2.0 GENERAL TERMS & CONDITIONS:
General Requirements
1. The Bidder or Facility Management Service Provider (FMSP) or contractor or agency is
requested to conduct site visit before participating in the tender. It will be deemed that
the bidder has carried out the site visit and acquainted himself with the site condition.

2. The Facility Management Service Provider (FMSP) or contractor or agency shall provide
sufficient staffing coverage to provide services as documented in the base contract
specifications. The Facility Management Service Provider (FMSP) or contractor or agency
is responsible to increase/decrease the manpower as per the site requirement or as per
the directions of NBCC. The decision of NBCC will be final and bound to the agency.

3. FMSP or contractor or agency employees/staff are required to be in uniform and present


a professional appearance at all the times. FMSP or contractor or agency will provide
detailed job descriptions for all positions for approved manpower overall and shift wise.

4. Individuals tasked with responding to Help Desk calls must be able to communicate well
enough to take verbal directions from remote operator, interact with onsite customers
when clarifications are needed and follow issues through to completion.

5. FMSP or contractor or agency shall strive to meet customer requests within the
parameters established by the Client/NBCC.

6. FMSP or contractor or agency shall jointly develop and meet NBCC’s/Client’s expectations
in the facilities appearance & cleanliness.

7. Deputed personnel must be able to respond to emergencies or provide special response


in support of FUNCTIONAL Emergencies, 24 hours a day, 7 days a week, 365 days a year
for maintenance related incidents.

8. FMSP or contractor or agency must be able to respond to short notice for special
occasions or requests, as needed, construction clean-ups, open houses or special events.

9. FMSP or contractor or agency may be asked to provide a proposal to NBCC for any work
outside the Scope of Work identified herein. FMSP may proceed with any additional work
after receiving approval of NBCC.

10. FMSP or contractor or agency will maintain a log and track completion record of all targets.

11. FMSP or contractor or agency employees are expected to wear appropriate PPE during
the performance of all tasks.

12. NBCC can terminate/cancel the tender at any stage without assigning any reason prior
issuing of Letter of Award. The bidder shall have no right to claim for any loss/damage.

13. FMSP or contractor or agency shall need to keep track of specific energy consumptions of
all major UTILITIES.

14. The staff should have good communication skills and should be able to speak/write in
English/ Hindi. There should be minimum staff on-site at all times (staffing levels should
not compromise on service delivery).

15. There shall be adequate off-site backup, trained to ensure 100% service delivery.

16. The FMSP or contractor or agency will liaise with external parties (government bodies
etc.) for payment of electricity / water / property tax bills etc.

17. All sub agencies working under FMSP or contractor or agency should complete the due
diligence formalities as specified by NBCC.

18. The FMSP or contractor or agency is responsible to ensure that all statutory compliances
(PF, ESIC, minimum wages, contract labour act, labour license etc.) as applicable are
strictly adhered to for any person employed by them directly or indirectly. NBCC reserves
the right to terminate the agreement in case there is any violation of the law, Workers
Compensation and Employer’s Liability Coverage equivalent to the minimum amount
required by law.

19. The FMSP or contractor or agency is required to obtain all the Statutory approvals /
NOCs/ Permission(s) from the concerned State/ Central/ Autonomous authorities as
applicable.

20. The FMSP or contractor or agency shall provide and manage all safety equipments and
shall be responsible for the safety of his staff/ personnel deputed at the said premises.
The FMSP or contractor or agency shall provide a vehicle for the supervisory staff with
driver, fuel and maintenance etc. as per the requirement of the project. Category of the
vehicle would be Maruti Swift Desire or equivalent and the vehicle shall be run average
maximum 3000 Km per month with all operational & maintenance charges, toll taxes,
others etc.

21. The FMSP or contractor or agency shall maintain and keep updated all records at our
premises regarding duty schedules, attendance and leave, salary disbursement etc.
pertaining to the personnel deployed by him in the said premises. The space for
maintenance office will be provided to the FMSP or contractor or agency by NBCC free of
cost anywhere within the complex. However, construction & furnishing of the office is to
be arranged by the FMSP or contractor or agency at his own cost. The office at site shall
be suitably equipped with basic facilities such as telephone, fax, internet, photocopier,
computer and printer along with operator, regular electric & drinking water supply.

22. The information provided by NBCC herein and all other information provided to / by
Bidder in connection with the services offered to be provided by the Bidder pursuant to
this tender, are to be treated by Bidder as strictly confidential and proprietary. Access
shall not be granted to third parties except upon prior consent of NBCC and upon the
written agreement of the intended recipient to treat the same as confidential. NBCC may
request at any time that any of NBCC’s material be returned or destroyed.

23. The FMSP or contractor or agency shall arrange and acquire all tools necessary to
perform work under this Agreement. In addition to the standard hand and power tools,
the definition of “tools” includes electronic testing equipment (multi-meters, etc.), and
PPEs etc.

24. The FMSP or contractor or agency is responsible for specifying tools that are of
appropriate type, quality, and safety and all such tools to be calibrated by a Govt.
certified agency/organization.

25. The FMSP or contractor or agency shall submit the list of staff, being posted at site along
with their experience and credentials.

26. Police verification of every staff deployed by the FMSP or contractor or agency shall be
got compulsorily done by the FMSP or contractor or agency or contractor or agency and
a copy of police verification shall be submitted to Engineer-in-charge. FMSP or contractor
or agency shall issue the identity card to each staff/ employee duly countersigned by
their Authorized Signatory with date of issue and validity.

27. All Engineers/supervisor/operator/technician/foreman/other staff present at the site


shall carry mobile telephone(s)/ walkie-talkie/ or any other communication system to
enable the Engineer-in-charge and his sub-ordinate staff to have easy and quick access/
communication. Nothing extra shall be paid on this account and his quoted rates for
various items under this contract will be inclusive of this obligation. Further the duty
chart along with designation, nature of work entrusted to them and mobile no./
communication apparatus no. has to be displayed/ circulated for easy access by NBCC
as well as client for different types of work.

28. FMSP or contractor or agency shall make all safety arrangement required for the labour
engaged by him at his own cost. Entire responsibility due to negligence on account of
security/ safety or otherwise shall be of the FMSP or contractor or agency. NBCC shall
not be at all responsible for any mishap, injury, accident or death of the agency’s staff,
NBCC will be indemnified in such cases. No claim in this regard shall be
entertained/accepted by NBCC.

29. The FMSP or contractor or agency shall be fully responsible for any damages caused in
the project i.e., Corporate Office of NICL at Plot No. CBD-81, New Town by their staff/
labourers engaged in Operation & Maintenance of the complex and shall be made good
by the FMSP or contractor or agency at their own cost. The decision of NBCC will be
final in this regard.

30. Unless otherwise specified, the quoted rates of the FMSP or contractor or agency will
be inclusive of all the provisions under this contract.

31. The FMSP or contractor or agency shall initiate or defend in a Court of law against any
or all persons/ body/ authority, in respect of any dispute arising out of the project
works done or to be done and/or making the site free of all encumbrances and/ or
charges. The FMSP or contractor or agency shall keep the NBCC indemnified in all
respect at all times.

32. In case of any discrepancy, the interpretation of NBCC will be final & binding on the
FMSP or contractor or agency. No claim of FMSP or contractor or agency whatsoever will
be accepted by NBCC.

4.0 HANDING OVER / TAKING OVER

a) The FMSP or contractor or agency shall be responsible for taking over of all
assets such as Mechanical/Electrical/Plumbing equipment, Fire Fighting, WTP,
STP, Multi-level Car Parking, Chillers, Cooling-towers, Solar Lightings, Solar
panels etc. from existing Maintenance team for proper operation &
maintenance and security of the inventories and keep records of all such
assets.

b) The FMSP or contractor or agency shall be given a time of 10 days from the
date of issuance of LOA to take over all the assets, machinery, equipments etc.

The FMSP or contractor or agency shall put into the notice to NBCC for any
defects/shortcomings during this period (if any).

5.0 FACILITY MANAGEMENT AT SITE:

1. The FMSP or contractor or agency shall provide sufficient quantity of manpower


at site to meet with requirement of attending day to day complaints for
mechanical/electrical/plumbing works, Fire Fighting equipment, WTP, STP, Multi-
level Car Parking, Chillers, Cooling Towers, electro-mechanical equipment etc.
and other work and as per the direction of Engineer-in-charge of NBCC / Client.

