Project Title: Social Enterprise Development on Plastic Recycling

Proponent: Office of the City Environment and Natural Resources


Sector: Local Economic Development
Proposed Location: Barangays of the partner Community-Based Organization (CBO) and
Peoples Organization (PO)
Description: The social enterprise development project aims to promote plastic 3Rs
advocacy in the City. The project will reduce the marine plastic litter
and will provide additional income to the members of the organized
partner Community-based Organizations (CBO) and Peoples
Organization (PO).
Risks: No implications on environment and natural resources
Activity Component: Duration: 1 Year

Design: Interested barangays shall submit a plastic recycling social


enterprise development proposal to OCENR for screening and review.
The selected barangays shall then organize a barangay-based
organization duly accredited by DOLE and the City CSO organizing
body. A Memorandum of Agreement (MoA) between the City and
partner CBO/PO shall be executed before the formal implementation
of the social enterprise.

Justification of the Project: The project is extracted from the approved Legazpi City Plan of Action
on Marine Litter (CPOA-ML), specifically under Strategy 2:
Mainstreaming Circular Economy (CE) and Sustainable Consumption
and Production (SCP).
Target Beneficiaries: Two (2) Community-Based Organizations (Barangay-based) and one (1)
Peoples Organization (5 Barangays)

Members of the marginalized sector such as barangay environment


workers (Barangay Eco Aides, Eco Waste Managers, Waste Sorters,
Street Sweepers and River Warriors), health workers (Barangay Health
Workers, Barangay Sanitary Aides), vendors (vending cooked food, fish
and sari-sari/grocery items), other self-employed activities (producing
recycled items, organic vegetables, etc.) and plain housewives will
compose the CBOs/PO.

Complementary Measures: To ensure the feasibility of the social enterprise project, consumer
acceptability should be ensured to make the proposed plastic 3R
products profitable. Access to relevant offices and agencies such as the
City Local Economic Investment Promotion Office, Department of
Trade and Industry, Technical Education and Skills Development
Authority, Department of Environment and Natural Resources,
Chamber of Commerce for market and technical access are also
needed to ensure the sustainability of the project.
Possible Risks or External Lack of LGU funds
