N_OF PROJECT NAME OF THE PROJECT: Rehabilitation/Reconstruction of Roads with Slips, Slope Collapse and Landslide along Tigaon-Goa-San Jose-Lagonoy-Guljalo via (Maligaya- Guijalo Section) LOCATION +: Caramoan, Camarines Sur ‘A.1.4 (3) — CONSTRUCTION OF FIELD OFFICE FOR THE ENGINEER The Contractor shall provide and maintain field offices and testing laboratories, including all the necessary electricity, water, drainage and telephone services for the use of the Engineer and his staff. The offices and laboratories shall have at least the floor area prescribed on the Pians and shall contain the equipment, supplies and furnishings specified in the Contract. Testing equipment supplied in accordance with the Special Provisions shall be located in testing laboratories as required by the Engineer. All offices and laboratories shall be ready for occupancy and use by the Engineer within two (2) months of the commencement of Works. Their location and final plan shall require the approval of the Engineer prior to the start of construction. It is intent of this Specification to locate the field offices and laboratories in government owned lots so that the use by the government ofthese facilities can be ‘maximized even after the completion of project. However, if no government lot Is available, and these structures are to be erected on private property, its the responsibilty of the Contractor to make the necessary arrangements with the landowner(s) regarding the use of the lot for the Engineer's office and laboratories and to remove and/or transfer, if so required under the Contract, the Improvements thereon, including all appurtenances. upon ‘completion of the Works. ‘A.1.2 (4) Provision of 4x2 Pick-up Type Service Vehicle for the Engineer on Bare Rental Basis ‘The Contractor shall provide within thirty (30) calendar days after notice to commence work, the vehicles listed in the Special Provisions for the exclusive use of the Engineer. The vehicles to be provided by the Contractor shall be to the satisfaction of the Engineer. All vehicles shall comply in all respects with all relevant Philippine national or local laws statues and regulations. All vehicles shall carry or be fitted with the accessories as may be prescribed by laws and have comprehensive insurance. The vehicles on delivery shall be new and shall be driven by a Competent, qualified and experienced driver who shall be under the direct order of the Engineer. ‘The contractor shall maintain the vehicle in frst class condition and shall be supplied with appropriate fuel and lubricants at al times He shall provide equivalent substitute vehicles during any period when the specified vehicles are taken out of service for maintenance, repair or any other reason. Unless otherwise specified, the vehicle shall at the end of the Contract become the property of the Government. B.4(10) - Miscellaneous Survey and Staking This item shall consist of furnishing the necessary equipment and material to surveys, take, calculate, and record data for the control of work in accordance with this Specification and in conformity with the lines, grades and dimensions shown on the Pians or as established by the Engineer. 2.5 - PROJECT BILLBOARD/SIGNBOARD ‘The project billboard/signboard shall be provided by the contractor. The details and specification of the sald billboard shall conform to the DPWH D.O. No. 72 series of 2015. "Revised Guidelines on the installation of the Project Billboard”, B.7(1) - OCCUPATIONAL SAFETY AND HEALTH PROGRAM ‘The contractor shall provide and maintain throughout the duration of the contract a medical room together with all the necessary supplies. The contractor shall also employ permanently on side a fully trained medical aide who shall be engaged solely on medical dutes. ‘The location of the medical room and any other arrangements shall be made known to all employees by posting on prominent location in the site. The contractor shall provide adequate medical first aid kit and personnel protective equipment at project site. It should also comply with DOLE D.O. No. 13 series of 1998 on Occupational Safety and Health in the Construction Industry. 8.8 Traffic Management ‘The contractor shall provide a signage’s/waming sign throughout the duration of the project for the safety of the riding public. The contractor shall also provide a flagman at site or traffic lights if necessary. Other roadwork signages shail conform to the DPWH Highways Safety Design Standards. B.9 Mobilization/Demobilization Refer to the approved Plans. B.13 ADDITIONAL GEOTECHNICAL INVESTIGATION Refer to the approved Plans. ITEM 101(3) - REMOVAL OF ACTUAL STRUCTURES/OBSTRUCTION, PCCP (REINFORCED), 0.28 M ‘THICK DESCRIPTION - This shall consist of the removal wholly or in part, and satisfactory disposal of all_ buildings, fences, structures, old pavements, abandoned pipelines, and any other obstructions which are designated or permitted to remain except for the obstructions to be removed and disposed off under items in the Contract. It shall also include the resulting trenches, holes and pits. GENERAL - The Contractor shall perform the work described above, within and adjacent to the roadway, on Government land or easement as shown on the Plans or as directed by the Engineer. All designated salvable materials shall be removed, without damage, in sections or pieces which may be readily transported and shall be stored by the Contractor at specified places on the project or as otherwise shown in the Special Provisions. Nonperishable material may be disposed off outside the limits of view from the project with written permission of the property owner on whose property the material is placed, REMOVAL OF EXISTING BRIDGES, CULVERTS AND OTHER DRAINAGE