure Procedures
Aircraft in emergency or experience radio communication failure, shall comply
with procedures is according with ICAO standard and recommended practice.
3) All aircraft operating within TMA Surabaya shall be equipped with radio
transponder.

4) Due to obstacle (antenna) on Radial/RDL 315 deg distance 8.77NM SBR
VOR/DME height 1013ft on Coor 071623S1124037E:
a. In IMC condition using RWY 10 for all ACFT incoming shall be use the
clearance limits to NIMAS not below 2000ft.
b. In VMC condition using RWY 10/28 for all ACFT incoming shall be use
the operated circuit altitude not lower than 2000ft (circuit altitude 2000ft).
c. Minimum vector altitude to Sub CTR for incoming traffic shall not be lower
than 2000ft.

2. Standard Departure Procedures


1) During the flight, all departing aircraft from Juanda Airport experiencing
communication failure shall follow procedures as follow:
a. Set transponder to Mode Code A/C 7600.
b. After take-off follow the cleared SID following assigned RNAV departure
and current flight plan.
c. After take-off, under radar vectoring follow assigned heading and last
assigned level for 2 minutes or maintain MSA, then climb to Flight Plan
level and intercept Flight Plan track (as amended by ATC if applicable).
2) SIDs are presented in diagram matic and textual format on a chart which
comprised two main elements:
a. A TRANSITION route; and
b. A DEPARTURE route.
3) A Transition starts at the end of departure route an then join the ATS route.
4) Additional elements on the SID chart include the following:
a. Vertical restriction, designed to contain aircraft in controlled airspace and
to sparate aircraft from obstacle and to avoid, also the degree posiible,
conflict with other traffic.
b. Minimum Safe Altitude (MSA), designed with reference to SBR
VOR/DME.
5) Vertical Restriction
Pilot shall comply with an ATC assigned level. Pilot shall also adhere to the
vertical restrictions depicted on the cleared Transition and SID RNAV-1. ATC
clearance will take precedence when the ATC clearance does not allow the
pilots to adhere for the vertical restriction depicted on the Transition and SID
RNAV-1.
6) A RNAV-1 SID is planned ATC departure procedure, published in the AIP, for
the pilot’s and controller’s use in graphic and textual form. SID provide a
transition from the terminal to the appropriate en-route structure.

7) SID RNAV-1 shall be issued by ATC in the following order:

3. Standard Arrival Procedures

failure shall follow procedures as follow:

b. If under pilot navigation, follow STAR and continue to land.


c. If under radar vectoring, maintain vector for not more than 1(one) minute
than track to intercept cleared or previously as signed STAR and land.
2) Aircraft which level is below the assigned level at the entrance way point, shall
maintain its level until waypoint appropriate to its level.
3) STARs are presented in diagrammatic and textual form at on a chart which
comprised two main elements:
a. TRANSITION route; and
b. ARRIVAL route.
4) A Transition starts at a waypoint on the ATS route and then requires VOR/DME
or RNAV-1 tracking to position the aircraft or the Arrival route.
5) Additional elements on the STAR chart include the following:
a. Vertical restriction, designed to contain aircraft in controlled airspace and
to sparate aircraft from obstacle and to avoid, to the degree possible,
conflict with departing traffic.
b. Speed restriction, designed for flow control puspose. Note that current
speed procedures shall be superseded by the speed restricted depicted
in the STAR RNAV-1 charts.
c. Minimum Safe Altitude (MSA), designed with reference to ‘SBR’
VOR/DME.
6) Vertical and Speed Restrictions.
Pilot shall comply with an ATC assigned level. Pilot shall also adhere to the
vertical and speed restictions depicted on the cleared Transition and STAR
RNAV-1. ATC clearance will take precedence when the ATC clearance does
not allow the pilots to adhere to the vertical and speed restriction depicted on
the Tansition and STAR RNAV-1.
7) STARs RNAV-1 shall be issued by ATC in the following order:
a. Call sign;
b. Aerodrome Destination;
c. Arrival identifier;
d. RWY-in-use;
Example:
(Callsign) cleared to (Aerodrome Destination) via (RUPKA ONE ALPHA
ARRIVAL) expected (RWY in use).
8) Non compliance STAR RNAV-1, arriving aircraft to Juanda Airport can expect
radar vectors to intercept the localizer for an ILS approach after the initial
approach fix on the STAR RNAV-1.

4. Radar Procedure
1) RADAR Separation Minima be provided 5NM within Surabaya CTR and 5NM
within Surabaya TMA.
2) Radar Failure Procedures: In the event of discontinuation of RADAR service
ACFT shall be so informed and non RADAR separation procedures will be
applied.
3) Communication Failure Procedure:
a. If any ACFT communication failure, the pilot shall squawk 7600;
b. If any ground communication failure, the ATS units involved will follow
procedures as prescribes on the Letter of Aggreement (LOA).
4) ACFT Transponder Failure Procedure:
a. When an ACFT experiencing transponder failure after departure is
operating or expected to operate in Surabaya TMA East, TMA West and
CTR where the carriage of a functioning transponder with specified

capabilities (Mode C) is mandatory, the ATS unit concerned should
endeavor to provide for continuation of the flight to the aerodrome of first
of intended landing in accordance with the flight plan. However, in certain
traffic situation, while enroute, continuation of the flight may not be
possible, particularly when failure is detected shortly after TKOF, and the
ACFT may then be required to return to the departure aerodrome or to
land at the nearest suitable aerodrome acceptable to the operator
concern and to ATC.
b. In case of transponder failure, which is detected before departure from
an aerodrome where it is not practicable to effect a repair, pilot shall:
a) Inform ATS unit as soon as possible, preferably before submission
flight plan comply with any published procedures for seeking as
exemption from the requirements for carnage of function
transponder.
b) If so required by the ATS authority of Juanda airport, plan to
proceed as directly as possible, to the nearest suitable aerodrome
where repair can be effected.

