INTRODUCTION

The Department of Agriculture (DA) is a government


agency in charge of promoting the country's agricultural
development. Its main responsibility is to provide a policy
framework, public investment, and support services for both
domestic and export-oriented agricultural businesses. The
DA's role is critical in ensuring the growth and
sustainability of the country's agricultural sector, which
contributes significantly to the country's economy and the
livelihood of many Filipinos. By providing farmers and
agribusinesses with the necessary resources, services, and
policies, the DA helps to increase productivity and
competitiveness, reduce poverty, and enhance food security.
Therefore, the DA plays a vital role in achieving the
country's goal of inclusive and sustainable economic growth.
The DA's accounting section is crucial in ensuring that the
agency's resources are utilized effectively and efficiently,
providing a clear picture of the financial position of the
agency, and safeguarding its assets. By maintaining accurate
financial records, the accounting section enables the DA to
be transparent and accountable to the public, stakeholders,
and other government agencies.

HISTORY OF THE DEPARTMENT OF AGRICULTURE

Regional Field Office No. 5

The Department of Agriculture is the principal agency


of the Philippine government responsible for the promotion
of agricultural development and growth through increased
productivity The Department was one of the first agencies
that President Emilio Aguinaldo formed 11 days after the
proclamation of the Philippine Independence on June 12,
1898. It was named Department of Agriculture and
Manufacturing.

Establishment of the first Regional Office of the Bureau of


Plant and Industry

Act No. 3639, enacted on January 1, 1930, created the


Bureau of Agriculture, which was later divided into the
Bureau of Plant Industry and the Bureau of Animal Industry.
Reorganization plan No. 30-A, implemented in 1957, saw the
regionalization of the bureaus, with the Bicol Region
becoming Region 4. The first Regional Office of the Bureau
of Plant Industry was established in Naga City in 1957, and
the Bicol Rice and Corn Experiment Station was launched in
1960. The Bicol region became Region 5 in 1972, with Legazpi
City as the regional center. Presidential Decree No. 1579
created Ministry-wide Regional Offices in the Ministry of
Agriculture, with each office headed by a Regional Director.

Integration of Bureau-wide Regional Offices into the


Ministry-wide Regional Offices

In 1978, the Philippine government transformed its


departments into ministries in line with the country's shift
to a parliamentary form of government. As part of this
change, the Ministry of Agriculture launched the Masagana
rice production program, which enabled the country to become
self-sufficient and a rice exporter. In 1981, the Bureau-
wide Regional Offices were integrated into the Ministry-wide
Regional Offices. The Ministry of Agriculture was renamed
the Ministry of Agriculture and Food in 1984 and then the
Department of Agriculture in 1987. Following the passage of
the Local Government Code of 1991, the DA's extension
function, responsibilities, and personnel were devolved to
the respective Local Government Units. In 2013, DA RFU 5 was
renamed the Department of Agriculture Regional Field Office
5 (DA RFO 5) after the approval of the Department of
Agriculture's Rationalization Plan.

The Department of Agriculture's Regional Field Office


in Bicol, Philippines, has implemented various programs and
projects to improve agricultural productivity and assist
farmers in recovering from natural disasters. Dr. Hector M.
Sales oversaw the implementation of the Hybrid Rice
Commercialization Program, Creation of Commodity Boards, and
participatory approach in planning, assessment teams for
congressional districts, and personnel development program.
Despite natural calamities such as Super Typhoon Reming, the
region achieved high palay and corn production. Projects
such as INFRES, B-CARE, AHMP, Palayamanan Project, SAIS-BC,
and Strengthening Capacities for Climate Risk Management and
Disaster Preparedness have been implemented under different
directors. These initiatives aim to improve agricultural
productivity, increase rural incomes, promote value-adding
of agricultural products, enhance disaster preparedness, and
improve the resilience and food security of farmers and
fishers.