STRUCTURES. Al existing bridges, culvert and other drainage structures in use by traffic shall not be removed until satisfactory arrangements have been made to accommodate trafic. The removal of exsting culvert within embankment areas shall be required only as necessary forthe installation of new structures. Abandoned culverts shall be broken down, crushed and sealed or plugged. Unless otherwise directed, the substructures of existing structures shall be removed down to the natural stream bottom and those parts outside ofthe stream shall be removed down to at least 300 mm (12°0 below natural ground surface. Steel bridges and wood bridges when specified to be salvaged shall be carefully dismantied without damaged. Steel memiers shall be match marked unless such match marking is waived by the Engineer. Blasting ort other operations necessary forthe removal of an existing structure or obstruction which may damage new construction shall be completed prior to placing the new work, unless otherwise provided in the Special Provisions. ITEM 102 (2) — SURPLUS COMMON EXCAVATION. DESCRIPTION - This item shall consist of roadway and drainage and borrow excavation and the disposal of ‘material in accordance with this Specification and in conformity with the lines, grades and dimensions shown on the Plans or established by the Engineer. Roadway excavation will include excavation and grading for roadways, parking areas, intersections, approaches, slope rounding, benching, waterways and ditches; removal of unsuitable material from the roadbed and beneath ‘embankment area and excavating selected material found in the roadway as ordered by the Engineer for specific use in the improvement. Roadway excavation will be classified as “unclassified excavation”, "rock excavation”, “common excavation”, or muck excavation” as indicated in the Bill of Quantities and herein after described. 1.) Undassified Excavation. Unclassified excavation shall consist of excavation and disposal of all materials regardless ofits nature, not classified and included in the Bill of Quantities under other pay items. 2.) Rock Excavation. Rock excavation shall consist of igneous, sedimentary and metaphoric rock which cannot be excavated without blasting or use of rippers, and all boulders or other detached stones each having a volume of 1 cubic meter or more as determined by physical measurements or visually by the Engineer. 3.) Common Excavation. Common excavation shall consist of all excavation not included in the Bill Quantities under “rock excavation” or other pay items, 4.) Muck Excavation. Muck excavation shall consist of the removal and disposal of deposits of saturated or ‘unsaturated mixtures of soils and organic matter not suitable for foundation material regardless of moisture content. ITEM 103 (1) a~ STRUCTURE EXCAVATION (COMMON SOIL) General, all structures. The contractor shall notify the Engineer sufficiently in advance of the beginning of any ‘excavation so that the cross-sectional elevations and measurements may be taken on the undisturbed ground. The natural ground adjacent to the structure shall not be disturbed without permission of the Engineer. TTrenched or foundation pits for structures or structure footings shall be excavated to the lines and grades or ‘evaluations shown on the plans or as staked by the engineer. They shall be of sufficient size to permit the placing of structures or structure footings of the full width and length shown. The elevations of the bottoms of footings, as shown on the plans shall be considered as approximate only and the engineer may order, in vtting , such changes in dimensions or elevations of footings as may be deemed necessary, to secure a satisfactory foundation. Boulders, logs and other objectionable materials encountered in excavation shall be removed. ‘After each excavation is completed, the contractor shall notify the engineer to that effect and no footing, bedding ‘material or pipe cuivert shall be placed until the engineer has approved the depth of excavation and the character of the foundation Preservation of Channel Unless otherwise permitted, no excavation shall be made outside of caissons. Cribs, cofferdams, or sheet piling , and the natural stream bed adjacent to the structure shall not be disturbed without permission from the engineer. If ant excavation or dredging is made at the side of the structure before calssons, cribs, or cofferdams are sunk in place, the contractor shall ater the foundation base is in place, backfil all such excavations to the original ground surface or stream bed with material satisfactory to the engineer. ITEM 104 (1) a - EMBANKMENT FROM ROADWAY EXCAVATION (COMMON SOIL) DESCRIPTION - This item shall consist of embankment in accordance with the Specification and In conformity with the lines, grades and dimension shown on the plans or as established by the Engineer. MATERIAL REQUIREMENTS: Embankment shall be constructed of suitable materials in consonance with the following definition: ‘A,) Sultable material - material which is acceptable in accordance with the contract which can be compacted in the manner specified in this item. Tt can be common material or rock. Selected Borrow for Topping ~ Soil of such gradation that all particles wil pass a sieve with 75mm (3") square openings and not more than 15 mass percent will pass the 0.°75mm (No. 200) sieve, as determined by AASHTO T II. The material shall hhave a plasticity index of not more than 6 as determined by ASSHTO T 90 and a liquid limit of not more than 30 as determined by AASHTO T 89. CONSTRUCTION REQUIREMENTS: |A) Clearing and Grubbing - Prior to starting excavation operation in any area, all necessary clearing and grubbing in that area shall have been performed in accordance with the Plans and Specification. 