12 Commonwealth to possibly grant the Australian Communications and Media Authority (ACMA)

16 The Commonwealth of Australia Constitution Act 1900 (UK) provides for a separation of
17 powers of the judiciary, the executives, the s101 Inter-State Commission and the Judiciary.

19 The Framers of the Constitution made clear that any accused was to be heard before a court of
20 his peers, within a State exercising federal jurisdiction. Therefore ther ACMA is not such body
21 and neither a judicial body to apply any fines. In my view it may investigate matters and then
22 petition a courty of competent jurisdiction to provide relevant evidence and present to the court
23 any legislated penalties that could be applied BY THE COURT but a government body cannot
24 itself apply any fines.

35 There can be absolutely no doubt that in October 2019 Jane Halton was involved in the Event201
36 planning to combat spread of infectious diseases and I understood (video) she raised to harness
37 the media in support. Then we had this what I call “covid scam” and well Jane halton as I
38 understand it was put in charge in Australia regarding this alleged covid-19. I understand that
39 then (prime) Minister Scott Morrison provided about $60 million to the media allegedly to assist
40 them to come through the loss of business. No such support was provioded to small businesses,
41 and as such I view this was rather an unconstitutional use of taxpayers monies, as was the
42 billions of dollars paid to pharmaceutical companies without any constitutional authority. And
43 this has continued involving Mr Anthony Albanese.

29 publications relating to the COVID-19 issue. I view therefore that it is within the AFP
30 investigative powers to investigate all relevant issues and not just those which the Government
31 may desire to be investigating to perhaps aids in its overthrow of the Commonwealth of
32 Australia Constitution Act 1900 (UK) and so the provisions therein.

5 The legal principle of the Commonwealth of Australia Constitution Act 1900 (UK) is that We,
6 the People, elect our representatives to act on our behalf laws and governance for “peace, order
7 and good” governance. A NEW WORLD ORDER that would take over those legal principles

13 the States within Section 106 are “subject to this constitution”. Likewise, any other purported
14 Member of any Australian Parliament who is aiding and abetting in this TREASONOUS

39 has not seen any reason to take me to court about it?

46 safety” as is claimed rather to do what Klaus Schwab instructed the Cabinets within his control
47 to stop citizens around the world to expose the TERRORISM, TREASON, etc polliticians and
48 their collaborators are involved in as he made clear it undermines ther push for the NEW

5 instead is a private corporation conducting business/commerce (a statutory body). So the
6 cancelling of car licenses and registrations at the direction of the SDRO to the Road and
7 Traffic Authority (RTA) of New South Wales, Australia (another private corporation
8 conducting business/commerce) is unlawful.

39 It might be that a law passed by the Federal Parliament was so counter to the popular
40 feeling of a particular state, and so calculated to injure the interests of that state, that it
41 would become the duty of every citizen to exercise his practical power of nullification

43 which the public obtains a very striking opportunity of manifesting its condemnation

46 that while using the “religious objection” referred to in subsection 245(14) of the
47 Commonwealth Electoral Act 1918 I do not consider that this subsection 14 limits an objection
48 only to an “theistic belief” based “religious objection” but in fact it also includes any secular
49 belief based “religious objection”, as it must be neutral to whatever a person uses as grounds for
50 an “objection”. This, as Section 116 of the Constitution prohibit the Commonwealth of

1 Australia to limit the scope of subsection 245(14) to only “theistic belief” based “religious
2 objections”. Therefore, any person having a purely moral, ethical, or philosophical source of
3 “religious objection” have a valid objection.
4 Neither do I accept that a person making an “religious objection” requires to state his/her
5 religion, and neither which part of his/her religion provides for a “religious objection” as the
6 mere claim itself is sufficient to constitute what is referred to in subsection 245(14) as being a
7 “religious objection”. Therefore, the wording “religious objection” is to be taken as “objection”
8 without the word “religion” having any special meaning in that regard.
9 If you do not accept this as such, then there is clearly another constitutional issue on foot!
10 I request you to respond as soon as possible and set out your position in this regard.

