Terms of Reference

For

Preparation of Tangible heritage intervention of war 4,5 and 6 for Madhyapur Thimi Municipality
ward7, Office of Municipal Executive.

1. Introduction
Madhyapur Thimi, also known as Thimi, is a municipality in Bhaktapur District in the Bagmati Zone of
central Nepal. Thimi lies between Kathmandu, Lalitpur and Bhaktapur in the Kathmandu Valley. It is one of the ancient
cultural and historical places along the trade route from Bhaktapur to Kathmandu. The city is situated on elevated land and
occupies an area of 11.47 square kilometers (4.43 sq mi), divided into nine administrative wards. Old and ethnic
settlements are dominant in the municipality. Bode, Nilbarahi, Tigni, Nikosera, Bahakha bazaar, Nagadesh,
Chapacho, Balkumari, Thimi are the main old settlements of the municipality which constitutes about 60 %
of total municipal population. Lokanthali, sano thimi, Kausaltar, Dhunchopakha Naya Nikosera and
gatthaghar are the new settlement which consists about 30% population. Most of the area within municipality
is virgin land but under rapid fragmentation and developing as huts.
Madhyapur thimi is enrich in its cultural heritage, The city is famous for Biska Jatra and tongue piercing and Nilbharahi
Naach. Here by Madhyapur Thimi Muncipality intends to build a Buddhist monument called “Dharmachakra
Gumba”. The proposed site is in ward 8, dhyobu of Bode. Bode is an ancient Newar city in the east corner of the
Kathmandu Valley, Nepal, about eight miles from the capital city, Kathmandu.

2. Objectives

The consultant, under these terms of reference (TOR) and in close coordination with Madhyapur Thimi
Municipal Office as and when necessary shall carry out activities and deliver services and documents as
follows:
2.1. Intervention and identifying of existing heritage Temple, Hiti, Falcha, Pukh and monastery.
2.2. Brief description of existing.
2.3. Marking the heritage in master plan.
2.4. Present the prepared documentation at the draft stage to the Madhyapur Thimi Municipal Office.
2.5. Preparation of detailed documentation after approval of conceptual
2.6. Preparation of final compilation of documentation.

3. importance of Documentation
In the introduction to the work Documenting the Cultural Heritage, published in 1998, it is stated that
heritage documentation is "indispensable, for the purposes of identification, protection, interpretation, and
physical preservation of movable objects, historic buildings, archaeological sites, and cultural landscapes.
They occupy a significant place in all major international conventions relating to the protection of heritage."
Heritage institutions have two responsibilities that make the documentation of collections important:
Responsible collection management, which is ensured through the identification, protection and preservation
of collections.Collection interpretation and development, which is ensured both through access to
information and through access to collection objects.
The best way to preserve collections is not only to preserve their physical integrity but also, and more
importantly, to acquire in-depth knowledge of them and to be able to identify and interpret them correctly.
An object is adequately protected only if it is well documented. Having information on collections is
therefore essential for ensuring effective and efficient management of cultural heritage.
An object can be properly understood and promoted only if it is adequately documented. Knowing your
collection well also contributes to the logical development of the institution's collections. By gaining a better
understanding of your collection's contents, you will find it easier to determine the direction the collection
should be taking and to identify gaps or strong points that need to be highlighted - hence the importance of
having documentation that is as consistent and comprehensive as possible.

In short, proper documentation facilitates:
 identification of objects;
 recording and maintenance of the museum's objects;
 access to the objects;
 object protection and preservation;
 access to information;
 updating of information;
 preservation of information.
4. EXPECTED OUTPUT

It is expected to prepare and submit clear and concise working drawings along with the reports
making three volumes as following.
Volume 1 - The Site plan is developed after field surveying, and data collection work will be
carried out briefly
Volume 2 - Allocation of heritage tempel, Hiti, Falcha, Pukh and monastery in master plan
Volume 3 - Finalized documents

4. Reporting and submission Schedule


Consultant shall prepare and submit reports and design drawings within one months from the date
of agreement as per the following schedule.

4.1. Draft final report ( 1 copies) : Within 45 days from the date of work order :
Field work and data collection will be done to develope inventory of tangible heritage
 Presentation at Madhyapur Thimi Municipal Office.
4.2. Final Report (3 hard copies and digital soft copies): Within 4 month from the date of
work order.
5. Format of the Report
All reports shall be prepared in English and the system of measurement shall be in the metric
system except otherwise mentioned. Draft report shall be submitted in two copies to Madhyapur
thimi municipal office, while final report shall be submitted in three copies. All reports except
drawings shall be in A4 size paper.
Scales and sizes of the drawings shall be agreed upon between the consultant and madhyapur thimi
municipal office at the beginning of the conceptual planning stage. Preference shall be given to A3
and A2 size. Scale of the drawing should be as follows:

Draft person Diploma in Architecture/ Bachelor with 3 years after
graduation

Note: CV and Engineering council certificates must be attached

7. Mode of Payment for Design and Procurement Phase


The payments shall be made in three installments. Each installment shall be paid only when the required
reports are submitted and accepted by Madhyapur thimi municipal office. In each report, the contents,
formats and copies to be submitted should be strictly maintained as mentioned above. The details of time
period for various report submission, payment amount, and the report to be submitted are shown in the
following table.
