RESOLUTION NO.138, S-2022

APPROVING THE MEMORANDUM OF AGREEMENT TO BE EXECUTED BY AND

AMONG THE LOCAL GOVERNMENT UNIT OF PEÑABLANCA, THE
DEPARTMENT OF EDUCATION (IDENTIFIED SCHOOLS) AND THE BARANGAY
GOVERNMENT UNIT FOR THE TEMPORARY USE OF SCHOOLS AS EVACUATION
CENTERS DURING DISASTERS AND AUTHORIZING THE LOCAL CHIEF
EXECUTIVE, HON. WASHINGTON M. TAGUINOD TO ENTER INTO THE SAME

WHEREAS, DSWD-DILG-DOH-DEPED JMC No. 1 Series of 2013, provides

guidelines on evacuation center coordination and management particularly for LGUs to guide
them on how to manage evacuation centers and how to determine opportunities to coordinate,
collaborate and cooperate with other stakeholders to facilitate the provision of essential services
to victims of disasters;

WHEREAS, Republic Act No. 10821, otherwise known as the Children’s Relief and
Protection Act, and its corresponding Implementing Rules and Regulations, allow schools and
child development centers to be used as evacuation centers when there is no available place or
structure which can be used as a safe and general evacuation center and other conditions;

WHEREAS, Rule 5, Sec (e) of the IRR of R.A. No.10821 mandates LGUs to execute a
Memorandum of Agreement with schools or child development centers to be used as temporary
evacuation centers;

NOW THEREFORE

On motion of Hon. Ma. Kristina T. Carag, duly seconded;

RESOLVED AS IT IS HEREBY RESOLVED, Approving the Memorandum of

Agreement to be Executed by and among the Local Government Unit of Peñablanca, the
Department of Education (Identified Schools) and the Barangay Government Unit for the
Temporary Use of Schools as Evacuation Centers during and Authorizing the Local Chief
Executive, Hon. Washington M. Taguinod to enter into the Same.
 RESOLVED LASTLY, that copy of this resolution be furnished the Local Chief
Executive, Hon. Washington M. Taguinod, the School Principal/Head Teacher of the Identified
Schools and the Punong Barangay concerned for their information and appropriate action.
