1. INTRODUCTION

This documented procedure has been established to ensure that all required tests and
inspections are carried out and documented for the acceptance of the VESDA system functioning
at site.
The scope includes the test procedures to be carried out after the installation and
commissioning of the VESDA system in SHUWAIK POWER STATION CONTROL BUILDING, and
verify the operations & functions of the VESDA system are in compliance with the project
requirements and specifications.

4. DESCRIPTION

The Site Acceptance Test (SAT) for the VESDA system shall be carried out in accordance with
the approved ITP. The testing shall be performed by the representative from the system vendor and
witnessed by the representatives from CONTRACTOR, CONSULTANT and MEW to ensure that the
system inspection & functionality at site in completed and satisfactory.

The Site Acceptance test will be attended by representatives of the following:

Company Ministry of Electricity and Water Authority (MEW)

Contractor HOT Engineering Construction CO.(HOTECC)

Consultant Penspen Engineering CO.

Vendor Specialised Security Systems Co. (SSS)

Representatives/ attendees of all parties shall sign the test attendance rooster (Appendix A)
for record purpose.

5. TEST EQUIPMENT

The following test equipment shall be used for testing the VESDA system.

6. PROCEDURES

Site Acceptance test (SAT) shall be conducted after the installation and commissioning of the
VESDA system has been completed on-site as per the approved as built drawings (Refer Section 3).

Site Acceptance Test will be performed in line as described below

6.1 VISUAL INSPECTION

The purpose of this inspection is to ensure that the installation of VESDA units, pipes and
wiring connections & terminations are completed successfully as per the approved as-built
drawings/documents (Refer section 3). This activity shall be performed in line with test descriptions
listed in the checklist (Section 8.1 and 8.2) and marked as completed upon the successful completion
of tests.

6.2 FUNCTIONAL TESTS

6.2.1 POWER UP & INITIALIZATION TEST

After the successful completion of visual inspection, the VESDA power supply unit shall be
energized with 230 VAC incoming power sources and battery power supply shall be
connected. The VESDA power supply unit will distribute 24 VDC power supply to the VESDA
Panel. The VESDA panel energizes and undergoes an initialization cycle prior entering into
its normal operating conditions.

During this stage, any fault detected shall be cleared and the functionality of the FACP shall
be verified as normal, prior proceeding for the functional test. This activity shall be performed
in line with test description listed in the checklist (Section 8.3) and marked as completed upon
the successful completion of tests.

6.2.2 ALARM FUNCTION TEST

This test is carried out to demonstrate that the alarm functions of the VESDA panel and
ensures the integrity of the pipes at event of smoke detection. This test is performed by
introducing sample smoke by using smoke canister into the sampling holes (preferably at the
last and first hole of the pipe) of each pipe individually. At the event of the smoke detection,
actual transport time (response time) of the alarm threshold levels (Alert, action, Fire-1 and
Fire-2) will be recorded and compared with the anticipated response time calculated by the
ASPIRE Installation Data Pack (Refer Datasheet Doc no. P5504MEW-SWK-10-SS-V-DAT-
012). Subsequently, the interfacing signals with the fire alarm control panel (FACP) will be
verified as per the cause & effect matrix (Refer Section 3). This activity shall be performed in
line with test descriptions listed in the checklist (Section 8.4) and marked as completed upon
the successful completion of tests.

Note: As per the manufacturer’s commissioning guidelines, the transport time of the actual
smoke detection may have a tolerance of more or less 20% compared to the data anticipated
by the ASPIRE Installation Data Pack.

6.2.3 FAULT FUNCTION TEST

This test is carried out to demonstrate the functions of VESDA system during fault conditions.
During this test, the fault conditions will be verified with the information visualized on the
panel’s display unit. Following, interfacing signals with the fire alarm control panel (FACP)
shall be verified as per the approved cause & effect matrix. This activity shall be performed in
line with test description listed in the checklist (Section 8.5) and marked as completed upon
the successful completion of tests.

6.2.4 BATTERY BACK-UP TEST

This test is carried out to verify the supplied battery backup source is operational for the
VESDA system in the event of 230 VAC power supply failure. During this test, 230VAC power supply
failure will be disconnected and ensured that the system is operating under battery power supply
only, and the functionality of the VESDA panel shall be verified for the 24 hours standby condition
and 30 minutes alarm condition. This activity shall be performed in line with test description listed in
the checklist (Section 8.6) and marked as completed upon the successful completion of tests.

7. CONCLUSION

All required inspections and tests shall be carried as per the procedures (Refer Section 6). Upon
successful completion of each test, checklists for the same (Refer Section 7) shall be marked as
COMPLETED and signed by the authorized representatives from system vendor, HOTECC and
MEW. Upon the successful completion and verification of all test’s, the authorized representatives
from system vendor, HOTECC and MEW shall sign the SAT ACCEPTANCE CERTIFICATE (Refer
Appendix B). During the activity, any non-compliance points shall be noted in the punch List
(Appendix C), and the related actions shall be taken for punch point clearance.
