Ship Waste and Marine Pollution Management Course

Objective

The world today is witnessing a rapid environmental degradation. An alarming rise of marine pollution and its impact on the globe..the shipping/maritime industry has come under closer scrutiny ever since and up to these present times. Each pollution incident brings about harsher regulatory requirements to comply with and as responsible professionals, every seafarer needs to rise to the occasion to prevent and mitigate incidents. The course is designed to help the community of seafarers to be updated with the latest regulatory demands. The material enclosed is based upon that required for a course of 5 days durations covering all the aspects MARPOL, OPA 90 and other conventions, practical emphasis and focus on ODMCS (Oil Discharge Monitoring and Control System) and OWS (Oil Water Separator) Operations, all the related equipments and its instrumentation, applying regulations both international and local, regulations as mandated by member nations and/or local regulations which define territorial waters and adjacent waters and applicability, manual overriding in the event of emergencies and all procedures and based on the following purpose It lays emphasis on the correct methods to meet the requirements and prevent abuse of the environment. The use of classroom instruction, Customized Marpol CBTs by WLSA and existing bridge, engine room simulators, actual ODMCS/ODME installation for practical session on Oil Discharge, actual (Wartsilas Senitec OWS) installation for practical session in oily water separator, Real time installation of various Wartsilas engine in the engine hall for emphasis on Engine Waste, EGE (Exhaust Gas Emissions) and other Engine operations, case studies, use of various publications and experience sharing brings about a total coverage to the issue of marine pollution. This includes understanding the principles and application of de-slopping, decanting, discharging water from oily mixture and ballast water including monitoring and recording as defined by regulations.

The course also details procedures in the eventuality of a mishap occurring on board a ship.

Purpose of the Course: a) The purpose of this training course is to establish, maintain, and endeavour to improve a quality standard for the correct use and manning of ODMCS and its related equipments. Specifications contain requirements regarding the design, installation, performance and testing of oil discharge monitoring and control systems on oil tankers as required by regulation 15(3)(a) of Annex I of MARPOL 73/78. b) The purpose of this training is to impart knowledge in Guidelines and Specifications as per MARPOL 73/78 regulations as: The requirements of Annex I of MARPOL 73/78 relating to oil content monitoring of oil tanker ballast and tank washing water are set out in regulation 15(3)(a), which stipulates that oil tankers of 150 tons gross tonnage and above should be equipped with an approved monitoring system and that such system should record continuously c) To provide seafarers with knowledge about Marpol Annexes and teach basic operations of the Oil Discharge Monitoring and Control System, OWS, Air Pollution and processes in the Engine Room, the process of handling oil contaminated water and the process of filling in the Oil Record Book as required by Regulations d) Follow the correct method of and Carry out the reporting procedures and ways to minimize the outflow of oil as per SOPEP and VRP.

Partaking in this training course gives you an advantage concerning your ODMCS, OWS, Garbage and Ballast Management operations, safety and environmental performance, minimisation/avoidance of incidental/accidental discharges during emergencies and normal operations Follow the correct method of. Carry out the reporting procedures and ways to minimize the outflow of oil as per SOPEP and VRP. This includes prevention of pollution due to the activities on board, in depth knowledge of ODMCS and OWS operations and its applicable laws both International and National as stated in the Marpol Regulations and other governing nations in particular.

ODMCS Basic Operations course can be delivered in Wrtsil Land & Sea Academy, Subic Bay Freeport Zone, Philippines Specialized Training Equipment Crude Oil, Product Tanker and Chemical Tanker Cargo Handling Simulators WLSA produced MARPOL CBT On-Hand/Actual equipments for ODMCS, tanks, converting unit, analyzing unit, instrumentation, control pneumatics valve, Pumps and pipe/valves configuration and layout. Instrumentations and monitoring equipments made by Brannstrom Electroniks On-Hand/Actual equipments for OWS (Wartsilas Senitec), tanks, converting unit, analyzing unit, instrumentation, control pneumatics valve, Pumps and pipe/valves configuration and layout. Instumentation and monitoring equipments made by Wartsila Senitec product series Computer and audio visual aids, Bubler Gauging System for all tanks fitted with products from Kockumation AB (Sweden) Tank Cleaning Washing machine fittings made by Polar Marine Demo and on hand virtual simulation of Inert Gas/Nitrogen System using LCHS (Liquid Cargo Handling Simulators) made by MPRI GPS Integrated for ODMCS inputs for actual NMEA signal and Log speed inputs utilizing frequency generators

In addition to the Water paste and manual sounding for Oil Water Interface computation.provisions has been made to allow briefings and de-briefings to be undertaken by the utilizing separate classroom, whiteboards, OHP projectors and audio/video materials which also can be intergated with the LAN system to download datas from the ODMCS unit or installation.
