1. PURPOSE

This method statement will serve as a minimum guideline to carry out the Local Panel
and Enclosure for Hawiyah Unayzah Gas Reservoir Project to ensure that the work
is carried out in accordance with Project Drawings & Specification, Saudi Aramco
Engineering Standard, Materials and Procedure.

2. TERMS AND DEFINITIONS

The following constitutes a list of terms, which have been used in this plan:

3. SCOPE

This method statement will cover the procedure to be followed for Local Panel and
Enclosure (Indoor/ Oudoor) installation including handling and receiving of materials,
inspection and safety for Hawiyah Unayzah Gas Reservoir Project, in accordance
with the scope of work, Approved Construction Drawing, SECL project specifications,
applicable Saudi Aramco Standards, National and International Engineering
Standards and specifications.

6. RESPONSIBILITIES
6.1. Site Manager:
Site Manager is responsible for supporting and encouraging the related staffs
and workers, so as for them to participate actively as worksite. Site Manager is
responsible for implementation of HSE requirements.

6.2. Construction Manager:


Construction Manager is responsible for compliance with this Method Statement
and shall ensure to review contract documents and provide all resources
necessary to effectively implement throughout the construction period.
Construction Manager shall monitor the quality and progress of the work and
ensure that job target is achieved. Construction Manager is responsible for
complying with HSE requirements.

6.3. QA/QC Manager:


Responsible for the overall discipline of QA/QC Inspection, verification of the
project specification, documentation and QC records for final acceptance. Prepare
and submit procedure for SECL and Saudi Aramco review and approval. Provide
technical support to site operation group. Provide latest revision of IFC drawings,
procedures, material specifications, standards and technical specifications.

6.4. HSE Manager:


HSE Manager shall monitor related works under carrying out, and advise
supervisors for corrective measures, if required. He shall ensure holding of pre
task HSE meeting / daily tool box talks covering details of specific tasks and
specific job risks involved to the work force involved. He shall also ensure
appropriate mode of communication in case of emergency

6.5. Instrument Supervisor:

Ensure relevant permits are raised and received prior to commencement of work,
with full compliance by associated Foreman and Instrument calibrator to the
requirements of this method statement, Quality Control Procedures, reference
drawings, and Customer’s Specifications.

6.6. Quality Control Supervisor:


Monitor daily, instrument activities and verify compliance to Customer’s
Specifications. Perform activities in accordance with the Project QA Manual and
Quality Control Inspection Plan. Prepare daily QC records and final acceptance
documentation. Maintain a close working relationship with the Company’s
Representative.

6.7. Quality Control Inspector:


Monitor daily, electrical activities and verify compliance to Customer’s
Specifications. Perform activities in accordance with the Saudi Aramco
Engineering Standard and Quality Control Inspection & Test Plan. Prepare daily
QC records and final acceptance documentation. Maintain a close working
relationship with the Contractor/ Company’s Representative.

6.8. Safety Supervisor:


Check the work areas for any unsafe conditions. Ensure that all safety
requirements have been adequately addressed and the work is carried out in
accordance with Saudi Aramco Project safety procedures.

6.9. Instrument Foreman/Crew:


Ensure relevant permits are raised and received prior to commencement of work,
with full compliance by all associated technician to the requirements of this
method statement. Responsible for the execution of the work, manpower
assignments and hourly monitor the work done and preparing the work activities
for the technician.

7. TOOLS AND EQUIPMENT


Tools and equipment should be in good condition and must be checked by
Instrument Supervisor prior to use in the construction area. These includes but not
limited to:

8. METHODS/ PROCEDURE
8.1. GENERAL PREPARATORY WORKS
8.1.1. All permanent materials, consumables, local panel and enclosure for installation
shall be prepared and checked prior to installation. Certificates shall always be
verified and counterchecked as per SECL and Saudi Aramco Engineering
Standard, Materials System Specification and Procedures.
8.1.2. Ensure that working areas are ready for installation to include availability of
scaffolding (by others) if needed, supports and access to avoid delays of the
activities.
8.1.3. Study and prepare all installation requirements and related references such as
approved for construction drawings, layout and Technical Scope of Work, work
permit requirements, and work procedures.
8.1.4. Erection procedure for the specific sensitive equipment prior to installation shall be
thoroughly studied to avoid physical damages and possible malfunctions to the
system and approved by SECL.
8.1.5. Equipment that has been shipped in sections and /or has loose components
shall be identified and checked with corresponding equipment package list.

8.2. WORK PROCEDURES (Local Panel & Enclosure)


8.2.1. Study and check possible route to be taken when bringing equipment to its final
location. Verify the overhead clearances; turn radius and path are clear from any
obstructions. Passage going through the building should be considered for easy
access, considering maintenance during operation period.
8.2.2. Check the panel locations and provide markings to which elevations, mounting
height and orientations should conform in the latest issued IFC drawings, pertinent
approved for construction drawings or Installation detail drawing prior for
installation.

