ULTRA MEGA RENEWABLE ENERGY POWER PARKS

(NEW PROJECTS- Through JVC)

1. UTTAR PRADESH

 MNRE has allotted THDCIL to develop UMREPPs through SPV in the state of Uttar
Pradesh.
 Formation of JV Company with equity participation of THDCIL and UPNEDA in the ratio
of 74:26.
 Total capacity of UMREPPs to be developed is around 2000 MW.
 The JVC will get Central Financial Assistance @ Rs. 20 Lakhs per MW or 30% of the
project cost, whichever is lower, for development of internal infrastructure including cost
of transmission to the CTU/STU point.
 The Authorized Share Capital of the JVC shall be Rs. 50 crore initially.
 To start the activities of JVC, the initial Paid-up Share Capital of the JVC shall be Rs. 10
crores.
 The Proposal for formation of JV Company has been approved by UP cabinet on
16.06.2020.
 MoU between THDCIL and UPNEDA for formation of JV has been signed on
06.08.2020.
 JVC between THDCIL and UPNEDA has been registered on 12.09.2020.

600 MW UMREPP at Lalitpur

The 600 MW UMREPP at Lalitpur is planned to be established in Talbehat Tehsil, district


Lalitpur in UP. The Work is in advanced stage in spite of the COVID-19 Pandemic.
Revenue Maps of all the identified land have been obtained and necessary marking of
Govt. land and Private Lease rent land is in progress. EoI/Consent of the farmers/land
Owners has been obtained/is in progress. DM, Lalitpur vide letter dated 06.08.2020 has
intimated the Land Proposal of 3019 acres to Director, UPNEDA Lucknow with Lease rent
applicable for the land, as per follows:

 DM Lalitpur has finalized the lease rent of Rs. 20000/acre/year with an escalation rate
of 5% after every 3 years; payable for the procurement of private land.
 Further, DM Lalitpur has requested that the sitting up of Ultra Mega Solar Park/
UMREPP in district Lalitpur UP may be given Priority due to Lalitpur being the most
backward region of Bundelkhand region which necessarily needs development.
 Director, UPNEDA vide his letter dated 11-08-2020 has requested DM, Lalitpur to
transfer Gram Sabha land in favour of Department of Additional Sources of Energy,
Government of Uttar Pradesh and to provide a closer map indicating the contiguous
land along with approach roads.
 Presently in Lalitpur,1823.01 acre (1240 farmers) Private land and 976.72
acreGovt/Gram Sabha land (total 2799.73 acre) has been identified for development of
600 MW UMREPP by NTPC. Out of 1823.01 acre Private land, consent letters from
farmers for about 1326.79 acre (885 farmers) have been obtained and consent letters
for balance 496.22 acre (355 farmers) land is yet to be obtained. The matter has been
taken up by additional chief secretary, Govt. of UP for his intervention with respective
DM at Lalitpur for expediting the balance consents/EOI of farmers to lease rent land.
The ACS has intervened in the matter. All efforts are being made to resolve the matter
related to consent of balance farmers regarding private land.
 The signing of lease agreement with farmers is one of the major and critical activities to
be accomplished. Earlier, a format of lease agreement had been received from Director
UPNEDA letter dtd 27.05.2021 addressed to DM Lalitpur. There were certain
corrections needed to be corrected out the format and clarifications on the letter. A
revised format has been received from Director, UPNEDA vide letter dtd 22.06.2021
addressed to DM Lalitpur.
 The proposal for hiring of advocate with scope of work and fee for smooth signing of
lease agreements is under approval stage.
 The LOA for work for Carrying out Topographical Survey for UMREPP Lalitpur was
awarded to IIT Roorkee on 09.09.2020 with a time period of 90 days. The total cost of
the work is Rs 24 Lakh plus GST.
 The field work of topographical survey has been completed and input data furnished to
NTPC, the DPR consultant. The topographical report has since been submitted by IIT
Roorkee.
 IIT Roorkee has deputed their team for establishment of the TBM/PBM on concrete
pillars at Lalitpur and completed the Job.
 In-principle approval has been accorded by MNRE to TUSCO Ltd (JV of THDCIL and
UPNEDA) on 13.10.2020 for setting up of two Solar Parks of 600MW each in Lalitpur
and Jhansi districts of Uttar Pradesh.
 Geotechnical work (Soil investigation) has been awarded to M/s CENGRS
Geotechnical Pvt. Ltd. on 24.12.2020 with date of start of work as 01.01.2021 and
completion time of 45 days. The contract value of work is Rs. 8,26,295.00 (Rs. Eight
Lakh Twenty Six Thousand Two Hundred Ninety Five only) including GST for Lalitpur.
 All field work of Geo-Technical Investigation at Lalitpur site had been completed. Final
Geo-Technical Report for UMREPP, Lalitpur had been prepared and submitted by M/s
Cengrs Geo-technical Pvt. Ltd on 19/03/2021.
 The work of DPR was awarded to NTPC on 20.10.2020. The time period for completion
of DPR is 90 days. The awarded cost of work is Rs 47.5 lakh plus GST.
 All the relevant data has been provided to NTPC. NTPC has also conducted the site
visit from 11.01.2021 to 15.01.2021. Final DPR Report for UMREPP, Lalitpur had been
prepared and submitted by NTPC Ltd, the consultant on 19/03/2021 and the same had
also been submitted to MNRE/SECI on 19/03/2021.
 SECI has sent some observations on the DPR submitted by TUSCO Ltd on
19.03.2021. The reply has been sent to SECI/MNRE on 13.05.2021. The updated DPR
(R1) has also been submitted to SECI /MNRE on 13.05.2021. All replies to the points
raised by SECI/MNRE have been accepted by SECI. However, Confirmation on water
bore holes, Grid connectivity and the Principal Secretary committee meeting for
finalising the financial model is to be finalised and submitted to SECI/MNRE.
 The signing of lease agreements with farmers is one of the major and critical activities
to be accomplished.
 Also, the letter regarding Stamp Duty exemption for Lalitpur Solar Park has also been
received from Director, UPNEDA addressed to the DM Lalitpur on 12.07.2021 and DM
has issued letter for exemption of stamp duty.
 Signing of lease agreements with the farmers have been started from 29.07.2021 and 06
agreements have been signed till 31.07.2021.
 Earlier, there was a provision of construction of the 765 kV substation within the Park
for Power Evacuation under 4000 MW GEC-II. However, during the VC meeting held
by MNRE on 07/01/2020, it was intimated that alternate arrangement may be planned
for Power Evacuation since the timeline/CFA for the 4000 MW GEC-II is different.
Accordingly, a visit along with the GM (RE),NTPC, the DPR consultant was made to
UPPTCL Lucknow on 16.02.2021 for exploring alternate arrangements as desired by
UPPTCL. The proposal based on the discussion in the meeting held on 16.02.2021 at
UPPTCL Lucknow has been sent on 19.02.2021 to UPPTCL, UPNEDA and MNRE for
Power Evacuation from the Solar Parks. Reply is awaited. In the meantime during the
VC meeting held by Secretary (MNRE) on 05.04.2021, It has been informed by
Secretary (MNRE) that the 4000 MW GEC-II is under consideration and both Lalitpur
and Jhansi Parks are included in the proposal. THDCIL/TUSCO Ltd was advised to
explore the possibility of Power Evacuation with existing CTU/STU also.
 Recently, again a VC meeting on the request of UPPTCL Jhansi has been held on
24.06.2021 wherein the quarries of UPPTCL were requested by NTPC and TUSCO Ltd
team. Further clarification is being given after hearing from NTPC. Also, a proposal has
been received from CTU for Grid connectivity through Orai 765 kV Sub-station which is
being studied for further course of action in the matter.
 A VC meeting on the request of UPPTCL Jhansi has been held on 23.06.2021
wherein the queries of UPPTCL were replied by DPR Consultant, NTPC and TUSCO
Ltd. Also, a proposal has been received from CTU for Grid connectivity through Orai
765 kV Sub-station which is being studied for appropriate decision in the matter.
 Another meeting was also held with Director(Planning & Commercial) and Director
(operation) UPPTCL at their HQ, Lucknow on 20.07.2021. UPPTCL have conveyed
their In-Principle agreement for the grid connectivity/Power Evacuation vide their letter
no 96 िनदे )का॰ एव॰ प र॰/(सोलर पावरdtd 22.07.2021 subject to completion of certain
formalities for establishment of 765 kV Substations under GEC-II.
 Further, UPPTCL have assured to complete the Power Evacuation for the Solar Parks
within the estimated time period of 2.5 years paripasu with commissioning of Solar
Parks.
 For the establishment of Bore holes, sufficient provisions have been made in the DPR
in this regard.
 The meeting of the committee headed by Pr. Secy (Energy) /ACS is expected to be
held shortly which is one of the Pre-requisites for obtaining approval of DPR from
MNRE, GoI so that the CFA is available for the Solar Park(s).

