Minutes of the Project Approval & Monitoring Committee (PAMC) meeting held under the

Chairpersonship of Secretary (Textiles) on 26 June 2023 at 4.00 PM in Room No. 162, Ministry of
Textiles, Udyog Bhawan, New Delhi to consider and approve the Craft Handloom Village Kunbi in
Goa State under National Handloom Development Programme (NHDP)-reg.

2. At the outset, Development Commissioner (Handicrafts & Handlooms) welcomed the

Chairman and the participants. She informed that the meeting has been convened to consider
and approve the proposal for setting-up of Craft Handloom Village at Kunbi in Goa State under
National Handloom Development Programme (NHDP).

3. Development Commissioner (Handicrafts & Handlooms) informed about the revised

Guidelines of NHDP issued on 12.05.2023, and the provision therein to develop Handloom
pockets on important tourist circuits as Craft Handloom Villages.

4. Goa Handicrafts, Rural and Small-Scale Industries Development Corporation (GHRSSIDC),

Department of Handicrafts, Textiles & Coir, Govt. of Goa (Implementing Agency) attended the
meeting through VC and made a presentation on the Kunbi Craft Handloom Village at Sanguem
Taluka, Goa in the presence of Principal Secretary (Finance) Goa, & WSC Mumbai, who joined
through VC.

5. Decision of PAMC: The PAMC approved the proposal for setting-up of Handloom Craft
Village Kunbi, at Sanguem Taluka, in Goa State with the total cost of Rs. 1738.69 Lakh consisting
of Govt. of India share Rs. 1000 lakh and State share of Rs. 738.69 lakh. The PAMC approved the
proposal with the following conditions:
i) Implementing Agency has to issue Tenders within one month and Work Orders within
three months for execution of the work related to the project.
ii) Funds due in 1st installment of GoI share will be released after issuance of Work Orders
by the Implementing Agency.
iii) Implementing Agency has to submit confirmation of convergence from Tribal and
Tourism departments of State Govt. for this project.
iv) The period of project implementation will be two years.
v) Implementing Agency has to submit sustainability plan of the project.

6. Intervention wise details of cost break-up is enclosed as annexure-A.
