2. ICOW the above reference, attached is the proposal for the 9 TH Annual
National Conference of Welfare and Development (WD) Officers to be held on
December 6-7, 2022. The conference will be conducted virtually and to be participated
by the following personnel from the national headquarters, regional offices, and jail
units:

3. The two-day virtual conference will cover J.A.I.L PLAN 2040, special topics

4. Total budget of one hundred thirty-six thousand and twenty pesos (P136,
020.00) is requested, to be charged to the DWD OPB 2022, to fund the cost of the
virtual conference (please see attached proposal).

 I. RATIONALE
The year 2022 is indeed promising. First, there was a successful change in
the Philippine administration in the middle of the year with the new administration
announcing its focus on rehabilitation and reformation. Second, BJMP decided to
embark on a transformation journey and was able to chart this in the J.A.I.L Plan
2040. Lastly, COVID-19 restrictions have been lowered to the minimum thus easing
normality to almost all activities. These major changes present opportunities for
improved PDL welfare and development programming.

Consequently, this year’s conference is strategically organized by the

Directorate for Welfare and Development (DWD) to gather all chiefs of regional
welfare and development divisions, TC Focal persons, and regional JNOR to a
learning opportunity that will put a premium on aligning the welfare and
development programs to the J.A.I.L PLAN 2040 as well as understanding new laws,
administrative issuances, and good practices that can potentially benefit PDL welfare
and development. Also, in keeping with the annual tradition, the conference will
give recognition to the best-performing regions in terms of WD program
implementation and innovations impacting PDL welfare and development.

II. OBJECTIVES

In general, the two-day virtual conference aims to:

a) align WD program implementation to the J.A.I.L PLAN 2040;

b) enhance knowledge and skills of WD officers through the presentation
of various topics relevant to PDL welfare and development;
c) provide a venue for sharing regional best practices in WD program
implementation; and
d) recognize top-performing regions in WD program implementation.

At the end of the two-day virtual conference, the participants are expected to
have gained a better appreciation of JAIL PLAN 2040, updates on recent legislations
and rehabilitation models relevant to PDL welfare and development, and insights from
the regional best practices shared by selected regions.
