6 Status of Land Acquisition On 15.12.2022 Managing Director, NTDC along with
Addl. Secretary (MoE) visited Muzaffargarh and met with
Deputy Commissioner, Muzafargarh regarding proceedings
of acquisition of land for Solar Power Plant. It was informed
by District Administration that some portion of land selected
for Solar PP is highly fertile and acquisition of same will
difficult due to political influence. Therefore, it was decided
that district administration will recommend new site for
solar power plant and NTDC will carry out the detail survey
for identification ofcondition of land, population clusters,
and graveyards etc, before initiating the proceedings of land
acquisition. In this regard, NTDC field staff along with
concerned revenue staff carried out the survey work of
proposed site for Solar Power Plant. Afterwards, the site
was selected in Mouza Patti Sultan Mehmood and Vandar
Sharqi.

Accordingly, the land record has been collected and Draft


notification for Section-4 has been submitted in the office of
DC Kot Addu vide LAC, NTDC letter no. 1370-74 dated:
29.12.2022.In this regard, Notification of Draft Section-4
for Land Acquisition of Solar Power Plant was issued vide
Deputy Commissioner, Kot Addu Letter No. 388/DRA 2-90
Dated. 06.01.2023.

Moreover, request has been forward to DC, Kot Addu vide


PD (EHV-I) NTDC Letter No. 513-21 Dated. 16.01.2023
for arranging DPAC for provision of Cost of Land. DPAC is
awaited.

6 Status of Land Acquisition Land record has been collected and Draft Section-4 was
submitted to District Collector Jhang through LAC, NTDC Letter
No.1069-73 dated:30.08.2022. however, due to non-posting of
Additional Deputy Commissioner (Rev) Jhang the case was
delayed.
LAC, NTDC met with Deputy Commissioner, Jhang on
12.09.2022 and requested for signing of Section-4. In this regard,
Deputy Commissioner, Jhang instructed Assistant Commissioner
Tehsil, AtharaHazari to visit the site and furnish a detail report.
Accordingly, Notification of Draft Section-4 for Land Acquisition
of Solar Power Plant of Tehsil Athara Hazari was issued vide
District Collector, Jhang Letter No. 267/DRA Dated. 30.09.2022
for publication in Punjab Gazette. Moreover, request has been
forward to DC, Jhang vide LAC NTDC Letter No. 1251-
55/LAC/EHV-I/SPS-107 Dated. 19.10.2022 for provision of Cost
of Land to be arranged by NTDC.
Moreover, for acquisition of Government Land, a request has
been forwarded by Project Director (EHV-I) NTDC Lahore to
Deputy Commissioner Jhang vide letter no. 7680-86 dated:
19.08.2022. The said request was forwarded to Assistant
Commissioner Tehsil, AtharaHazari for submission of report.
AC, Athara Hazari vide letter no. 150/C8-18-H dated 28.10.2022
has submitted the detail report to ADC(R) Jhang. The said report
was again to sent AC office for rectification of observations
raised by office of Deputy Commissioner (R) Jhang. The revised
report has been submitted on 15.12.2022.
Moreover, Chief Engineer (EHV-I) NTDC met with DC, Jhang
on 05.12.2022 and requested to conduct the DPAC for assessment
of cost of land. DC, Jhang has advised ADC (R), Jhang and
AC,18-Hazari to conduct the DPAC on priority basis.
The DAPC was held on 18.01.2023 and the Minutes of Meeting
were signed and the case has been forwarded to Commissioner,
Faisalabad vide Deputy Commissioner Jhang letter No. 15/CB
dated 03.02.2023, for onward submission to Board of Revenue
Punjab, for approval.

6 Status of Land Land record was collected and Draft Section-4 was submitted to
Acquisition District Collector Layyah through LAC, NTDC Letter No.1074-78
dated:30.08.2022.

District Administration advised to Change the site for Proposed Solar


Power Plant due to following reasons;

1. Political Influence
2. The Route of proposed Greater Thal Canal is passing through the
selected site for Solar P.P and in this regard, land has already been
acquired for the said project. Moreover, Executive Engineer
(Greater Thal Canal Phase-II) Adhikot District Kushab vide letter
No. 1167 dated: 06.09.2022 has furnished the said information to
the concerned Revenue Department.
3. Presence of Population Clusters and Graveyards.

In this regard, a meeting was held in the o/o Deputy Commissioner,


Layyah on 09.09.2022 wherein LAC, NTDC was also present. DC
Layyah has instructed Assistant Commissioner Tehsil, Chubara to
facilitate NTDC for identification of new site for Solar Power Plant.

Accordingly, on 10.09.2022 new site was jointly identified by NTDC


field staff and revenue staff of o/o Assistant Commissioner Tehsil,
Chubara. Moreover, as per instruction of revenue department
preliminary survey of new site was carried out for checking/verification
of population clusters, graveyards etc.

Later, it was informed by revenue staff that the Land Record of new site
is very old as Jama Bandi and Masawi of Tehsil Chubara has not been
updated since 1922. Therefore, it will take time to establish the
ownership (Malkiati) record of the 4800 Acre Land.

In this regard, again a meeting was held in the office of Addl. Deputy
Commissioner (Rev.), Layyah on 11.10.2022wherein, representatives
of NTDC and revenue staff of Tehsil, Chubara were present. During the
meeting it was informed by the concerned revenue staff that due to
above mentioned issues (non-availability of Jama Bandi and Masawi)
the acquisition of proposed land will not be possible.

Accordingly, a new site was proposedby the district administration and


joint preliminary site survey was carried out by field staff of NTDC and
staffof concerned revenue department for checking/verification of
population clusters, graveyards etc. The record of said land was
obtained by NTDC and further submitted to the office of LAC, NTDC
for preparation of Draft section-4 vide Project Director (EHV-I) letter
no. 9855-60 dated 28-10-2022.The draft Section-4 was submitted in the
office of Deputy Commissioner; Layyah vide LAC NTDC letter no.
1303-07 dated: 02.12.2022.

DC Layyah vide letter no. 335 dated 21.12.2022, has sought the advice
from Commissioner DG khan Division regarding submission of Land
Acquisition case to Board of Revenue to avoid any legal complication
at later stage. The said request was forwarded to Board of Revenue and
necessary instructions were issued for issuance of section-4. However,
no progress has been achieved regarding issuance of Section-4.
