1. INTRODUCTION
The aim of this document is to provide the information the bid process, the “Bid documents” provided by EGP
and the documentation to be submitted by the Bidders for a complete Technical Proposal.

2. DEFINITIONS AND ACRONYMS

• EGP: Enel Green Power or its subsidiary – the renewable energies division of Enel Group
• BOP: Balance of Plant
• BoQ: Bill of Quantities

3. REFERENCE DOCUMENT AND STANDARDS


Not applicable.

4. TENDER PROCESS
The Bidders will be requested to make their offer based on the existing information of each project included
in the “Bid documents”.
The Bidders are requested to quote the unitary prices for each one of the items listed in the “BoQ - Form of
Quotation BOP”.

5. BID DOCUMENTS
In the table below all the documentation delivered by EGP during the Bid phase is described; the Contractor
must take in consideration all this information to provide the offer according to this information. If the
Contractor’s offer has some discrepancies with the solution proposed in this documentation, it will be
informed during the tender alignment and accepted by EGP; if not, EGP understood that the offer is according
to the documentation below:

5.1. FORM OF QUOTATION


The BoQ - FORM OF QUOTATION is composed by the following tabs
• Cover
• Summary: it resumes the final price of the works
• Design: Bidder to insert the unitary prices
• Foundation - Roads: Bidder to insert the unitary prices
• Collection: Bidder to insert the unitary prices
• Others: it contains all the costs related to the management of the construction site (H&S, Site Camp,
project management) and the costs of the backup materials - Bidder to insert the unitary prices
• Spare parts: Bidder to insert the unitary prices
• Optional: it contains the optional activities EGP could ask- Bidder to insert the unitary prices
In case of new items (such as new works or change of WTGs) need to be added for a specific project the
relevant unit prices will be agreed with the awarded Contractor.

6. DOCUMENTATION TO BE SUBMITTED FOR THE TECHNICAL PROPOSAL


The Bidder should provide, at least, the following documentation at the time of submitting its proposal.
Proposals missing some of these documents might be disqualified.
• Signed declaration of conformity with the Technical Specification (in first instance, it is considered
by default except the exclusions listed in the Technical Alignment BOP file)
• Time schedule
• Quality Control Plans (QCP)
• Datasheets of the main equipment (cables, FO, pad mount transformer, etc.)
• W-BOP Technical Alignment filled (excel file) according to chapter 7.1

7. TECHNICAL EVALUATION / ALIGNMENT


EGP will perform the evaluation of the submitted documentation.
The evaluation criteria will follow the below criteria:
• In case of conceptual misalignments with the EGP’s requirements (set out in the BID
DOCUMENTATION), the Bidder will not be admitted to the economical phase
• In case of misalignments of information showed in the documents, the Bidder will be requested to
amend the documents in accordance with EGP’s comments; if the new transmittal will fully comply
with the EGP’s comments the Bidder will be admitted to the economical phase vice versa it will not
be shorted listed for the economical phase.

7.1. TECHNICAL ALIGNMENT FILE


The file named “W-BOP Technical alignment” file contains the main information EGP wants to receive from
the Suppliers. It includes the following tabs:
• A1. Top Sheet: main information related to the Supplier and to the Scope
• A2. Technical Alignment: The Bidder should include here any deviation/exclusion from the EGP’s
requirements related to its proposal, and it is used by EGP for making the technical evaluation of the
offers.
• A3. Bid documents: list the documents to be presented by the Bidders and allows EGP to track the
missing files.

7.2. SUSTAINABILITY AND ACTIVE SAFETY K FACTOR


For the technical description of the requirements of the accepted solutions, refer to TS:
• GRE.EEC.S.00.XX.A.00000.00.326.00 – MACHINERY SUSTAINABILITY AND ACTIVE SAFETY
REQUIREMENTS (last revision).
7.3. SUSTAINABILITY
Based on mandatory minimum requirements relating to the Sustainability from SoW, additional mitigation
actions must be proposed.

7.3.1. Introduction to mitigation activities


The Contractor shall propose the implementation of mitigation actions by referring to the indications included
in the Sustainable Solutions Checklist (Annex A - “Sustainability Construction Site Requirements” document).
The Contractor may suggest the implementation of other mitigation actions not listed in the checklist but that
are still connected to SCS and related to locals needs in a Creating Shared Value – “CSV” and circular
economy logic (For example: access to electricity, economic growth, and local development).

7.3.2. Request for Quotation


The Bidders shall present its own “SCS mitigation actions plan” related to the following 4 main areas: (i)
water, (ii) waste, (iii) emission and (iv) people, based on:
• Technical specifications provided by ENEL (Annex C - “Sustainability Construction Site
Requirements”)
• Site Socio-Economical and Environmental Context (Annex B - “Sustainability Construction Site
Requirements”)
The Targets, defined in these technical specifications, will guide the bidders to propose the SCS mitigation
actions to be implemented for the specific project.
ENEL may request clarifications, adjustments, and review of the SCS mitigation actions proposed by Bidder
during the request for proposal process.
If any Bidder proposes alternative SCS mitigation actions that are considered relevant by ENEL, ENEL will
extent the request to the other Bidders to review their proposal including said proposed SCS mitigation action.
ENEL clarifies that the commitment by Bidders to implement SCS mitigation actions is mandatory and the
development of the sustainable initiatives, can be taken into consideration by ENEL as a plus in selecting
the awarded Bidder.
In general Bidder shall provide its best quotation based on a lump-sum or unitary price depending on the
type of mitigation action chosen.