41 You are a (Communication) Minister and as such must be a “constitutional adviser” to the
42 Governor-General. Your oath/affirmation for being a Minister must at all times one that you are
43 bound by the legal principles embedded in the Commonwealth of Australia Constitution Act
44 1900 (UK), and not at all what your political party leader, whatever party tthis might be, may
45 demand/dictate.
46 There is, that is constitutionally, no such thing as a political party government, as such the term
47 “Coalition Government”, “Labor Government” or whatever pretended political government is
48 utter and sheer nonsense. As a Minister you are entitled to have your personal political beliefs
49 but you must act in the interest of all Australians and not merely for those aligned to your
50 political associations, if any. The leader of the Government (CEO) is the Governor-General, not
51 the commissioned (prime) Minister, the latter has the same constitutional duties and obligations
52 as to his/her portfolio(s) as any other Minister. The (prime) Minister therefore might be a leader

1 of a polical party but is constitutionally not the leader of the government. He/she, cannot
2 overrule any other Minister as only the Minister who has been commissioned for a particular
3 portfolio can exercise all and any functions/duties associated with the portfolio(s). While
4 Members of Cabinet during Cabinet meetings may present their views and sugesstions there is
5 no such thing that Cabinet can dictate to a Minister how he/she has to do his/her
6 duties/obligations and/or decision making. It is ultimately that the commissioned Minister is the
7 “responsible Minister”. After all, Cabinet members may make recommendations but ultimately
8 the Minister commissioned for the portfolio(s) is legally accountable!

The UK’s denial of Julian Assange’s appeal against extradition to the USA proves that Prime
Minister Anthony Albanese’s approach of advocating for Assange just by saying “enough is
enough” is not good enough.
The British and American governments are treating the Australian Parliament with contempt.

16 It must be very clear that being it the Vietnam War, Afghanistan, Iraq, etc, the Commonwealth
17 lacks any integrity as it was each time based upon lies. to then claim that the federal government
18 somnehow is to have a “Ministry of Truth” then one must question what kind of idiot came up

25 While the Commonwealth of Australia can engage in treaties with foreign nations, such as
26 ANZAC, AUKUS or whatever those treaties cannot be used to circumvent constitutional
27 restrained. Neither can the Consolidated Revenue Funds be pilfered to provide monies,
28 ammunition, weapons, vehicles to some country for war mongering, as is now unconstitutionally
29 doine in support of the Ukraine NAZI Government to continues its genocide against the ethnic
30 Russins since 2014 residing in the Donbass and surround areas. Any such, donations cannot be
31 justified by any Appropriation Bill passed by both Houses of Parliament and then enacted, this
32 because our constitution doesn’t provide any provision for this. External Affairs is for treaties,
33 etc, not the giving away of monies, etc. In fact when the Parliament has approved Appropriation
34 Bills for the following financial year than those Bills were devided in ordinary Appropriation
35 Bills which are for monies of the yearly (annual) expenditure of a Department and then Special
36 Appropriation Bills which are for special expenses. Remember Anthony Albanese (Travelling
37 Pete) after the purported 2022 federal election wnet over to Ukraine about monies, etc he was
38 going to provide for their war this even so no Parliament was in session to approve this in the
39 first place and secondly they ghave no constitutional powers to legislate for this. Just consider
40 that it took a Premiers conference to amend the draft constitution to allow the Commonwealth to
41 provide financial assistance to the States, then where is the Section in the constitution to provide
42 monies, weapons, etc, to the Ukraine NAZI Government to contin ue its genocide since 2014?

8 Therefore, the taking of Military supplies to hand to a foreign Ukraine NAZI Government to
9 contin ue its genocide upon ethinic Russians is not only unconstitutional but repulsive and a
10 criminal conduct. It is to become involoved in a “HOT WAR” against a sovereign country
11 (Russian Federation” whom are legally held to be a “friendly” nation as long as no
12 DECLARATION OF WAR naming the Russian Federation has been published by the Governor-
13 General in the Gazette.