2. All materials, T&P, consumables and contingent articles required for the work
shall be arranged by the FMSP or contractor or agency. Materials used shall be in
preference as per ISI marked / as per CPWD specification/ CPWD approved/ as
per direction of the Engineer-in-charge.

3. The FMSP or contractor or agency is responsible to replace the defective lights,


bulbs, sockets, fitting & fixtures, wires, elbow, tee, plumbing fittings, repairing of
plumbing leakage etc. for smooth functioning of office. Consumables shall be
reimbursed as per actuals subject to submission of required documents.

4. Staff employed by FMSP or contractor or agency should be well behaved and any
complaint of misbehavior shall be taken very seriously and such staff will be
removed by FMSP or contractor or agency immediately from the site.

5. The FMSP or contractor or agency shall make all safety/security arrangement


required for the staff engaged by him at his own cost. All consequences due to
negligence on behalf of security/safety or otherwise shall be on the FMSP or
contractor or agency for his manpower.

6. The FMSP or contractor or agency shall be required to maintain sufficient


quantity of spares conforming to specifications at site to meet with requirement
of attending day to day complaints for mechanical/electrical, Fire Fighting
equipment, WTP and other work and as per the direction of Engineer-in- charge.

7. Repairing submersible pumps, motors, GI pipes, accessories, gate valves


including taking out and lowering of submersible pump sets as and when
required at site has to be done by the FMSP or contractor or agency.

8. The FMSP or contractor or agency shall maintain all the arrangements for smooth
functioning & running of office complex.

9. The rates are inclusive for all heights and depths. The FMSP or contractor or
agency must arrange the sufficient MS scaffolding, jhula, and or hydraulic crane for
repairing of all types works like vertical stack of Fire line/ GI line and electrical works
etc.

10. The FMSP or contractor or agency shall make suitable arrangement for
barricading the area for external repair works to avoid any accidents nearby.

6.0 Sub Head–I: Maintenance of House Keeping and Disposal of Garbage:

The subject works will be carried out at “Providing Facility Management Services
and Maintenance Works for New NICL Corporate Office Building at Plot No. CBD-
81”. The details of the works shall be as under:

1. Disposal of garbage and cleanliness of drains/ sewers:

(i) Cleaning of open drains.


(ii) Cleaning of Sewer lines & Manholes.
(iii) Check the availability of water in the water tanks and fill the tanks as and when
required.
(iv) Chlorinating the water at overhead tank/ storage tanks as per norms.
(v) Operating and keeping all equipment, accessories, safety/protection devices etc. in
healthy condition at all times including cleaning on requirement basis.
(vi) Cleaning of pump house, sump & bore-well pumps including pumps, motors,
starters, panels, pipe racks etc. as a preventive maintenance measure.
(vii) The FMSP or contractor or agency shall write with stencil on all the terrace tanks,
underground sump and over-head tanks with the dates of cleaning and the next
due date for cleaning within 2 days of the completion of the cleaning operation.
(viii) Day to Day disposal of collection & garbage to the place/area as designated by
Authority/ District Administration.
(ix) Removal of sludge, waste of all types, green/wild growth waste etc.
(x) All the Liaisoning/ approval in this regard is to be arranged by FMSP/ Contractor/
Agency at his own cost. No additional fees will be paid on this account.
(xi) All above within the quoted rates.
(Xii) The service provider will ensure collection; segregation of dry and wet
garbage in the earmarked area. Finally, the service provider will arrange to
suitably transport and dispose garbage from the earmarked area to the
nearest corporation bin outside the premises.
(Xiii) The service provider will have to engage government authorities responsible
for collection of these wastes for disposal of the same outside the premises.
Any legitimate payments for collection of these wastes by the Government
approved agency will be paid by NICL.
(XiV) Biodegradable plastic garbage bags shall be used by the service provider in
garbage bins. The service provider will employ his staff for the collection/
disposal work. The garbage will have to be disposed-off at least once a day.
(XV) Biodegradable plastic Garbage Bags are in the scope of service provider, which should
be included in quoted rate.

