FOREWORD
ASHRAE Standard 228 can be used to determine whether a site has achieved zero net energy or zero net car-
bon, meaning that the source energy or carbon flows coming into a site are less than or equal to those flow-
ing outward during building/site operation and any allowed offsets.
This standard deals with energy and carbon flows across a site boundary and their measurement and
balance. In that regard, the committee has drawn from publications such as ASHRAE Standard 105. Allow-
ances are made for sites without the opportunity to produce adequate renewable energy, but the standard
places additional requirements on the use of external carbon and renewable energy in the calculation.
For energy, the committee has chosen to define the calculation in terms of source. This is a multiplier on
the actual energy crossing the site boundary to include energy used or lost getting the measured energy type
to the site. While the main energy calculation is in terms of annual average factors, allowance is made for a
qualified professional to sum the results of individual hours where those data are available.
Carbon was an addition to the standard’s original scope. The actual calculation is being made in terms
of carbon dioxide equivalents, valuing related greenhouse causing gases over 100 years after their release.
In some cases, in-use refrigerant leakage can be a substantial contributor to the operational carbon foot-
print. For this reason, the committee has decided to include leakage of refrigerants in these calculations
even though it can also be thought of in terms of repair of the embodied carbon.
This standard is updated on a regular basis using ASHRAE’s continuous maintenance procedures.
Addenda are publicly reviewed, approved by ASHRAE and ANSI, and posted on the ASHRAE website.
Change proposals can be submitted online at www. ashrae.org/continuous-maintenance. The project com-
mittee for Standard 228 takes formal action on all change proposals received.
Future development of this standard may expand beyond operational energy and carbon. For instance,
in addition to energy used for operations, the committee weighed whether to include embodied energy and
carbon, the sum of the energy used to create the building or site. While valuable work is being done on this
subject, it is not included in the current edition of the standard.

POLICY STATEMENT DEFINING ASHRAE’S CONCERN
FOR THE ENVIRONMENTAL IMPACT OF ITS ACTIVITIES

ASHRAE is concerned with the impact of its members’ activities on both the indoor and outdoor environment.
ASHRAE’s members will strive to minimize any possible deleterious effect on the indoor and outdoor environment of
the systems and components in their responsibility while maximizing the beneficial effects these systems provide,
consistent with accepted Standards and the practical state of the art.
ASHRAE’s short-range goal is to ensure that the systems and components within its scope do not impact the
indoor and outdoor environment to a greater extent than specified by the Standards and Guidelines as established by
itself and other responsible bodies.
As an ongoing goal, ASHRAE will, through its Standards Committee and extensive Technical Committee structure,
continue to generate up-to-date Standards and Guidelines where appropriate and adopt, recommend, and promote
those new and revised Standards developed by other responsible organizations.
Through its Handbook, appropriate chapters will contain up-to-date Standards and design considerations as the
material is systematically revised.
ASHRAE will take the lead with respect to dissemination of environmental information of its primary interest and
will seek out and disseminate information from other responsible organizations that is pertinent, as guides to updating
Standards and Guidelines.
The effects of the design and selection of equipment and systems will be considered within the scope of the
system’s intended use and expected misuse. The disposal of hazardous materials, if any, will also be considered.
ASHRAE’s primary concern for environmental impact will be at the site where equipment within ASHRAE’s scope
operates. However, energy source selection and the possible environmental impact due to the energy source and
energy transportation will be considered where possible. Recommendations concerning energy source selection
should be made by its members.