8) General - Embankment and break fil shall contain no muck, peat, sod, roots or other deleterious matter. Rocks, broken concrete or other solid, bulky materials shall not be placed in embankment areas where pling is to be placed or driven. Where shown on the plans or directed by the Engineer, the surface of the existing ‘ground shall be compacted to a depth of 150mm (6"). ITEM 104 (2) a - EMBANKMENT FROM BORROW DESCRIPTION - This item shall consist of embankment in accordance with the Specification and in conformity with the lines, grades and dimension shown on the plans or as established by the Engineer. LITEM 105 (1) a ~ SUBGRADE PREPARATION (Common Material) DESCRIPTION - This item shall consist of the preparation of subgrade for the support of overlaying, structural layers. It shall extend to full wth of the roadway. Unless authorized by the Engineer, Sub grade preparation shall ‘not be done unless the contractor is able to start immediately the construction of the pavement structure, (CONSTRUCTION REQUIREMENT: ‘Subgrade in Common Excavation Unless otherwise specified, all material below subgrade level in earth cuts to depth 150mm or other depth shown ‘on the Plans or as directed by the Engineer shall be excavated. the material, if suitable, shall be set aside for future use or, if unsuttable, shall be disposed of in accordance with the requirements of subsection 102.2.9. ‘Where material has been removed from below subgrade level, the resulting surface shall be compacted to a depth ‘of 150mm and in accordance with other requirements of subsection 104.3.3. ‘All materials immediately below subgrade level in earth cuts to a depth of 150mm, or to such greater depth as may be specified, shall be compacted in accordance with the requirement of subsection 104,3.3. ITEM 200(1) - AGGREGATE SUB-BASE COURSE DESCRIPTION - This item shall consist of furnishing, placing and compacting an aggregate sub base course on a prepared subgrade in accordance with this Specification and the lines, grades and cross-sections shown on the Plans, or as directed by the Engineer. MATERIAL REQUIREMENTS - Aggregate for Sub-Base Course shall consist of hard durable particle and fragments of crushed stones, crushed slogs and crushed or natural gravel and filer or natural or crushed san with cother finely divided mineral matters. The composite materials shall be free from vegetable materials and lumps or balls of clay and shall be of such nature that can be compacted readily to form a firm stable base. CONSTRUCTION MATERIALS a. Preparation of Existing Surface ~ The existing surface shall be graded and finished or provided under Item 105 before placing the base materials. , Placing ~ The aggregate sub base materials shall be placed at a uniform mixture on a prepared sub grade in a ‘quantity which vril provide the required compacted thickness. When more the layer is required, each layer shall be shape and compacted before the succeeding layer is placed. ‘&Spreading and Compaction ~ When uniformly mixed, the mixture shall be spread to the pian thickness for ‘compaction. Where the required thickness is 150 mm or less, the materials may be spread and compacted in ‘one layer. The moisture contents of sub base materials shall be adjusted prior to compaction by watering as required in order to obtain the required compaction. 4 ITEM 206(1) — POLMER-BASED CHEMICAL SOIL ADDITIVE DESCRIPTION This item shall consist of application of polymer-based chemical soil additive to improve the strength and other properties of ordinary soll for use as sub-base/surfacing materials in roads in accordance with this Specification and in conformity with the requirements shown on the Plans or as directed by the Engineer. MATERIAL REQUIREMENTS POLYMER-BASED CHEMICAL SOIL ADDITIVE It shall bea Polymer-based chemical sll adltive that Is non-hazardous, environmentally safe, and easy to use SOIL AGGREGATE It shall consist of any combination of gravel, sand, sit and clay or other approved combination of materials free from vegetable or other objectionable matter. It may be materials encountered in the construction site or materials ‘obtained from approved sources. It Is the content of this Specification to utilize soil existing on the roadbed ifthe ‘quality of satisfactory. If the quantity Is deficient, the soll aggregate shall be obtained wholly or partly from ‘approved outside sources. SALVAGED SOIL AGGREGATE Where Soil-aggregate required is already in place, the Contractor shall not be responsible for its Grading or Quality except for the removal of oversized materials as directed by the Engineer. In general, salvaged soil-aggregate to be used for stabilization shall consist of material meeting the requirements given in Sub-section 206.2.2, Soil Aggregate. WATER It shall conform to the requirement of Item 714, Water. PROPORTIONING OF MIXTURE ‘The unsoaked CBR value of treated soll material with polymer based chemical soll additive shall be greater than the unsoaked CBR value of untreated same soil material as determined by AASHTO T 193. CONSTRUCTION REQUIREMENTS. WEATHER LIMITATIONS Polymer-based chemical soll additive and water shall not be mixed and applied during rainy or impending bad ‘weather condition. In the event rain occurs during operations, the work shall be promptly stop and the entire section shall be reconstructed in accordance with this Specification. CONSTRUCTION REQUIREMENTS Equipment’s and tools necessary for handling the material and performing all parts of the works shall be approved by the Engineer as to design, capacity and mechanical condition. The equipment shall be at the jobsite sufficiently ahead of the start of the application