Guide To Comprehensive Development Plan (CDP) Preparation
PREPARATION
framework developed by the Department of the Interior and Local Government to support
planning, developing, and implementing a comprehensive plan for local governments with
respect to local economic, social, political, and physical development. The framework provides a
guideline for local government units to develop, review, and assess CDPs with greater
involvement of civil society, organized groups, entrepreneurs, and other local government
stakeholders. It also aims to create a more participatory, transparent, and accountable planning
approach which encourages active participation from local government units and other
stakeholders. At its core, the framework includes the establishment of a clear plan-making
process and an extensive set of planning strategies to ensure that local governments develop a
plan suited to their particular context and needs. This plan-making process includes extensive
consultation and integration of local stakeholders, including engaging residents about their
perspectives on development issues; designing indicators that are meaningful and specific to the
context; the establishment of a clear set of objectives and action plans; and an extensive
The CDP Preparation DILG 2008 also offers local government units specific strategies
for planning, managing, and assessing progress on their CDPs. These strategies include
identifying and addressing gaps and implementing plans for improvement; creating coordination
and collaboration between local stakeholders and their external partners; and monitoring and
adjusting the plans to ensure they remain relevant to the local context. By implementing the CDP
Preparation DILG 2008, local government units can develop and implement comprehensive,
sustainable development plans that meet their unique contexts and respond to the needs of their
citizens.