600 MW UMREPP at Jhansi

The 600 MW UMREPP in Jhansi is planned to be established in Tehsil Garotha district


Jhansi in U.P. The Work is in advanced stage of Progress in spite of the Covid 19
Pandemic. All the Revenue Maps of the Land have been obtained. Both the Govt Land
&Pvt Land is being marked on the Revenue/ Sajra Maps after due consent of the Land
Owners/ Farmers. EoI/Consent letter from Farmers/Land Owners has been obtained/is in
Progress. The DM, Jhansi has forwarded the Land Proposal to Director UPNEDA on
27.07.2020 for establishing a 600 MW UMREPP in GarothaTehsil, district Jhansi, UP as
per following:

 Earlier, The lease rent for Pvt Land has been finalized by DM, Jhansi at Rs 17500 per
acre per year without escalation. However, the farmers are demanding Rs 20,000 per
acre per year lease rent along with escalation.
 Now, The lease rent for Pvt Land has been finalized by DM, Jhansi vide Letter dtd
03.02.2021 at Rs 20,000 per acre per year with an escalation rate of 5% after every 3
years.
 Director, UPNEDA vide his letter dated 11-08-2020 has requested DM, Jhansi to transfer
Gram Sabha land in favor of Department of Additional Sources of Energy, Government of
Uttar Pradesh and to provide a closer map indicating the contiguous land along with
approach roads.
 As far the status of land for establishing 600 MW UMREPP, Jhansi is concerned; the total
land identified is 3023.00 acres, out of which 340.42acres is the govt land. 2780.68 acres
is the pvt land. Amongst the pvt land of 2780.68 acres (1405 farmers), the EOI consent of
2575.42 acres (1274 farmers) has been obtained and 205.27 acres (131 farmers) is
balance. The matter of signing of EOI for balance farmers for pvt land has been taken up
at ACS,Lucknow level for his intervention with DM,Jhansi. The ACS has asked DM,Jhansi
to expedite completion of work. All efforts are being made by site as well, in this regards.
 The signing of lease agreement with farmers is one of the major and critical activities to

UPNEDA letter dtd 24.05.2021 addressed to DM Jhansi. There were certain corrections

Jhansi. Also the stamp duty exemption letter (100 % exemption on stamp duty)dtd
24.06.2021 for the Solar Parks has also been received from Director, UPNEDA
addressed to DM Jhansi.

UMREPP Jhansi and it is going to start at Lalitpur very soon.