operation. ‘SUB-BASE/BASE PREPARATION Existing road sub-base/base materials shall be scarified by use of grader to a depth of 150 mm to 200 mm and shall be stockpiled on both sides of the road. Rolling of Sub-base/base shall follor” untl the desired compaction is attained If further needed, polymer-based chemical soil additive shall be applied on the Sub-base/base after it was exposed for 24 hours, provide that after applying the said chemical additive, the first layer of road sub-base/base materials, Which Is thoroughly mixed shall be spread immediately. The dilution rate for sub-base/base shall be 1 part of polymer-based chemical soll additive and 5 to 9 parts of water depending on the type of soil application methods. APPLICATION, COMPACTING AND FINISHING OF POLYMER-BASED CHEMICAL SOIL ADDITIVE ON ROAD SUB-BASE/BASE, ‘ter the preparation of sub-base/base, a window procedure on stockpiled sub-base/base course materials shall be ‘artied out in the application of polymer-based chemical soll additive. Tt shall be mixed thoroughly and spread by @ 5 grader in approximately two (2) equal layers. The rate of dilution in each layer shall be 1:5 to 1:9 or one part Polymer-Based Chemical Soil Additive and 5 to 9 parts of water. Compaction shall be done using steel roller on the first layer, and steel and rubber rollers on the second layer. Steel roller shall be used to crush aggregate larger than half inch on the surface of the laid/treated sub-base/base ‘course while rubber roller shall follow to smoothen the surface. Compaction shall continue until the surface has formed a bond and Ittle or no moisture is present. If further needed, after compaction of the second layer, as final application of polymer-based chemical soil additive shall be sprayed on the second layer to ensure that the sub- base/base was totally saturated while compaction is in a process. After 48 hours of curing, polymer-based chemical soll additive shall be sprayed on the compacted road sub-base/base with dilution rate of 1 part polymer-based chemical soll additive and 9 parts water as sealant or coating for the road sub-base/base pavement, ‘TRIAL SECTIONS Trial sections of the stabilized sub-base shall be constructed by the contractor at least 2 weeks before actual sub- bbase/base construction. These shall conform to the applicable requirements of Subsections 200.2.4, Trial Sections. TOLERANCES ‘The Stabilized sub-base/base course shall be laid to the designated level and transverse slopes on the Plans. The allowable tolerances shall be in accordance with Subsection 201.3.5, Tolerance. TRAFFIC ‘The Contractor shall not be permitted to drive heavy equipment over completed portions prior to the end of 24 hours curing period except pneumatictired equipment required for constructing adjoining sections. CERTIFICATION The manufacturer or authorized distributor/dealer shall fle with the purchaser a certificate starting the chemical ‘composition and other pertinent information that may be needed for application and use. The manufactures or ‘authorized distributor/dealer shall include in the certificate of guarantee stating that the polymer-based chemical soil additive meets the requirements of the specification. The certificate shall be attested to by a person having legal authority to bind the company. QUALITY CONTROL ‘The manufacturer or authorized distributor/dealer shall be responsible for establishing and maintaining a quality Control program so as to assure compliance with the requirements ofthis specification. (METHOD OF MEASUREMENT ‘The polymer-based chemical soil additive shall be measured by the liter. The quantity to be paid for shall be the design volume applied in place as shown on the Plans, and accepted in the Completed course. ITEM 311(1) ei — PORTLAND CEMENT CONCRETE PAVEMENT (0.28 m thk.-UNREINFORCED, 14DAYS) DESCRIPTION - This item shall consist of Portland Cement Concrete Pavement with/without Reinforcement, ‘constructed on the prepared base in accordance with the specification and conformity with the lines, grades, thickness & typical Cross ~Section shown on the Plans. ACOARSE AGGREGATES — It shall consist of crushed stones, gravel, blast furnace slugs or any other approved materials of similar characteristic or combinations thereof, having hard strong, durable piece and free from adherent coatings. Only one grading Spec's shall be used from any one source. Coarse aggregate shall be well ‘grading and shall conform to grading requirements for Coarse Aggregate (Table 311 DPWH Standard Specification) WATER, REINFORCEING STEEL, JOINT FILLER, ADMIXTURE, CURING MATERIALS, STORAGE OF CEMENT & AGGREGATE PROPORTIONING CONSISTENCY & STRENGTH CONCRTETE shall conform to the requirements AASHTO M311 — DPWH STANDARD SPEC’S. QUALITY CONTROL OF CONCRETE - The contractor shall be responsible for the quality control of all materials during the Handling, Blending & Mixing & Placement Operation Quality Control Plan Qualification of workmen, Concrete Batcher, Concrete Technician, quality contro Testing and Documentation shall be in accordance with DPWH Standard Spec's EQUIPMENT ~ Shall be at the job site sufficiently ahead of the start of the construction operation to be examined thoroughly & approved. Batching Plant & Equipment, Mixer Paving & Finishing Equipment, Concrete Saw & Forms shall b In accordance with OPWH Standard Specification. ‘SETTING OF FORMS ~ After the sub grade of base has been placed and compacted to the required density of ‘compaction, setting of forms shall follow, and the foundation under the forms shall be hard and true to grade so that the form set will be firmly in contact for its whole length and at the specified grade. Form shall be set sufficiently in advance to the