Suggestion from the Conciliator:

"In light of the discussions held and the concerns raised by both the cement industry and the striking
workers, I, as the conciliator, would like to offer a suggestion that may help bridge the gap between the
parties and lead to a resolution that takes into account the interests of all stakeholders.

Considering the financial challenges faced by the cement industry and the impact of the policy change
on the striking workers, it is crucial to find a balanced solution that addresses the immediate concerns of
the workers while also considering the long-term sustainability of the company.

Therefore, I suggest exploring the possibility of a phased implementation of the revised PF and pension
policy, coupled with additional benefits or compensation for the striking workers during the transitional
period.

Under this suggestion, the cement industry would commit to implementing the revised policy in stages
over a defined period, taking into account the years of service of each worker. The workers who do not
meet the current eligibility criteria would be given partial PF contributions based on their years of
service, gradually increasing to full benefits as they reach the minimum 10 years of experience
requirement.

Furthermore, the cement industry could offer additional compensation or benefits during the
transitional period to mitigate the financial impact on the striking workers. This could be in the form of
one-time payments, increased wages, or other suitable measures to provide interim support and
acknowledge the workers' contributions.

It is crucial for both parties to engage in open and transparent discussions to finalize the specifics of the
phased implementation and the additional compensation. The communication of these arrangements
should be clear, ensuring that all workers understand the process and have the necessary
documentation to facilitate a smooth transition.

The establishment of a grievance mechanism, as outlined in the Settlement Agreement, will be

instrumental in addressing any concerns or disputes that may arise during the implementation of this
suggestion. This mechanism should provide a fair and timely resolution process, ensuring that any issues
can be addressed promptly.

I strongly encourage both parties to consider this suggestion and enter into further discussions to refine
the details and ensure the feasibility and practicality of the proposed solution. The goal is to reach a
mutually agreeable resolution that respects the rights and interests of all parties involved.

By engaging in a spirit of compromise, understanding, and open communication, there is a higher

likelihood of finding a resolution that allows for the financial stability of the cement industry while also
providing a fair outcome for the striking workers.

I am committed to facilitating and supporting the parties throughout this process, and I remain hopeful
that this suggestion will serve as a stepping stone towards a successful resolution to the labor dispute.
Thank you for your attention and willingness to consider this suggestion. I encourage you to continue
the negotiations with a commitment to finding a fair and mutually beneficial outcome."