2. Cleaning:
The aim and objective is to provide a high level of a clean, hygienic atmosphere and
presentable look to the entire office building premises. Supervisors of the service
provider will supervise the awarded work. The service provider has to ensure that the
staff deployed is dressed in neat and clean uniform.
(a) Daily Services: Housekeeping / cleaning services should be done daily on all
working days at specified intervals, so that the areas covered under the contract
remain, spick and span all the time, working hours should be adjusted in such a
manner that cleaning work in the morning should be completed well before 9:00 AM

on working days and maintenance to be done throughout the day.
1. Cleaning, dusting, disinfecting of floors, walls and ceilings, removal of waste and
any other garbage from the entire area of office building premises.
2. Sweeping, cleaning, mopping with suitable disinfectant/ cleaner of office area
including all staircases, elevators, common space, kitchen, boardroom,
conference halls, auditorium, cabins, cubicles, lobbies, reception, training rooms,
office rooms, meeting rooms, waiting rooms, office equipment rooms, security
office, Gym, Cafeteria, Pantry Rooms, Crèche, refuge and any other areas of
office building premises. Supply of disinfectant/cleaner is in the scope of service
provider.
3. Cleaning of open space in building premises, roads, parking lots, terrace,
generator room, garden space and basement area.
4. Cleaning and dusting of all doors and windows, furniture, nameplates, doormats,
tables, chairs, fixtures, fans, equipment, accessories, etc.
5. Cleaning of doors, partitions, all window glasses and grills from inside and
outside. Cleaning and dusting of windowpanes/ blinds.
6. Cleaning of baskets, wastepaper baskets and disposing off all the collected
refuse at designated site on daily basis.
7. Placing garbage bags in all garbage bins to avoid stains and stinks and clear
them on daily basis. Supply of Biodegradable Garbage Bags are in the scope of
service provider.
8. Spraying Room Fresheners in all rooms on daily basis at regular intervals. Supply of
Room Freshener Spray is in the scope of service provider.
9. Scrubbing/cleaning of toilets, washbasins, sanitary fittings, glasses, mirrors, toilets
floors etc.

10.Cleaning and disinfecting all vitreous fixtures including toilets, bowls,


urinals, sinks, toilet seats, containers etc., minimum thrice a day and as and
when required brush thoroughly to include below water level and under rims
including areas at hinges and cistern handles.

11.Re-stock toiletries, which include liquid hand soap, toilet rolls, air fresheners,
sanitary cubes, naphthalene balls in toilets, etc. after daily check-ups in the
morning, afternoons and on call basis during day time. Supply of all toiletries is
in the scope of service provider.
(b) Weekly Services:
The deep cleaning of the entire area will be done by the service provider once a week as
under:

1. Vacuum cleaning of all rugs, sofa set/chairs, revolving/non-revolving cushioned


chairs cushioned stools, curtains, venetian/vertical fabric blind, so that they are free
of dirt, lint, mud, etc. Any chairs, trash receptacles and easily moveable items shall
be moved to vacuum underneath and then replaced in the original position.

2. Through dusting of entire area including windows/ windowpanes/ doors /ledges,


partitions etc.
3. Through cleaning / sweeping / washing / mopping with disinfectant cleaners of all
floors, staircases and toilets. Scrubbing of all floors and ceramic tiles base. Cleaning
of ceiling and high walls, removal of cobwebs, removal of wash stains on walls,
cleaning of roofs, porches etc.
4. Cleaning of sanitary fittings, toilets drain pipes etc. in the toilets with

standard cleaning material.
5. Cleaning of all windows glasses and grills with detergents/cleaning agents.
6. Washing of outside area with High Pressure Jet Machine using detergent/cleaning
agent.
7. Clean all chrome fittings, glass frames, soap holders etc. to a shiny finish.
8. Cleaning and dusting of electrical switchboards, light fixtures, fans, air conditioner
vents, over-head light fixtures, projectors, fire-fighting equipment.

(c) Fortnightly Service:

Polishing: All the Brass/SS door handles/door knobs, hand railings, lift walls, other
brass fittings are required to be polished and kept in shining condition by using
approved quality polishing agents.
(d) Quarterly Services:
1. External Drainage Cleaning: By using suitable drain cleaning equipment
including Sewer Cleaning Pullout Tools, Drain Cleaning Machines, Super-Sucker
and high-pressure jet machine with washing complete .
2. Façade Cleaning: The service provider will have to provide this service to
ensure that all external facades including framed glasses are sparkling clean
throughout the year. The service provider will have to engage trained staff for
the job. All required scaffoldings, ladders, materials and safety gears as per
Govt. guidelines need to be provided/arranged by the service provider at their
own cost.