point where concrete is being placed. The form shall not deviate from true line by more than one (1) cm at any point. The alignment and grade elevations of the form shall be checked and ‘corrections made by the Contractor immediately before placing the concrete. CONDITIONING OF SUBGRADE AND BASE COURSE — When side form have been securely set to the grade, the sub grade or base course shall be brought to the proper cross section. High areas shall be trimmed to proper ‘elevation & low areas shall be filled and compacted to a condition similar to that of surrounding grade. The finished grade shall be maintained in a smooth and compacted condition until the pavement is placed. HANDLING, MEASURING & BATCHING MATERIALS — The Batch plant site lay out, equipment and provisions for transporting materials shall be such as to assure a continuous supply of materials to the work. All washed ‘aggregates and aggregate produced or handled by the hydraulic methods shall be stockpiled or binned for draining at twelve (12) hours before being batch. MIXING CONCRETE — The concrete shall be mixed at the site of the work in a central mixed plant in truck mixers. The mixer shall be of an approved type and capacity. Mixing time will be measured from the till all materials, except water, are in drum. Ready-mixed concrete shall be mixed and delivered in accordance with the requirements of ASSHTO M157, except that the minimum required revolutions at the mixing speed for trans mixed concrete may be reduced to not less than that recommended by the mixed manufacturer. The contractor shall furnished test data acceptable to the Engineer verifying that the make and model of the mixer will produced uniform concrete conforming to the provisions of AASHTO M 157 at the reduced number of revolutions shown on the series plate, LIMITATION OF MIXING ~ No concrete shall be mixed, placed or finished when natural light is insufficient unless adequate and approved artificial lighting system is operated, in order that the concrete may be properly protected against the effects of the rain before the concrete Is sufficently hardened. The contractor will be required to have available at all times materials for the protection of the edges and surface of the unhardened concrete, PLACING CONRETE ~ Concrete shall be deposited in such a manner to require minimal re-handling unless truck ‘mixer or non-agitating hauling equipment are equipped with means to discharge concrete with our segregation of the materials, the concrete shall be unloaded to the approved spreading device and mechanically spread into the grade in such a manner to prevent segregation. Piacing shall be continuous between transverse joint without the tse of intermediate bulkheads. Necessary hand spreading shall be done with shovel not rakes. Workmen shall not be allowed to walk in the freshly mixed concrete with boots or shoes coated with earth or foreign substances. ‘TEST SPECIMEN ~ As work progress at least one (1) set consisting of three (3) concrete beam test specimens, 4150 mm x 150 mm x 525 mm or 900 mm shall be taken from each 330 cu.m. of pavement, 230 mm depth, or fractions thereof placed each day. Test specimen shall be made under the supervision of the Engineer, and the Contractor shall provide all concrete and other facilities necessary in making the test specimen and shall protect, them from damage by construction operation. Cylinder samples shall not be used as substitute for determining the ‘adequacy of the strength of concrete. STRIKE — OFF OF CONCRETE PLACEMENT OF RSB JOINTS ~ Following the placing of the concrete it shall be struck off to conform to the cross — section shown on the Plans and to an elevation such that with the concrete is property consolidated and finished, the surface of the pavement will be atthe elevation shown on the plans. JOINTS — Shall be constructed on type and dimensions, and at the locations required by the Plans or Special Provisions. All joints shall be protected from the intrusions of injurious foreign materials until sealed. FINAL STRIKE OFF (Consolidation and Finishing) ~ The sequence of operation shall be the strike off and consolidation, floating and removal of laitance, straight — edging and final surface finish. Work devices necessary to provide access to the pavement surface for the purpose of finishing stright ~ edaing, and make corrections as herein after specified shall be provided by the contractor. ‘SURFACE TEST ~ As soon as the concrete has hardened sufficiently, the pavement surface shall be tested with a 3m straight - edge or other specified device. Areas showing high spots of more than 3 mm but not exceeding 12 ‘mm in 3 m shall be marked and immediate ground down with an approve grinding tool to an elevation where the area or spots not show surface deviation in excess of 3 mm when tested with 3 m straight edge. Where the departure from the correct cross ~ section exceeds 12 mm, the pavement shall be removed and replaced by end at the expense of the contractor. CURING ~ Immediately after the finishing operations have been completed and the concrete has sufficiently set, the entire surface of the newly placed concrete shall be cured in accordance with either one of the methods described therein, Failure to provide sufficient cover materials of whatever kind the contractor may elect to use, or the lack of water to adequately take care of both curing and other requirements, shall be a caused for immediate suspension of concreting operations. The concrete shall not be left exposed for more than Yz hour between stages of curing or during the curing period, REMOVAL OF FORMS - after forms for concrete shall remain in placed undisturbed for not less than twenty four (24) hours after concrete