DA RFO 5 in Bicol has implemented several programs and


initiatives during the terms of OIC REDs Marilyn V. Sta
Catalina, Dr. Jose V. Dayan, and Engr. Abelardo R. Bragas.
These include the establishment of Barangay Bagsakan, the
Pili Development Project, the National Convergence
Initiative (NCI), and anti-poverty programs such as the
Comprehensive Livelihood Emergency Employment Program
(CLEEP) and Bayan Anihan. The Rationalization Plan's
implementation in 2013 resulted in policy and program
changes, including the Bottom-Up Budgeting (BuB) project,
the Payapa at Masaganang Pamayanan (PAMANA) project, and the
Philippine Rural Development Project (PRDP). The DA RFO 5
also launched the Run for Rice advocacy campaign to promote
responsible rice production and consumption.

Under the leadership of Directors Ellen de los Santos


and Rodel P. Tornilla, the Department of Agriculture's
Regional Field Office in Bicol has undergone significant
changes. During De Los Santos' term, the DA Bicol's systems
and operations were transformed towards meritocracy and
excellence. Director Tornilla continued this transformation
and implemented various programs and projects aimed at
modernizing and industrializing Philippine agriculture.
Despite the occurrence of El Niño, poverty incidence in
Bicol significantly decreased during this time. Moreover,
Director Tornilla's leadership was tested in 2020 with the
onset of the COVID-19 pandemic, African Swine Fever
outbreak, and Fall Army Worm infestation. Nevertheless, the
department has made significant strides towards ISO 9001
2015 Quality Management System certification

support services needed for domestic and export-oriented

technologically advanced and internationally competitive.
Its transformation is guided by the sound practices of
resource sustainability, the principles of social justice
and strong private sector participation.

It is the mission of DA to help and empower the farming


and fishing communities and the private sector to produce
enough, accessible, and affordable, safe, and nutritious
food for every Filipino and a decent income for all.

I. Division - Field Operations Division

II. Functions

1.1 The Field Operations Division shall:

• Ensure proper and efficient implementation of various


interventions to support the agriculture sector and to
attain food sufficiency. These are made possible
through the implementation of various banner programs
such as Rice, Corn, High Value Crops, Livestock and
Poultry.

• Spearhead the proper implementation of Rice


Tariffication Law, particularly the management of Rice
Competitiveness Enhancement Fund (RCEF) including the
formulation of Rice Industry Roadmap Consolidation of
small and medium size farms (promote and support land
consolidation arrangement, block farming, trust
farming, contract farming and cooperative farming) and
also the crafting of roadmaps for corn, cassava and
high value crops including pili, pineapple, cacao and
abaca

1.2 Program Implementation Section shall:

• Distribute or provide seeds (rice, corn, assorted


vegetables, forages), planting materials (cassava seed
pieces high value planting materials, forages
cutting/stalks for pasture development) animals, drugs
and biologics, soil ameliorants (fertilizers and other
soil enhancement), Maintenance of Research Outreach
Stations; Facilitate the implementation of "Plant,
Plant. Plan Program, or Ahon Lahat, Pagkaing Sapat
(ALPAS) laban sa Covid-19" program to benefit farmers,
fishers and consumers.

• Prepare and submit needed documents for the provision


of incentive allowance for Pas Municipal/City
Agriculturist, Provincial Coordinators, Agricultural
Technologists and Local Farmer Technicians, Evaluation
and documentation of Regional and National Nominees for
Regional Rice Achievers Award: Conduct of National
Rice, Corn, High Value Crops, Livestock and Poultry.
Organic Agriculture related meetings, conferences,
consultations and workshops, Conduct of training and
other training related activities under five (5) banner
programs. Establishment of Rice, Corn Model Farms and
technology demonstration of selected high value crops
farm areas.

• Distribute or provide farm production and post-


harvest related machineries, equipment and facilities
to qualified beneficiaries,

•Fast track the implementation of various intervention,


collation, review and submission of documents to the
Finance Division for payment.

• Prepare plans and budget proposals for the five


banner programs;

• Prepare and submit of monthly and quarterly reports


of accomplishments; work and financial plan proposal by
commodity/province, client satisfaction feedback
details encoded to Online Data Capture System and other
relevant reports, plan and documents required by
Central Office and by the Planning, Monitoring &
Evaluation Division;

• Prepare documents for procurement and payment of


purchased goods and services.

• Craft and carry out strategic industry and commodity


roadmaps guided by the followin goals of productivity,
competitiveness, profitability, resilience, and
sustainability.

1.3 Program Coordinating Section shall

• Coordinate and update the implementation of all


banner programs in the region.

