SUBJECT: Fourth (4th) Set of Graphic Health Warning Templates pursuant

to Republic Act. No. 10643

Pursuant to Republic Act No. 10643 otherwise known as “The Graphic Health
Warning Law” which mandates the Department of Health (DOH) to issue graphic health
warnings on tobacco products, and Administrative Order 2014-0037 “Templates and
Guidelines on the Use of Templates of Graphic Health Warnings Pursuant To Republic Act
No. 10643 "An Act to Effectively Instill Health Consciousness Through Graphic Health
Warnings on Tobacco Products” which provides guidelines on the use of templates of graphic
health warnings, the DOH hereby issues the fourth (4th) set of graphic health warning
templates on tobacco products.

This 4th set of graphic health warnings shall replace the third (3rd) set of graphic
health warning templates provided by Administrative Order No. 2019-0009 “Third (3rd) Set
of Graphic Health Warning Templates pursuant to Republic Act No. 10643”, and shall be
valid for a period of two years or until March 3, 2024.

All other provisions of Administrative Order No. 2014-0037 remain in effect, and
therefore shall be observed and complied with in the application of the 4th set of graphic
health warning templates.

This Order shall take effect immediately following its publication in a newspaper of
general circulation, with three (3) certified copies filed at the Office of the National
Administrative Register (ONAR) of the University of the Philippines Law Center.