pouring. In removal of forms, crowbars should be used in puling out naiis and pins care should be taken so as not to break the edges of the pavernent, In case portions of the concrete are spalled they shall be immediately repaired with fresh mortar mixed in proportion of one (1) pert of Portland cement and two. (2) Parts of fine aggregates. Major honey comb areas will be considered as defective work and shall be removed and replaced at the expense of the contractor ary area or section so removed shall not be less than the distance ‘between weakened plane joints nor less tan full width of the lane involved. ‘SEALING JOINTS — Joint shall be sealed with asphalt sealant soon after completion of the curing period and the avernent is opened to traffic, including the Contractors Equipment. Just or to sealing, each joint shall thoroughly leaned of all foreign materials including membrane curing compound and the joint faces shall be clean and surface dry when the seal is applied. The seals shall be in one piece for the full width of each transverse joint, The ‘seal shall be installed in @ comprehensive condition and shall at time of placement be below the level of the pavernent surface by approximately 6 mm. PROTECTION OF PAVEMENT - The contractor shall protect the pavement and its appurtenances against both public traffic and traffic caused by its own employees. This shall include watchmen to direct traffic and the erection ‘and maintenance of warning signs. The plans or special provision vill indicate the location and type of device or facility required to protect the work and provided adequately for traffic. ITEM 404 (1)a - REINFORCING STEEL, GRADE 40 DESCRIPTION - This item shall consist of furnishing, bending, fabricating and placing of steel Reinforcement oF the type, size, shape and grade required in accordance with this specification and in conformity with the requirements showin on the plans or as directed by the Engineer. MATERIAL REQUIREMENTS Reinforcing steel shall meet the requirements of item 710, Reinforcing Steel and Wire Rope. PLACING AND FASTENING Al steel reinforcement shall be accurately placed in the position shown on the plans or required by the Engineer and firmly held there during the placing and setting of the concrete. Bars shall be tied at all intersections except ‘where spacing Is less than 300mm in each directions, in which case, alternate intersections shall be tied. Ties shall be fastened on the inside. Distance from the forms shall be maintained by means of stays, blocks, ties, hangers, or other approved supports, 0 that it does not vary from the position indicated on the plans by more than 6mm. blocks for holding reinforcement from contract with the forms shall be precast mortar blocks of approved shapes and dimensions. Layers of bars shall be separated by precast mortar blocks or other equally suitable devices. The use of pebbles, pieces of broken stone or brick, metal pipe and wooden biocks shall not be permitted. Unless otherwise shown on the plans or required by the Engineer, the minimum distance between bars shall be 40mm. Reinforcement in any ‘member shall be placed and then inspected and approved by the Engineer before the placing of concrete begins. Concrete placed in violation of this provision may be rejected and removal may be required. If fabric reinforcement 's shipped in rolls, it shall be straightened before being placed. Bundled bar shall be tied together at not more then 1.8m intervals. SPLICING All reinforcements shall be furnished in the full lengths indicated on the plans. Splicing of bars, except where shown on the plans, will not be permitted without the written approval of the Engineer. Splices shall be staggered as far as possible and with @ minimum separation of not less than 40 bar diameters. Not more than one-third of ‘the bars maybe spliced in the same cross- section, except where shown on the plans. Unless otherwise shown on the plans, bars shall be lapped @ minimum distance of: [Splice Type | Grade 280 (40) | Grade 420 (60) | But not less than Tension Compression | 24 bar dla 36 bar dia 300 mm 20 bar dia 24 bar da 300 mm In lapped splices, the bars shall be placed in contact and wired together. Lapped splices will nat be permitted at locations where the concrete section is insufficient to provide minimum clear distance of one and one-third the 8 ‘maximum size of coarse aggregate between the splice and the nearest adjacent bar. Welding of the reinforcing steel shall be done only if detailed on the plans or if authorized by the engineer in writing. Spiral reinforcement shall be spliced by lapping at least one and a half turns or by butt welding unless otherwise shown on the plans. LAPPING OF BAR MAT Sheets of mesh or bar mat reinforcement shall overlap each other sufficiently to maintain a uniform strength and shall be securely fastened at the ends and edges. The overlap shall not be less than one mesh in width. METHODS AND MEASUREMENT The quantity of reinforcing steel to be paid for will be the final quantity placed and accepted in completed structure, No allowance will be made for tie-wired, separators, wire chairs and other material used in fastening the reinforcing stee! in place. If bars are substituted upon the contractor's request and approved by the engineer and as a result thereof more stee! is used then specified, only the mass specified shall be measured for payment. ‘No measurement of payment will be made for splices added by the contractor unless directed or approved by the Engineer. When there is no item for reinforcing steel in Bill of Quantities, costs will be considered as incidental to the other items in the Bill of Quantities. ITEM 405(1)a3 - STRUCTURAL CONCRETE, (fc'=20.68Mpa, CLASS