• Facilitate and coordinate the fast distribution of


interventions by banner programs to the P/MLGUS

• Facilitate the conduct of various related meetings,


stakeholders consultations workshops and seminars by
province, serve as a representative of the Regional
Executive Director (RED) on various inter agency
meetings and activities, implementation of other
special/ locally funded programs, projects and
activities region wide.

1.4 Special/Locally Funded Program or Projects (AMIA,


SAAD and 4Ks) Focal Person/Action Officer shall provide
various farm inputs, technical know-how and livelihood
opportunities among rice, corn, high value crops livestock
and poultry poor farm families/farmers in the region

1.5 Climate Change and Agricultural Risk Reduction


Management Section shall
• Spearhead the implementation of climate change and
disaster risk reduction and management plan.
Institutionalizing early warning systems protocols,
report consolidation and generation (eg damaged reports
of five banner programs during typhoon and occurrence
of other phenomena) as basis for proper planning and
decision making;

• Collect quantitative data about the current state of


atmosphere and other related information needed for
further data analysis and interpretation;

• Formulate predictions by interpreting environmental


data such as atmospheric, climate or related
information as the basis of the day to day decisions of
farmers on their farm operations. Production data,
yield and production growth analysis.

1.6 Institutional Development Section shall:

• Conduct of various training and other related


activities for the enhancement of small farmers skills
with emphasis on entrepreneurship. This includes
empowering farmer's cooperatives and or associations

• Assist in the establishment of technology


demonstration on various rice, corn and high value
crops farm area region wide showcasing the possible
applications, feasibility, performance and method of an
idea for a new technology

1.7 Operations Strategic and Special Concerns Section


shall:
• Develops, establish and maintain an efficient and
reliable data or information needed for the assessment,
report preparation and the management;

• Prepares report and other needed information from


banner programs as requested by partner agencies,
Central Office and other oversight agencies;

• Oversee the proper implementation of programs,


projects and activities of five banner programs.

Trainee’s Area of Concern

During the trainee's OJT in the accounting department, they


faced certain challenges in adapting to the accounting field due
to their IT background. However, the accounting staff was highly
supportive and provided the trainee with the necessary resources,
including access to relevant accounting software and tools, and
offered training and mentorship to help them learn and adapt
their IT skills for accounting tasks.

To promote cross-functional learning, the accounting staff


provided the trainee with opportunities to work on accounting
projects and tasks, which helped them understand how their IT
skills could be applied in the accounting field. Additionally,
the accounting staff provided IT support whenever needed, helping
the trainee troubleshoot software/hardware issues and answering
any technical questions they had.

The trainee's experience in the accounting department has


equipped them with valuable skills and knowledge that will be
useful in their future career. The opportunity to work with
accounting software and tools has improved their IT skills and
understanding of how technology is utilized in the field of
accounting. By working on accounting projects and tasks, they
have gained practical experience and developed their
communication and collaboration skills. The support provided by
the accounting staff has been instrumental in their professional
growth, preparing them for future challenges and opportunities.
II. TRAINING MANAGEMENT
INTRODUCTION

On-the-Job Training (OJT) is an essential component of


college curricula that aims to provide students with
practical training and orientation about their future
careers. Through OJT, workers gain hands-on experience and
learn how to perform tasks related to their chosen field of
study. It is a valuable opportunity for students to apply
the theories and computations they have learned in school to
real-world situations. OJT is designed to expose students to
various work scenarios and equip them with the knowledge and
skills necessary for success in their future careers.

Moreover, OJT offers an opportunity for students to


gain work experience and learn simultaneously. It helps them
learn more about their chosen field of study and practice
what they have learned in school. The training helps to
develop a student's competence and professionalism, enabling
them to handle situations correctly, socialize effectively
with colleagues, and work collaboratively as part of a team.
OJT also enhances the trainee's critical thinking and
decision-making skills, which will be invaluable in their
future careers.
Narration Experience

Daily Experience

Day 1: February 14, 2023 (Tuesday)