(MNRE) that the 4000 MW GEC-II is under consideration and both Lalitpur and Jhansi
Parks are included in the proposal. THDCIL/TUSCO Ltd was advised to explore the
possibility of Power Evacuation with existing CTU/STU also.

issued the instructions to Registrar of revenue for exemption of stamp duty at Jhansi.
 The work of lease deed signing has been started on 29.06.2021. Total 211 Nos of lease
deed agreements have been signed with farmers till 31.07.2021 at Garautha, Jhansi.
800 MW UMREPP at Chitrakoot:

 Committee has been constituted by DM (Chitrakoot), under the chairmanship of ADM


(Chitrakoot) and other members as SDM (Mau), Assistant Inspector General Registration
(Chitrakoot), DGM (Solar, TUSCO Ltd.) and Project Officer (UPNEDA) for lease rent and
other works related to possession of Land for UMREPP, Chitrakoot. The 1st meeting of
the committee was held on 01.02.2021.A meeting with the farmers of village
Gahur&MankaChatani has also been conducted along with SDM (Mau), Tehsildar, and
PO, UPNEDA. DGM (Solar) informed that 70% consents of farmers are expected to be
received by 31st March 2021.
 The Transit camp at Tehsil, Mau has also been opened on 19/02/2021 and Sh. Harsh
Bansal, Sr. Engineer has been deputed in the transit camp. The possession of office in
Tehsil has also been taken and the work of renovation will be taken up immediately.
 At present land of following 4 villages namely Gahur, KatiyaDandi, MankaChatani and
Khargdaha in Mau Tehsil of Chitrakoot total 3005 acre (Private land-2175 acre and Govt.
land-830 acre) has been identified.
 As on date the total no of EOI 147 have been signed. Land of one or two more villages
are also planned to be identified to make the total land around 4000 Acres to
accommodate 800 MW in district Chitrakoot
 Official letter for the installation of 800 MW Ultra Mega Solar Power Park at Mau,
Chitrakoot has been issued by the District Magistrate on 3rd July, 2021
 DM Chitrakoot has finalized the lease rent of Rs.14000/acre/year with an escalation of 5%
after every 3 years payable to the farmers against their land giving to TUSCO on the
Lease basis.
 The Proposal for installation of 800 MW Ultra Mega Solar Power Park at Mau, Chitrakoot
has been prepared and submitted through Director, UPNEDA to MNRE for its formal
approval.

2. RAJASTHAN:
 During review meeting chaired by Hon’ble minister for State (I/C) Power, New &
Renewable Energy, GoI held on 18.11.2019, it was gathered that Govt of Rajasthan is in
advance stage of finalization of the land policy for UMREPPs and about 1.25 lakh
hectares of Govt land has been identified in the state. THDCIL expressed its interest to
take up 1500 MW of UMREPP in Rajasthan. Secretary (MNRE) agreed to allot 1500 MW
of Solar Park development in Rajasthan.
 THDCIL vide letter dated 20.11.2019 requested Principal Secretary (Energy), Govt of
Rajasthan to allocate a land parcel of around 7500 acres for the development of
UMREPPs. THDCIL further requested the Principal Secretary to nominate an organization
of Govt of Rajasthan for formation of SPV/JV Company with THDCIL.
 RRECL, GOR vide their letter dated 17.01.2020 asked THDCIL to submit the BOD
Resolution for setting up 1500 MW UMREPP in Rajasthan.
 THDCIL has submitted the requisite BOD Resolution of the corporation to RRECL and
Principal Secretary, GOR on 20/01/2020 for allocation of 1500 MW UMREPP in
Rajasthan to THDCIL under the Ultra Mega Solar Power Scheme of Govt of India and
signing of the necessary MOU with RRECL. The allocation of land is awaited from GOR.
 MNRE in their recent meeting held on 29.12.2020, have directed THDCIL to explore the
possibilities for development of Solar parks in Private land in Rajasthan.
 Govt. of Rajasthan / RREC during various meetings have informed that land allocation for
development of 1500 MW UMREPP in Rajasthan, as per the request of THDCIL, shall be
considered after allocation of the land to SECI and NTPC. The same is awaited.