8.2.3. Structure Mounted Panel installation shall be in accordance with the typical
installation drawing.
8.2.4. On concrete foundation (by others) for panel installation, chipping of concrete
foundation, levelling, setting of base plates, and setting of mechanical anchor bolts
prior to grouting, if required as per scope of work.
8.2.5. When miscellaneous foundation is needed, installation shall follow the typical
drawing and finishing mortar for concrete foundation with sunlight resistant coating
as per project specification.
8.2.6. All supports shall be installed as per the approved drawings. Welding shall be
done for supports wherever necessary.
8.2.7. All supports base plates, floor penetrations and cable entries shall be checked for
its location, measurements, level and overall measurements against the actual
dimension of the equipment.
8.2.8. Sufficient access and working space shall be provided and maintained about
enclosure housing electrical to permit ready and safe operation and maintenance
of such equipment, (NEC-110.26).
8.2.9. Sensitive equipment shall be handled with caution to avoid undue stress or
damage to the metal finished surfaces.
8.2.10. Moving of equipment to its designated position shall be done in safely manner
using Crane or boom truck, hydraulic pallet jack, and rollers or pipes.
8.2.11. Apply the concept of center of gravity for proper lifting of equipment to avoid
unbalance weight within the package unit.
8.2.12. Vendor’s installation instructions shall always be reviewed together with the
plans from time to time during the course of installation activities. Instruction shall
be coordinated and duly approved for construction by SECL
8.2.13. When equipment consists of number of panels or sections, the assembly shall
commence from the center section, while sections on either side shall be
alternated, levelled and shimmed as necessary.
8.2.14. The complete assembly shall be checked to ensure alignment and level after
tightening of bolts. Only the recommended bolting materials and torque values
should be used in assembling the equipment. Vendor shall always be available in
case query is necessary.
8.2.15. No welding works shall be made to the process equipment and steel structures.
Use necessary fixing materials such as uni-strut channel bolted to the equipment
using fabricated fittings as appropriate.
8.2.16. Local Panels and Enclosures shall be properly grounded in accordance with D-
000-1378-101, Instrument Grounding Philosophy.
8.2.17. Preservation Procedure After installation,
8.2.18. Panels shall be opened up and inspected for cleanliness to ensure no foreign
bodies are present.
8.2.19. Dust and dirt shall be removed by using appropriate vacuum cleaner or rags.
Protection cover shall be provided against damage during construction stage.
8.2.20. Maintain air conditioning at 21oC deg.
8.2.21. Door shall be closed every time.

8.2.22. Working permit are require any work activities.
8.2.23. Person enter inside PIB (rack room) to be signed in log sheet.
8.2.24. Check the installed raceways and its access to suite the instrument panels,
enclosures and peripherals for the installation, ensuring a neat and proper
installation as per Saudi Aramco Standards.
8.2.25. Incoming and outgoing cables for the instrument panels and its peripherals shall
be sequentially arranging and identified to avoid confusions and minimize
unnecessary movements within the set point. Sealing of cable entry to panels shall
be in accordance with SECL project specification.
8.2.26. Touch up paint shall be carried out to every damaged metal surface and edges
caused by welding, grinding, drilling and cutting as per approved paint system and
materials by SECL.
8.2.27. QC inspection for the completed instrument panels, and peripherals installed and
its steel supports shall be requested while inspection reports shall be filed and
recorded in applicable forms as per approved SATIP and SAIC.
8.2.28. Approved “Site Query” shall be available for FCS (Field Change Sheet) shall be
issued for any IFC drawing changes.
8.2.29. Installation of nameplate and identification according to SAES-J-003, DD-950025
and PIP-PCCGN002 Sec. 3.3
8.2.30. Outdoor panel installation required sunlight protection or rain protection.
8.2.31. Enclosures shall be installed as per SAES-J-902 Sec. 7

9. INSPECTION AND QUALITY RECORDS


9.1. SY QC Inspector shall be assigned to ensure the quality control and assurance on
requirement of the project.
9.2. SY QC Inspector shall coordinate with other inspector to conduct inspection as
required in SATIP for installation of local panel and enclosure.
9.3. SY QC Inspector shall be responsible to conduct all inspection documentation and
ensure that all applicable requirements, codes and standards are being complied.
9.4. All installation and inspection shall be coordinated with SECL by SY.
9.5. Contractors has to utilized the applicable SAIC and SATIP for every activity.

11. SAFETY PRECAUTION


11.1. Obtain necessary work permits from the concerned SECL Representative intended
for the job before starting any work.
11.2. Conduct proper preparation to include required safety equipment and tools for the
commencement of the work. Activities shall be executed in accordance with this
procedure and related standards and specifications.
11.3. Provide warning sign and sufficient barricade on working area. Only assigned
personnel will be allowed in the area to maintain a safe work environment.
11.4. Conduct safety briefing to all working crew to remind them of all the basic safety
requirements on the job to ensure safe work flow.
11.5. All necessary personal protective equipment (PPE) shall be provided and to be worn
at all times in accordance with site Safety Procedure.
11.6. Safety harness with double lanyards shall be used all the time when working at
elevated temporary platforms 1.8 meters high and above.
11.7. Continuous monitoring and inspection shall be implemented by the site
supervisor/foreman together with the assigned safety supervisor in the area. Any
unsafe practices while performing the work activities shall be corrected immediately to
avoid stoppage of the work.
11.8. Good housekeeping shall be maintained throughout the work activity. The work site
shall be kept clean and safe. Safety Supervisor shall monitor the work activities to help
and protect all assigned workers against exposure to safety hazards. He shall ensure
that Personal Protective Equipment’s (PPE’s) are supplied and worn at all times.
11.9. Proper tools to be used for the activities should have been checked by safety officer,
conformed to the designated electrical maintenance and tagged with monthly color
code tape.