On the first day of thinking about what job would be


waiting for me at D.A., my supervisor Ms. Lorraine the
assistant chief of accounting section, introduced me to the
people in the accounting section. She then oriented me on
what job I would be doing in this office and pointed out the
four rooms in the accounting section: the processing unit,
reporting unit, office of the section chief, and outgoing
unit. My first day was in the processing unit, and it was
hard at first because I had no idea what those huge numbers
meant in the Excel sheet. However, my adviser for the day,
Ma’am Sara, said that I just had to copy the amounts from
every month and organize them. She gave me the task of
compiling the Pag-IBIG remittances, and I wondered how an IT
student like me could adapt to this office. Despite my
doubts, I finished my partial task. In the afternoon, my
supervisor told me that I should have a schedule so that I
could explore the whole accounting office. I was also to
report my findings to her the next day. After that, I
continued copying the Pag-IBIG remittances in Excel. Also
happy Valentine’s Day!
Day 2: February 15, 2023 (Wednesday)

On my second day, I decided that I would report to the


processing unit every Thursday and Friday, specifically to
assist Ma’am Sara. For the remaining three days, I would be
wherever I was needed in the section. My supervisor approved
of this setup. I now understand the remittances and why I
have to help Ma’am Sara. My supervisor said that she has so
many backlogs. I also understand why the remittances that I
am compiling are dated from January to December 2022, and I
have to compile them for every worker at D.A., which is a
lot of people. I am organizing the remittances by the
workers' surnames, from A to Z. It is a bit tedious for me,
but with the help of Excel tricks which I found on internet,
I am doing my task at a reasonable pace.

Day 3: February 16, 2023 (Thursday)

Today, I am still working on the letter B in the


remittances, and I realize that there are many surnames that
begin with B. Nevertheless, I continue to compile the
remittances. My supervisor sometimes asks me to scan
documents as well.

Today, Ma’am Sara asked for my assistance in fixing her


printer because it was not printing effectively and
producing blurry printouts. I cleaned it using the
maintenance settings of the printer and power cleaned it.
After that, it worked again. She then asked me to help her
fix her hard drive and save the spreadsheet there so that
she can work on it even at home, I told her that I found out
that the USB cable of her hard drive is not working she
replace it and now she can use it comfortably.
Day 4: February 17, 2023 (Friday)

Today, I continued working on the remittances and


realized why Ma’am Sara has so many backlogs. She tends to
leave her post even during office hours, which is why I
couldn't find her when I had a question about a person's
data that wasn't in the remittance. I decided to work on
other people's data and ask her about it later when she
arrived. She eventually arrived three hours before 5 pm.
This situation was new to me because I initially thought
that she couldn't do her job at a rapid pace because she
wasn't into technology or computers. However, I discovered
one of the reasons why she had so many backlogs.

Day 5: February 20, 2023 (Monday)

Today, I learned how to balance accounts using Excel


under the guidance of my supervisor. It was overwhelming at
first, but she patiently explained the steps, starting with
copying accounts to the accounting system from January to
December and using the pivot table to analyze the data. I
found it fascinating and even began to enjoy it with her
guidance. I realized the importance of this skill in
accounting and am grateful for the opportunity to learn and
excited to put it into practice.

Day 6: February 21, 2023 (Tuesday)


I was still assigned to the reporting unit, where I
spent my day balancing accounts. Additionally, I printed the
AOM from 2022 and as I read through it, I learned that AOM
refers to requirements that were not complied with, but the
budget was already released. Some of these AOMs date back to
the 1990s. I wasn't being nosy; I was just printing the
document as instructed.

Day 7: February 22, 2023 (Wednesday)

I enjoy working in the reporting unit. Today, I


balanced accounts and realized that they were connected to
the remittances I processed in the processing unit. I also
had to multitask while balancing accounts, as I was printing
and compiling documents at the same time. Overall, it was a
productive day and I am looking forward to continuing to
learn and grow in my role.

Day 8: February 23, 2023 (Thursday)

As part of my daily tasks in the accounting department,


I compile remittances and assist my supervisor by scanning
important documents. These responsibilities have taught me
the importance of being organized, efficient, and detail-
oriented. Through my experience, I have developed a
systematic approach to handling financial data and ensuring
that all necessary information is properly recorded. I have
also honed my ability to work meticulously when scanning
documents, which has reinforced the significance of proper
documentation and record-keeping. Overall, I am grateful for
the opportunity to contribute to the accounting department
through these tasks, and I believe that my experience will
be invaluable in my future endeavors.