15 Scheuer v Thodes, 416 US 232 94S Ct 1683, 1687 (1974) states:
16 “when a state officer (which includes Judges) acts under a state law in a manner violative
17 of the US Constitution, he comes into conflict with the superior authority of that
18 Constitution, and he is in that case stripped of his official or representative character and is
19 subjected in his person to the consequences of his individual conduct.
20 The State has no power to impart to him any immunity from responsibility to the
21 supreme authority of the United States”.

23 The same applies in the Commonwealth of Australia!
24 This means that by S44 of the constitution any Minister whom engages in TREASON no longer
25 validly holds any seat in the Parliament. It doesn’t requitre a court decision as the Constitution
26 itself stipulated that a person who violates s44 has no entitlement to a seat.

28 Actually, currently I have as much constitutional powers as has the purported Governor-General
29 this as the Framers of the Constitution made clear that the person is recommended by the Home
30 Office (10 Downing Street, London, UK) to the Monarch to be commissioned as the Governor-
31 General to represent the Monarch or the person is one which was successful in an election by the
32 electors. Isaac Isaacs and every other purported Governor-General were never chosedn by the
33 Hone Office and neither were elected by the electors!

35 More trouble some also is that on 17 July 2022 I actually wrote to then Lt General Cosgrove that
36 he would need to have the Governor-General to publish in the Gazette a DECLARATION POF
37 WAR naming the country to be invaded (as he did in 2003 in Iraq) but so without authorisation
38 by the Governor-General and as such in my viuew he committed TREASON. In my view so
39 likewise to General Hurley where I understand he was in charge of Australia’s armed forced
40 invading Afhanistan.

43 As I earlier referred to the Federal Government can enter in treaties but they cannot be entered
44 into in violation to the legal principles ensdhrined in the constitution, and as such any treaty with
45 the United Nations (U.N.), the World Health Organisation (WHO), World Economic Forum
46 (W.E.F.) G7, G20, etc must be within the rule of law! The same rregarding contracts the
47 Commonwealth entered into with pharmaceutical companies, etc. The contract with Pfizer did
48 refer to preventing infection and it didn’t!

24 by special Appropriation bills and neither were legitimately for NATIONAL SECURITY as
25 when a Government enters in a contract with a company then the terms must be made known to
26 the tax payers whom’s monies are involved.

28 There can therefore be no secrecy and any Government of the Day involved in dirty business
29 will claim it is for the best interest of the general community that matters remain secret, but it
30 undermines the very constitutional principles of being able to hold a Government of the Day
31 accountable. Indeed, how can an elector pursue the local Member of Parliament to pursue
32 something when the Government of the Day conceals relevant details?
33 As such, any notion of confidentiality of commercial dealing also is utter and sheer nonsense
34 because any contracts that involved the spending of public monies must be open for scrutiny.
35 If a business doesn’t like to deal with the Government of the Day because it seeks to avoid
36 scrutiny then so be it and it stays out of being awarded any contracts but if it desires to gain
37 contracts then there is no such as commercial confidentiality as that can never exist when it
38 involved public monies.

20 cannot be explained by COVID alone (Fig 2) which is responsible for less than half of the
21 excess deaths in the first 4 months of 2022 in Australia. Cancer, diabetes and

28 to accept reality, etc. Just that I appeared before Her Honour Harbison J who was dealing with
29 the CONTEMPT OF COURT issue and Her Honour made it very clear she had not convicted Mr
30 Colosimo at all! Actually he never after that either was convicted for CONTEMPT OF COURT.
31 So, the witnesses were telling the truth based upon the falsehood they were told by the Office of
32 the Public Advocate that Mr Colosimo was convicted and refusing to accept bering convicted
33 therefore was mentally not capable toi deal with his own affairs, albeit in FACTS they were
34 wrong, hence I succeeded in the appeal.
