Through the Scaling Up Renewable Energy (SURE) program, the U.S. Agency for International
Development (USAID) helps eligible water service and equipment providers develop sustainable
approaches and business models to transition diesel and manual pumps to solar-powered systems.
Diesel-powered water pumps have high fuel and maintenance costs as well as significant noise and air
pollution. Manual pumps are physically demanding and often lack formalized organizational structures
to maintain the pumps and prevent them from falling into disrepair.
To address labor market gaps in rural areas, USAID partners with higher education institutions to
provide vocational training for professionals, particularly women, who have historically had limited
professional training and career advancement. The program works with companies to identify skills
gaps and provide students with theoretical training and on-the-ground internships.
ELIGIBLE COMPANIES
Eligible companies must share project costs through cash or in-kind contributions and are
encouraged to partner with local or international financial institutions to help fund the project.
Eligible applicants can apply to one or both types of grants by submitting either a joint application to
both components or multiple applications.
Delegated service providers (DSPs) contracted with the Office for Rural Drilling and water service
providers working outside of concession geographic areas and operating in rural communities are
eligible to apply.
DSPs contracted with the Office for Rural Drilling and water service and equipment providers that
work outside of a DSP area and able to operate in the rural communities of Casamance, Kedougou,
Matam, and Eastern Louga are eligible to apply.