Day 9: February 27, 2023 (Monday)

As a member of the reporting unit in the accounting


department, I am responsible for balancing numbers in
spreadsheets and compiling documents for printing. This
involves meticulously cross-referencing financial data and
organizing it in a clear and concise manner for the final
report. Through these tasks, I have developed a keen eye for
detail and a thorough understanding of the importance of
accuracy in financial reporting. Additionally, my
proficiency in utilizing software and tools specific to
accounting has been enhanced, which will undoubtedly prove
beneficial in my future endeavors. I am grateful for the
opportunity to contribute to the reporting unit in the
accounting department and am confident that my experience
will be valuable in my career growth.

Day 10: February 28, 2023 (Tuesday)

I have the ability to utilize the reviewer system


within the accounting section. The main function of this
system is to verify and cross-reference the details of
farmers and their corresponding fertilizer amounts with the
voucher provided by the D.A. This task requires me to pay
close attention to detail and ensure that all information is
accurately recorded in the system. Through my experience
using the reviewer system, I have developed a better
understanding of the importance of data accuracy and the
role it plays in the agricultural industry.

Day 11: March 1, 2023 (Wednesday)

Earlier today, my supervisor requested that I scan the


AOM's of 2023 and print them. However, all of the printers
were in use by other employees at the time. Fortunately, my
supervisor informed me of a broken printer that I could use
in conjunction with the scanner. The only issue was that the
computer did not have the necessary driver installed to
operate the scanner. To overcome this obstacle, I proceeded
to install the required driver and successfully scanned the
documents. This experience has taught me the importance of
adaptability and problem-solving skills in the workplace.

Day 12: March 2, 2023 (Thursday)

It’s my scheduled day to work with Ma'am Sara today, I


was in the process of compiling data for remittances when I
noticed that a crucial piece of information was missing from
one of the individual's records. Despite seeing that Ma'am
Sara was scrolling through her social media, I proceeded to
approach her and ask about the missing data. She advised me
to search for the hard copy in her cabinet, which
unfortunately was disorganized and made the search more
challenging. Nonetheless, I was able to locate the necessary
information and resume my work. This experience has
reinforced the importance of attention to detail and
adaptability in the face of unexpected challenges.
Day 13: March 3, 2023 (Friday)

As the week came to a close, I found myself once again


compiling remittances on the final day. However, I was faced
with the same issue as the previous day, wherein a critical
piece of information was missing from one of the records.
This time, instead of consulting with Ma'am Sara again, I
opted to search her cabinet for the necessary document.
After some time, I was able to locate it and continue my
work. This experience taught me the importance of
persistence and resourcefulness in overcoming obstacles, as
well as the value of being able to work independently when
necessary.

Day 14: March 6, 2023 (Monday)

Today, I was assigned to work in the office of the


Chief of Accounting, Ma'am Tess. My main responsibility was
to sort through the documents and bind them together as
needed. While I was busy with this task, Ma'am Lo asked me
to assist with printing and scanning the AOM's. Despite
having a full plate, I was able to handle both tasks
efficiently and effectively. This experience allowed me to
further hone my time management and multitasking skills,
while also showcasing my ability to adapt to unexpected
tasks and take on additional responsibilities when
necessary.

Day 15: March 7, 2023 (Tuesday)

Just like yesterday, my main task for today was sorting


through the ORS documents. While I was busy with this task,
Ma'am Hannah, the accountant of the processing unit, asked
me to number the papers she provided. Despite having a full
workload, I was able to prioritize and complete both tasks
in a timely manner. This experience allowed me to further
strengthen my organizational and time-management skills, as
well as my ability to handle multiple tasks simultaneously.

Day 16: March 8, 2023 (Wednesday)

Today, I was tasked by Ma'am Lo to scan new AOM's. As


always, I approached the task with careful attention to
detail and made sure to complete it to the best of my
ability. By consistently demonstrating my dedication to
completing tasks accurately and efficiently, I hope to
continue earning the trust and confidence of my superiors.

