Introducing Community Conversations on Justice and security in Somalia

I. Background
The United Nations Development Programme (UNDP) has been supporting the government’s
efforts in effective implementation of the National Development Plan (NDP), which is aligned
with the corporate Sustainable Development Goals (SDG), in collaboration with a wide range of
stakeholders in Somalia.

The UNDP Rule of Law (RoL) Portfolio includes a 30-month Joint Justice Programme,
implemented together with the United Nations Assistance Mission to Somalia (UNSOM),
UNICEF, UN Women and IDLO as a non-UN entity. The second outcome of the programme
titled “Men and Women are safer and accessing basic justice and human rights services”
recognizes that rule of law reforms cannot be achieved solely by top down capacity and
institution building initiatives but also requires a socially transformative approach with a strong
citizen participation.

The intention of this Outcome is to engage the communities in jointly seeking solutions to rule
of law issues particularly on justice, security and land issues (since land disputes are one of the
main sources of conflicts in the communities) and partnering with local institutions to
implement and assess them.

Community conversations have been used in many countries in the health sector but also in
other areas such as good governance and gender. They have proven a powerful tool to
empower communities in collective thinking processes and find creative and locally owned
solutions to solve complex social issues. Through facilitated and inclusive dialogues based on
equality, trust and acceptance, communities can explore their own development issues,
discover new perspectives and take responsibilities for their future.

The Joint Justice Programme plans to support community conversations on justice and security
in three different locations during the first phase of the programme.
Therefore, to ensure the implementation of this output, the Joint Justice Programme requires
the service local NGOs to conduct these community conversations in three districts: Jowhar
town, Baidoa town and Beledweyne town.

2. Master Trainers TOT – Terms of Reference


Selection Criteria:
1. Bachelor's degree or equivalent in Social Sciences, Anthropology, Education, Participatory
Communication, Behavioural Sciences or Public Health.
2. Experience in facilitating training programmes essential.
3. Land dispute work experience essential.
4. Community Development work experience desirable.
5. Excellent training and facilitation skills
6. Excellent communication and relationship skills, including ability to work as a team
7. Evidence of ability to think strategically and solve problems;
8. Leadership and management skills
9. Able to take initiative to deliver required outputs and planned results;
10. Excellent information technology skills, including word-processing, database applications,
presentation software and Internet;
11. Ability to communicate well in English
12. Participate in Community Conversations Training 27th oct – 3th Nov 2019
Description of Activities to be carried out by Community Facilitators
1. Participate in Community Conversations Training: 27th oct – 3th Nov 2019.
Work in collaboration with Local Government representatives in order to strengthen district
and community response justice, security and land issues
2. Train 30 community facilitators in the respective FMS
3. Mentor the community facilitators during the implementation of the CEE in the respective
FMS

Selection Criteria:
1. Respected Community Leader
2. Strong Community Development experience
3. Experience in providing health-related services to communities
4. Experience in building partnerships with a range of stakeholders
5. Excellent listening, communication and inter-personal skills
6. Ability to work as part of a team (strong team player)
7. Demonstrated commitment to either adult education or HIV & AIDS work in Somalia
8. Strong work ethic and commitment
9. Organised and resourceful
10. Plans, prioritizes and delivers a variety of tasks on time
11. Strong Analytical skills

Activities expected to be carried out by Government Representatives:


4. Take responsibility to integrate justice, security and land issues Coordination into an on-
going monthly meeting held in own District/Region
5. Participate in Community Conversations Training: 27th oct – 3th Nov 2019.
6. Participate in monthly ‘Community Conversations on justice, security and land issues hosted
in your District/Region
7. Support NGO and Community Facilitators selected by UNDP to host ‘Community
Conversations’ on justice, security and land issues in your district
8. Strengthen coordination and cooperation between justice, security and land issues
stakeholders in your District/Region
9. Ensure justice, security and land issues activities are harmonized, to help ensure that
resources for justice, security and land issues in your District/Region are well utilized
10. Support Monitoring and Evaluation of justice, security and land issues activities in your
District/Region
11. Support multi-sectoral justice, security and land issues meetings in your District/Region
12. Prepare and submit regular progress reports on all district justice, security and land issues
activities to MoJ, Local Authority and UNDP
1. in a specific village (where the Community Facilitator should be resident)
2. Work in partnership with NGO selected by UNDP to support Community Conversations
3. Facilitate one Community Conversation on justice, security and land issues per month, in
the area in which you reside
4. (Actively contribute to reporting on each Community Conversation

4. Community Facilitators – Terms of Reference

Selection Criteria:
1. Community Leader/Facilitator respected in and by their own community and other
stakeholders
2. Excellent Facilitation Skills
3. Community Development experience
4. Excellent listening, communication and inter-personal skills
5. Ability to work as part of a team (strong team player)
6. Leadership strengths and potential
7. Experience in building good relationships and working in partnership with a range of
stakeholders
8. Ability to work with minimal supervision and manage a variety of tasks
9. Strong work ethic and commitment
10. Organised and resourceful
11. Plans, prioritizes and delivers a variety of tasks on time
12. Strong Analytical skills
13. Willingness and able to contribute to ongoing reporting on the Community Conversations

Description of Activities to be carried out by Community Facilitators


1. Participate in Community Conversations Training: 18th – 27th December 2019.
2. Work in collaboration with Local Government representatives in order to strengthen
district and community response justice, security and land issues
3. Planning meeting held with NGO Partner, and doing necessary logistics to plan for the
Community Conversation, e.g. organize snacks etc.
4. Facilitate Community Conversation on land issues
5. One day mentoring support with NGO
6. Two days follow up work. This will include but not be limited to following up on action
points agreed at the Community Conversation and writing a report on the achievements
of the community conversation session, etc.
7. Conduct 5 days work per month, to support Community Conversations in a specific
district as outlined below:
