AMENDMENT TO

OFFERED BY MR. FRY OF SOUTH CAROLINA

At the end of subtitle D of title XVI, add the fol-

lowing new section:

1 SEC. 16ll. REPORT ON NATIONAL SECURITY EFFECTS OF

2 HIGH-ALTITUDE SURVEILLANCE BALLOON

3 BELONGING TO PEOPLE’S REPUBLIC OF

4 CHINA.

5 Not later than one year after the date of the enact-
6 ment of this Act, the Secretary of Defense shall submit
7 to the congressional defense committees a report on the
8 effects on the national security of the United States
9 caused by the high-altitude surveillance balloon belonging
10 to the People’s Republic of China that entered United
11 States airspace in January and February of 2023 and was
12 eventually shot down off the coast of Surfside Beach,
13 South Carolina.