Day 17: March 9, 2023 (Thursday)

Today, I resumed my work compiling remittances data,


carefully checking each detail to ensure its accuracy. In
addition, Ma'am Hannah tasked me with numbering files that
contained vital information regarding equipment purchases
made by the D.A. from specific suppliers. These files
included detailed amounts and pictures, and it was important
that they were numbered correctly for easy reference and
retrieval in the future.

Day 18: March 10, 2023 (Friday)


Similar to yesterday, my task for today was to compile
the remittances data. Through this process, I was able to
gain valuable insights into the various pay checks received
by the personnel of D.A.

Day 19: March 13, 2023 (Monday)

Today, my task was to add remarks to the AOM's listed


in the Excel sheet. To ensure the accuracy of the data, I
cross-checked the entries with the hard copies of the AOM's.
By adding these remarks, I was able to provide valuable
information that would help the responsible parties provide
the necessary requirements. Additionally, the Excel sheet
allowed me to easily sum up the amounts listed in the AOM's.

Day 20: March 14, 2023 (Tuesday)

Today, my task was to print the AOM spreadsheets that I


had worked on the previous day. I printed two copies of the
spreadsheets and proceeded to bind them together, ensuring
that they were properly organized and easy to reference.

Day 21: March 15, 2023 (Wednesday)

Today, my tasks included scanning and printing the


AOM's as well as balancing the numbers in the reporting
unit. Firstly, I used the scanner to digitize the AOM's and
then printed them out to provide hard copies for future
reference. Once this was complete, I moved on to balancing
the numbers in the reporting unit.
Day 22: March 16, 2023 (Thursday)

Today, I continued with my task of compiling the


remittances. However, during the process, I noticed that
Ma'am Sara, was frequently leaving the office. While I
focused on my work, I couldn't help but wonder where she was
going and whether it was related to our work. Nonetheless, I
remained focused and dedicated to completing my task with
accuracy and efficiency.

Day 23: March 17, 2023 (Friday)

Today marks the end of the workweek, and despite the


remaining workload in compiling the remittances spreadsheet,
I remained focused and determined to accomplish the task. As
I was working on it, Ma'am Sara sought my assistance in
resolving an issue she encountered while printing her
spreadsheet. She was having trouble with the page setup and
asked for my help. I quickly assessed the situation and
adjusted the settings to ensure that her spreadsheet would
print correctly. After resolving the issue, I went back to
compiling the remittances and made significant progress.
Despite the unexpected interruption, I managed to complete a
significant portion of the task, which was a source of
satisfaction for me.

Day 24: March 20, 2023 (Monday)

Today, I spent the morning sorting out the Official


Receipts (ORS) in the Chief of Accounting's office. While
working, I asked Ma'am Tess if it would be possible for me
to go back to Sorsogon for my graduation pictorial. She
kindly granted my request, but asked me to let her know when
I would be returning. After finishing up with the ORS, I
then proceeded to work on balancing the numbers in the
reporting unit.

Day 25: March 27, 2023 (Monday)

Today, I returned to work and resumed my tasks. I


started by printing the AOM's as per Ma'am Lo's
instructions. Once I finished printing them, I made sure to
organize and file them properly. After that, I headed back
to the reporting unit to continue balancing the spreadsheets
using the pivot table. It was a bit challenging, but I
managed to make progress and ensure the numbers were
accurate. Overall, it was a productive day at work.

Day 26: March 28, 2023 (Tuesday)

Today, I spent my time compiling the AOMs that I had


printed last week. It was a tedious task, but I made sure to
sort them properly before submitting them to Ma’am Tess and
Ma’am Lo. It feels satisfying to complete such tasks and
ensure the smooth flow of work in the office.
Day 27: March 29, 2023 (Wednesday)

Today, I assisted Ma'am Lo in summarizing the AOMs,


which involved carefully reviewing the data and extracting
key information.

Day 28: March 30, 2023 (Thursday)

Today, I resumed my work on compiling the remittances


data. As I was working, I was also asked to print some
important documents such as financial reports and memos.
Despite the additional task, I made sure to prioritize my
main responsibility which is to compile the remittances
accurately and efficiently.

Day 29: March 31, 2023 (Friday)

Today, I continued compiling the remittances but


encountered some confusion. However, I managed to resolve it
by carefully analyzing the data and cross-referencing it
with the files I found in the drawer.