Safety is of paramount importance and the service provider will have to


establish that all safety measures are being followed at the time of
execution of this work. The service provider will have to cover his staff with
adequate insurance benefits and documents of the same needs to be
submitted.

(e) Half Yearly:

Cleaning of Underground and Overhead tank: The Service provider shall be


required to clean the underground and overhead tanks on half yearly basis .

i) RCC/Masonry OH Tanks (06Nos): The internal surface of the tank is to be


thoroughly scrubbed with coconut string, wire brush etc. all algae, fungus,
dirt, sand may be removed, tank to be washed with fresh water, apply
slurry mix coat of Jaggery, cement and water (1 Jaggery: 4 Cement)
proportion to all internal surfaces of RCC Tanks (sides and Bottom). The
Tank may be allowed to dry for 4-5 hours then water may be filled. The
internal cobwebs in ceiling of tanks may also be removed completely.

ii) RCC/Masonry UG Tanks (05 Nos): The internal surface of the tank is to be
thoroughly scrubbed with coconut string, wire brush etc. all algae, fungus,
dirt, sand may be removed, tank to be washed with fresh water, apply
slurry mix coat of Jaggery, cement and water (1 Jaggery: 4 Cement)
proportion to all internal surfaces of RCC Tanks (sides and Bottom). The
Tank may be allowed to dry for 4-5 hours then water may be filled. The
internal cobwebs in ceiling of tanks may also be removed completely.

(f) Annual Service:

Chemical / Shampoo wash – All sofa sets/chairs, revolving chairs, non-
revolving chairs, cushioned stools, Curtains, venetian /vertical /Roller blinds
etc. are to be dry cleaned /chemical cleaned/shampoo cleaned.

3. Gardening and Horticulture:


The service provider shall perform following activities for maintenance of plants, potted
plants, shrubs & lawns, etc.:

 Watering of Plants/ Trees, Weed removing, Trimming &pruning, Soil mulching, Lawn
mowing, Hedges cutting etc., Shrubs cutting, Cleaning garden areas
 Applying fertilizer or compost manure/vermi-culture manure alternate month or as and
when required.
 Applying pesticides like insecticide and fungicide every alternate month or as and when
required.
 Disposal of dry/fallen leaves etc.
 Removing of unwanted plants on the surface, building/boundary walls etc.
 Uprooting / removing of the grass, unwanted plants, shrubs etc. around the buildings,
inside the storm drainage lines, building/boundary walls, roof tops on sewage pipelines
of the buildings, pathways, building entrances, etc.
 Keeping plants in good health and changing the location of plants as per the directions
of NICL. In case of damage caused to the plants by rats / insects, the same should be
brought to the knowledge of Administration.

The necessary tools, machines, equipment, manures, pesticides, other consumables, etc.
required for the gardening work shall be provided by the Service provider on their own cost
within the quoted rates. The cost of manpower, materials etc. should be covered in the price
bid. No additional payment will be made.

However, the cost of new plants, if required at site shall be arranged by the service provider
from the nursery and payment shall be reimbursed on actual basis on production of original
bills/Invoice. Rate should be priorly approved .

4. Pest, Rodent and Snake Control:

 Carrying out pests control operations, which will include all types of insects
including termites, white ants, mosquitoes, flies, cockroaches, seasonal insects,
beetles and rodents, serpents, House Flies, Bed Bugs, Spiders, Lizards, Carpet
Beetles, Fleas, Crickets, ants, Wasps, Woodborers, Silver Fish, Ticks, etc.

i) Weekly Services:
a. Disinfestations & Fumigation Service in Pantry/Stores and Kitchen,
canteen, canteen stores, record room, etc.
b. fogging for control of mosquitoes in basement and outside building
(within the compound area).
ii) Fortnightly Services:
Spray of Pesticides / Insecticides / Chemicals/ emulsion for effective control
of all types of insects including termites, white ants, mosquitoes, flies,
cockroaches, seasonal insects, beetles and rodents, serpents, House Flies,
Bed Bugs, Spiders, Lizards, Carpet Beetles, Fleas, Crickets, ants, Wasps,

Woodborers, Silver Fish, Ticks, etc.

iii) Monthly Service: Rodent & Snake Control/Prevention.

