14 The meeting was called to order at 9:05 a.m.
15 Punong Barangay Nicanor D. Edas chaired the meeting.

22 5. AGENDA:
23 Pb Edas welcomed and acknowledge all the attendees. He said that he has written a
24 formal letter addressed to the CENRO-DENR (Tabuk), Prov’l Assessors Office and Prov’l
25 environment Office for their technical and legal assistance regarding quarry operations
26 especially the quarry site of Mrs. Emelinda Collado who is facing conflict with Mr. Junjun
27 Wansi regarding their quarry located at Pakkitan, Lucog, Tabuk city, Kalinga. He further
28 added that he personally sent a letter of invitation to the Punong Barangay of Brgy.
29 Suyang and Mr. Junjun Wansi, a resident of Brgy. Suyang but they were not able to
30 attend the meeting.

32 Ms. Imelda B. Casiwan, head of the CENRO-DENR(Tabuk) expressed her gratitude for
33 the invitation for them to clarify any misunderstanding with regards to quarry
34 operations. Ms. Casiwan said that when pertaining to sand and gravel mining it was
35 been devolved to LGUs, the role of the DENR is to monitor the compliance of operators
36 and issue certificate of clearance whenever they have complied with the requirements,
37 so sand and gravel mining operator will undergo several processes and acquire several
38 permits before they will be given the permit to operate, they must seek permits and
39 certificates not just from the DENR but also to NIA, DPWH, MGB and other agencies.

41 Mr. Joseph Ga-ayon from the Office of the Prov’l Environment of Kalinga said that, the
42 PLGU will not issue permit for sand and gravel operators without completing all the
43 needed requirements and it takes years. As for the ownership of the rivers, it was
44 stated under the Philippine constitution that all rivers are owned by the state, he further
45 said that “batog mu man, awan ti kabaelam nga mangiparit especially when they have
46 permit”. As for the query that “apay gamin nga ikkan yu ti permit nga haan mi ammo?”,
47 he replied that “haan nga ikkan ti PLGU iti permit ni apo contractor/operator nu haan
48 nga inikkan ti DENR iti permit nga umuna, nu inikkan ni DENR ni apo contrctor iti permit
49 kayat na sawen awan ti maperde na dytoy nga quarry ken nagcomply met ni Mrs.
50 Collado idyay requirements nu ngay met applyan ni Mr. Junjun Wansi dyay batog da
51 idyay Brgy. Suyang tapno legal da met nga agquarry”.

53 Mr. Vienvinido Baliling from the Prov’l Assessors office of Kalinga said that the
54 declaration of Mr. Junjun Wansi is 15 ha. and based from map of the Assessor’s office,
55 the declaration of Mr. Junjun Wansi is far and does not cover the quarry site of Mrs.
56 Emelinda Collado.

58 Ms. Casiwan said that the no.1 aim of the DENR is community protection. Quarry
59 operators are to operate 50 meters away from the river control, washing of sand and
60 gravel within the river is prohibited and the extraction deep is not deeper that 2 meters.
61 She further added that an area 6,000 sq. meter from Brgy. Suyang was included in Mrs.
62 Collado’s permitted quarry site so for the year 2024 permit renewal of Mrs. Collado the
63 6,000sq.m from Brgy. Suyang will be omitted. 340 meters away from the welcome
64 signage of Brgy. Lucog will be the site of extraction for the meantime while the Punong
65 Barangays of Lucog and Suyang is discussing the boundary. Ms. Casiwan requested the
66 Punong Barangays of Lucog and Suyang to request for a relocation of boundaries
67 between the Chico river.

69 9. ADJOURNMENT: Being generally peaceful and successful, the meeting was
70 adjourned at exactly 12:15 PM.