A) SCOPE - This item shall consist of furnishing, bending, placing and finishing concrete in all structures except ‘pavements in accordance with this specification and conforming to the lines, grades and dimensions shown on the plans. Concrete shall consist of a mixture of Portland cement, fine aggregate, coarse aggregate, admixture when ‘Specified, and water mixed in the proportions specified or approved by the Engineer. CLASSES AND USES OF CONCRETE Five classes of concrete are provided for inthis item, namely: A, B, C, P and Seal. Each class shall be used in that part of the structure as called for on the plans. ‘The classes of concrete will generally be used as follows: A. CLASS A ~ All superstructures and heavily reinforced substructures. The important parts of the structure included are slabs, beams, girders, columns, arch ribs, box culverts, reinforced abutments, retaining walls and reinforced footings. CLASS B ~ Footings, pedestals, massive pier shaft, pipe bedding, and gravity walls, unreinforced or with only a small amount of reinforcement. CLASS C- Thin reinforced sections, ralings, precast R.C. piles and cribbing and for filer in steel grid floors, CLASS P ~ Pre stressed concrete structures and members. SEAL — Concrete deposited water. moo = ITEM 506(1) ~ STONE MASONRY DESCRIPTION — This Item shall consist of stone masonry in minor structures, in headwalls for culverts, in retaining walls at the toes of slopes, and at other places called for on the Plans, constructed on the prepared foundation bed, in accordance with’ this specification and in conformity with the lines, grades, sections, and «dimensions shown on the plans or as ordered in writing by the Engineer. MATERIAL REQUIREMENTS ‘The stone shall be clean, hard, and durable and shall be subject to the Engineer's approval. Abode stone shall not be used unless otherwise specified. ‘SIZES AND SHAPES ~ Unless other sizes are showin on the Plans, stones shall have a thickness of not less than. 150mm, and widths of not less than one and one-half times their respective thickness, and lengths of not less than tone and one half times their respective widths. Each stone shall be of good shape and be free of depressions and projections that might weaken or prevent it from being properly bedded. DRESSING ~ The stones shall be dressed to remove any thin or weak portions. Face stones shall be dressed to provide bed and joint lines that do not vary more than 20 mm from the true lines and to ensure the meeting of bed and joint lines without the rounding of comers of the stones in excess of 30mm in radius. Bed surfaces of the face stones shall be approximately normal to the face of the stones for about 80mm and from this point may depart from normal plane not to exceed 50mm in 300mm, FINISH FOR EXPOSED FACES - Face stone shal be pitched to the line along the beds and joints, The maximum protection of rock faces beyond lines shall be nat be more than 50 mm. MORTAR - Cement, fine aggregate, and water shall conform to the respective requirements for those materials as specified under Item 405, Structural Concrete, except as to the grading of fine aggregate which shall pass the 2.36 mm (No. 8) sieve, not less than 15 nor more than 40 percent shall pass the 0.3 mm (No. 50) sieve, and not more than 10 percent shall pass the 0.15 mm (No. 100) sieve. ‘The mortar for the masonry shall be composed of one part of Portland Cement and two parts of fine aggregate by volume and sufficient water to make the mortar of such consistency that it can be handled easily and spread with a trowel. Mortar shall be mixed only in those quantities required for immediate use. Unless an approved mortar ‘mixing machine is used, the fine aggregate and cement shall be mixed dry ina tight box unt the mixture assumes a uniform color, after which, water shall be added as the mixing continues until the mortar attains the proper Consistency. Mortar that. is not used within 90 minutes after the water has been added shall be discarded. Retempering of mortar will not be permitted. CONSTRUCTION REQUIREMENT ‘SELECTION AND PLACING ~ When the masonry is to be placed on a prepared foundation bed, the bed shall be firm and normal to, or in steps normal to , the face of the wall, and shall have been approved by the Engineer before any stone is placed. Care shall be taken to prevent the bunching of small stone or stones of the same size. Large stones shall be used inthe comers. AN stones shall be cleaned thoroughly and wetted immediately before being set and the bed which is to received ‘them shall be cleaned and moistened before the mortar is spread. They shall be laid with their longest faces horizontal in full beds of mortar, and the joints shall be flushed with mortar. “The exposed faces of individual stones shall be parael to the faces of walls in which the stones are set. ‘The stone shall be so handled as not to jar of displace the stones already set. Suitable equipment shall be provided for setting stones larger than those that can be handled by two men. The roling or turing of stones on the walls will not be permitted. If a stone is loosened after the mortar has taken intial set, it shall be removed, the mortar ‘leaned off, and the stone relaid with fresh mortar. BED AND JOINTS - Beds for the face stone may vary from 20 mm to SO mm in thickness. They shall not extend in an unbroken line through more than 5 stones. 