1. Has your office initiated any reforms in the utilization of MOOE?
Yes
2. What is/are/it/they?
a. Maximization of MOOE utilization through transparency board, shared responsibility and accountability
b. Involvement of GPTA Officers, teachers, student leaders, barangay official-committee on education in the
budgetary planning; and teachers in the budgetary process, too
3. When did you start implementing this?
January 2015 onwards
4. What prompted you to initiate this said reform?
To ensure transparency and accountability in the utilization of school fund
5. In the implementation of these reforms, what do you hope to achieve?
To create a positive impact on transparency
6. Can you tell us how it works? Pls. explain the process in detail, if any
a. Meeting and planning of stakeholders on school budget for the year
b. Electing of position in the MOOE liquidation activity
c. Designating every teacher to liquidate the one set of liquidation form according to their interest with their
conforme (ex. repair, school supply, utility service, travel, etc.)
d. Affixing of specimen signature
e. Posting and updating of transparency board (SOB, MDP,CDR (every quarter), bids and award committee)
f. Forwarding text message from district bookkeeper to all teachers the amount and date mooe downloaded on
the ATM account of SH to start the countdown of submission
g. Consolidating the liquidation form by the BAC Chairman and Finance Officer with signature of the
concerned person
h. Final checking of School Head if all attachments are complete
i. Submitting the MOOE liquidation to the district bookkeeper before the due date
j. Reporting to teachers the CDR content through power point presentation

7. What are some of the changes you see brought about by the said reforms?
a. Stakeholders read the content of transparency board when they are in school.
b. Stakeholders inform the community of the school budget.
c. Teachers are happy on the shared responsibility and accountability.

8. Do you have any more initiation plan in the future?


Yes. In the future, the school is planning to engage parents and significant others in the canvassing of quotations
to prospective suppliers for transparency and immediacy.
