Motor vehicles are important support to the operations of the office in the performance
of its mandate. However, with the limited number of service vehicles and authorized
drivers, compounded with the high cost of fuel and vehicle maintenance, and in
consideration of the heavy traffic within Metro Manila, rationalization and prioritization
rnust be made in its utilization.

A. Prohibited Use of Government Vehicles As Stated ln AO No. 239:


1. All government agencies and offices are prohibited from using government
vehicles for purposes other than official business;
2. The use of govemment vehicles on Sundays, legal holidays, or out of regular
office hours or outside the route of the officials or employees authorized to use
them, or by any person other than such officials or employees, shall, unless
properly authorized, be prima facie evidence of violation of AO No. 239;
3. All government agencies and offices shall limit the use of government vehicles
to essential activities and shall review their travel program and schedules to
minimize unnecessary trips;
4. The use of government vehicles for private social functions such as receptions,
balls, theatres, and for other personal purposes is absolutely prohibited.

B. Rationalization and Prioritization of the Use of DILG-NCR Vehicles:
1. Use of DILG-NCR owned government vehicles shall only be allowed for official
use and with the signed approved Request for Vehicular Support Servics:
2. Provision of vehicular support is a privilege extended to employees to facilitate
their transportation requirements in the performance of their functions'
3. The requesting personnel shall request the use of a government vehicle
through the following, indicating among others, the nature of the trip and the
number of passengers:
a. For travel within the NCR - the accomplishment of the Vehicle Request
link through the WebM page; or,
b. For travel outside of the NCR - Request letter addressed to the Regional
Director and senuuploaded through the DMS
4. Request should be made at least three (3) working days in advance, to give the
SGSS sufficient time to consolidate similar travels, arrange for carpooling, and
plan for more economical routes to save time and fuel, and minimize the use of
vehicles. This will also allow the SGSS to recheck the roadworthiness of the
vehicle, ensure sufficient balances for expressways RFID cards, and prepare
Travel Order for the designated driver;
5. Subject to the availability of vehicles and authorized drivers, approval for the
request of vehicles will be made considering the following prioritization:
a. ln support of essential activities conducted by the Region;
b. Employee/s carrying/transporting important official documents. office
equipment, or peripherals; or
c. At least two (2) or more employees traveling the same route.
6. For cost consideration, personnel who are solely traveling to a venue is highly
encouraged to take the public conveyance and reimburse their authorized
traveling expenses;
7. An email reply will be sent to the requesting personnel, informing them of the
approval/disapproval of their request with the corresponding remarks,
8. Approved requests may be subsequently canceled to give way to urgent and
vital activities requiring vehicular support and the SGSS shall notify the
operatinq uniuconcerned personnel affected by the changes;
9. The requesting personnel shall coordinate with the SGSS for details and
updates of their request;
10.The Regional Office shall maintain a stand-by vehicle and designated driver to
cater for urgent and emergency matters;
11.As a requirement of the NQMS, reguesting personnel shall accomplish the
Customer Satisfaction Survey for the provided vehicular support.

ACTION REQUIRED:

Requesting personnel/operating unit shall ensure the observance of the provisions of


this Memorandum in requesting vehicular support.