50 mm in thickness. Joints may vary from 20mm to 50mm in thickness. They shall not extend in an unbroken line through more than two stones. They may be at angles with the vertical from 0° to 45°. Face stone shall bond at least 150mm longitudinally and 50 mm vertically. At no place shall comers of four stones be adjacent to each other. Cross beds for vertical faced walls shall be level, and for battered walls may vary from level to normal to the batter line of the face of the wall. HEADERS - Header shall be distributed uniformly throughout the walls of the structures so as to form at least ‘one-fifth of the exposed faces. They shall be of such lengths as to extend from the front face of the wall into the backing of at least 300mm. when 2 wall is 450 mm or less In thickness, headers shall extend entirely from front to back face. BACKING - Backing shall be built mostly to large stones as shown in the approved Plans or as directed by the Engineer. The individual stones composing the backing and hearting shall be well bonded with the stones in the face wall and with each other. All openings and interstices in the backing shall be filed completely with mortar or with spalls surrounded completely by mortar. POINTING - Both bed and vertical joints shall be finished as shown on the Plans or as directed by the Engineer. ‘The mortar in joints on top of the surface of masonry shall be crowned at the center of the masonry to provide drainage. ‘COPING - Copings, i called for, shall be finished as shown on the Plans. Where copings are not call for, the top of the wall shall be finished with stones wide enough to cover the top of the wall from 450 mm to 1000 mm in length, ‘and of random heights, with minimum of 150mm. stone shall be laid in such a manner that the top course is an integral part of the wall. The tops of top course of stone shall be pitched to line, in both vertical and horizontal planes. WEEPHOLES - it shall conform to the requirements of item 505, Riprap and Grouted Riprap under sub section 505.3.4, weep holes. 10 CLEANING EXPOSED FACES - Immediately after being laid, and while the mortar is fresh, all face stones shall bbe thoroughly cleaned of mortar stains and shall be kept clean until the work is complete. CURING - In hot or dry weather, the masonry shall be satisfactory protected from sun and shall be kept wet for 2 period of at least three days after completion ITEM 603(3)ai ~ METAL GUARDRAIL (METAL BEAM) INCLUDING POST (W-BEAM) DESCRIPTION - This iter shall consist of furnishing and constructing posts and guardrails of the types called for in the contract and in accordance with this Specification, at the locations, and in conformity with the lines and ‘grades shown on the Plans, or as required by the Engineer. MATERIAL REQUEREMENTS: Materials forthe desired type of guardrail shall meet the requirements specified in the following specifications: 1. Wire rope or wire cable AASHTO M 30 2. Chain link fabric AASHTO M 181 3. Metal beam rail ‘AASHTO M 180 ‘Timber rail, unless otherwise indicated in the Plans or Special Provisions, any of the following first group Philippine ‘Timber shall be used: Ipil, Molave, Tindalo or Yacal. Only one specie of timber shall be used in the construction of any one continuous length of guardrail. Timber guardrail shall be well-seasoned, straight and free of injurious detects. They shall be dressed and of sufficient lenath so that joints shall be on the rail posts. Guardrail Hardware, Offset brackets of the resilient and non-resillent types shall be of the type specified, or as shown on the Plans, and shall meet the strenth requirements specified. Splices and end connections shall be of the type and design specied or as shown on the Plans, and shall be of such strength as to develop the full design strength of the rail elements. Unless otherwise specified, all fittings, bolts, washers and other accessories shall be galvanized in accordance with the requirements of AASHTO M 111 or ASTM A 153, whichever may apply. All galvanizing shall be done after fabrication, Guardrail Post. Posts shall be of elther wood, steel, or concrete, as may be specified. Only one kind of post shall be used for any one continuous guardral. ‘Wood post shall be fabricated from approved or speciied timber specie and shal be of the quelty, diameter or section and length as specified, or as shown on the Plans. ‘Stee! post shall be of the section and lenth as spectied, or as shown on the Plans. They shall be of a copper bearing steel when so specified. Steel shall conform to the requirements of AASHTO M 183 for the grade specified. The posts shall be galvanized or shop painted as may be specified. Pre-cast reinforced concrete posts shall be of a section and length as specified or as shown on the Plans. Concrete shall conform with the requirements of Iter 405, Structural Concrete, for class specified. Reinforcement shall ‘conform with the requirements of AASHTO M 31 Grade 60. All bars shall be of the deformed type. Concrete deadmen for end anchorages shall be as specified, or 2s shown on the Plans. Concrete and reinforcement shall conform to the requirements as stated above the precast reinforced concrete posts. Paints for steel and wood shall be specified and conform to the requirements specified in Item 411, Paint. ITEM 603(4)b — METAL BEAM END PIECE (BULL NOSE) Refer to the approved Plans. ITEM 612 (1) ~ REFLECTORIZED THERMOPLASTIC PAVEMENT MARKINGS (WHITE) DESCRIPTION ~ This standard specifies the requirement for reflectorized thermoplastic pavement stripping material conforming to AASHTO M 249 that is applied to the road surface in a molten state by mechanical means with surface application of glass beads at a rate of not less than 250a/L of glass beads having a size range of drop- in type and will produce an adherent reflectorized stripe of specified thickness and width capable of resisting deformation by traffic. Materials Requirements 1. Reflectorized Thermoplastic Pavement Material shall be homogenously composed of pigment, filler, resins and glass reflectorizing spheres.