 Spray of Pesticides / Insecticides / Chemicals/ emulsion for effective control of


vectors/ pests, Rodents, Serpents, Lizards etc.
 Spray of chemicals/emulsions on the affected (and surrounding) wooden,
cellulose and other structures for effective control of termites, etc.
 Service provider shall take effective measures regularly for Rodent in office area
and building premises.
 The service provider shall use chemicals that are harmless to humans and
machines and are as per WHO specifications. The service provider will be
responsible for any damage to human / machinery by any chemicals used by
him.
 Cost of Chemicals and equipment to be used should be inclusive in the rates
quoted.
 Note: The firm/agency/tenderer should comply with statutory requirements/laws for
carrying out pest control service.

Housekeeping Monitoring and Control:

For better management and smooth services, the following monitoring


mechanism will be adopted by the service provider:

1. Toilets Checklist:
This is to be attached on the back of the toilet door. It is to be filled up by the
service provider supervising staff on duty daily.

2. Management/Housekeeping Service Requirements:


This is to be filled up by the management and administrative staff of the service
provider who receive /observe the complaints/requirements for any of the services. The
service provider will take immediate action to resolve the same.

 The following tools/materials are in scope of service provider which are to be replaced
periodically : Dustpans, mops, buckets, wipers, gloves, dusters, scrubbers, sponge,
brooms, brushes, safety gear and belts, Swabbing cloth, Washing brush, Mop stick,
Coconut broom, Dust cleaning stick, dust collector brush, soft broom, WC round brush,
Rubber wiper, cotton swab, Toilet/ kitchen vacuum pump, nylon scrubber, vacuum
cleaner, metal broom, shovel, Glass duster, Big Plastic drum, Ladder, garbage trolley
etc. as required for regular housekeeping purpose.

 The following machineries are in scope of service provider: Scrubbing machine, Auto
scrubber machine, Marble/mirror polishing machine, Wet/ dry vacuum cleaning
machine, Lawn mower machine with roller and necessary tools & tackle for horticulture
works.

 All equipment/tools/tackles/machineries safety gears/equipment, manpower,


consumables, chemicals, toiletries, garbage bags, etc., as required for all Cleaning,
Gardening & Horticulture and Pest Control, Rodent & Snake Control services are to be
provided by service provider at their own cost within the quoted rates. The cost of

manpower, materials etc., should be covered in the price bid. No additional payment will
be made.

 All materials/consumables should be of standard quality, environment friendly and


approved by authorized representative of NBCC.

 The tools/equipment/consumables mentioned are only indicative, and service provider


shall be required to provide all tools/equipment/consumables as may be necessary for
carrying out the work.

Deployment of workers on holidays:


The work to be carried out on all working days / Holidays and the FMSP or contractor or
agency shall arrange weekly off and other national holiday to their employees without
hampering the work. The assignment of duty will be decided in consultation with the
Engineer-in-Charge.

5. Specifications

(i) Cleaning and Mopping of common area to be done with good quality of cleaning
materials. Materials (consumables) used shall be ISI quality or of approved quality
only from NBCC / client. The FMSP or contractor or agency shall be responsible to
provide all the necessary machinery, materials, equipments for housekeeping work
such as jet pressure, signages, jharus/brooms, gloves, buckets, vacuum cleaner,
collection bins, rubbing machines, cleaning chemicals, soaps, detergents etc. at his
own cost. The rates offered by the bidder deemed to inclusive of man & material.

(ii) The FMSP or contractor or agency should maintain a stock register for material
purchased and consumed for maintenance work. This register should indicate date
wise receipts of material and material consumed on work. The FMSP or contractor or
agency should also maintain a register for un-serviceable material received during
repair work which shall be the property of NBCC/client.

(iii) The FMSP or contractor or agency shall be bound to execute such additional item which
can be termed as logical, essential & necessary (even though not listed in schedule of
work) for the effective execution of the work in totality. The rates for such extra items of
work shall be rationally analyzed / derived & will be binding on the FMSP or contractor or
agency.