5. Helicopter Procedure
1) General
Air traffic control services for helicopter incoming/outgoing and overflying
helicopter to/from and over Juanda Vicinity of Aerodrome will be provided by
Juanda Aerodrome Control Tower, and by Surabaya Radar when operate within
Surabaya CTR, Surabaya TMA West and Surabaya TMA East.
a. A Flight Plan shall be submitted prior departure in person or by telephone to
the Air Traffic Service Reporting Office or by radio to the ATS unit designated
to serve as the departure aerodrome.
b. Submitted Flight Plan should be filed completely, containing current routes to
be flown of agreed.
c. Helicopter operating within Surabaya Control Zone (CTR) and Surabaya
Terminal Control Area (TMA), shall be equipped with a functioning two-way
VHF/HF Radio Communication, and keep listening watch on the appropriate
frequency.
d. Helicopter Approach and take-off directions to and from aiming point shall be
parallel to the existing runways in use.
e. Large helicopter (IFR helicopter) is exempted from these procedures and will
be regarded as conventional fixed wing aircraft.
f. Helicopter operating within Surabaya CTR and Surabaya TMA should be
kept the transponder on specified SSR Code Number.
2) Departure Procedure
a. Helicopter Taxi clearance shall be issued to control the movement of
helicopter taxiing on the maneuvering area by Juanda Ground.
b. For take-off, the helicopter will be air taxi away from its parking stand and
move out of the parking area directly to the aiming point.
c. Take off direction 10/28 should be using aiming point.
d. If the traffic permit and request by pilot, departure helicopter take off direction
10/28 may take-off from specified position close to its parking stand defined
by Juanda Tower.
e. Departure helicopter will be setting course to destination at (before position
cross wind leg/end of runway) and shall request to Juanda Tower before
crossing take off area.
f. Juanda Tower shall issue departure clearance to control maneuvering traffic
in the vicinity.

g. Departure helicopter outside Airport of Juanda (but close to airport) shall be
cleared to nearby point (A, B, C & D) for setting to destination thence to
Kalijudan or Sidoarjo to Join VFR Corridor. Pilot shall contact immediately to
appropriate ATS Unit on specified frequency, if practicable before departure,
nominates point of departure and time, intended altitude, destinations and
estimate time of arrival or estimate time of overhead the destinations

3) Arrival Procedure
a. All approach shall be made in accordance with the helicopter traffic pattern
established for Juanda Airport (see Appendix “A”)
b. As soon as possible before approaching Helicopter Holding Point, pilots shall
report to Juanda Tower, Landing or holding instruction and traffic information
will be issued as required.
c. Arrival helicopter which can not be instructed to join Helicopter Traffic Circuit
due to traffic density, may be instructed to hold over Helicopter Holding point
500 ft or below.
d. Landing direction 10/28 should be using Aiming Point and then air taxi to
parking stand.
e. If traffic permit and request by pilot, arrival helicopter landing direction 10/28
may proceed to specified aiming point that close to its parking stand defined
by Juanda Tower.
f. After landing, arrival helicopter is required to follow instruction either air taxi
via taxiway or direct into its allocated parking stand which will be issued by
Juanda Tower.
4) Local Flight
a. Overflying helicopter from North or South of Juanda Airport shall contact to
Juanda Tower to report altitude, estimate over destination and estimate over
“A”, “B”, “C” or “D” which one defined by Juanda Tower to cross final
approach area.
b. Overflying helicopter which can not be instructed to cross Final Approach
Area or Take off Area due to traffic density, may be instructed to hold over
Helicopter Holding Point 500 ft or below.
c. The helicopter crossing Final Approach Area or Take-off Area shall be
crossed at nearest distance from Starting Point to The Point of Destination,
except other ATC Clearance or Instruction is obtained as required before.

5) Radio Failure Procedure


a. If radio failure occurs while helicopter in the air, shall maintain on the VFR
route and or shall be kept squawk A-7600, land at most suitable Helipad or
any open area, then send arrival message to appropriate ATS Unit as soon
as possible through the available telecommunication facilities.
b. Arriving helicopter traffic at Airport of Juanda from North Area, shall followed
Arrival Procedures, proceed to Helicopter Holding Point A (Dian Regency
Pool) 500 ft or below, from South West Area proceed to Helicopter Holding
Point D (Betro Junction) 500 ft or below and from South East Area proceed
to Helicopter Holding Point C (Kalang Anyar) 500 ft or below and observed
traffics at the traffic circuit then join the helicopter traffic pattern and orbiting,
until clearance will be obtained by means of the appropriate light signal.

6) Emergency Procedures
VFR fixed wing or helicopter known or believed to be in state of emergency and
or there is any indication of the occurrence of unlawful interference with an
Helicopter, should be handled in accordance with the procedures contained in
ICAO Doc. 4444 ATM/501 Air Traffic Management.
