P.A.B.S. (Police Assistance Box in the Schools/Streets)

“Stronger Police Presence in the Streets”

Worldwide, it has been said that police omnipresence has always been the best
formula to deter the commission of crimes. The presence of policemen on the streets
or in areas with major public safety problems assures the community a feeling of
security thereby allowing people from all walks of life to freely roam the streets and
leave their houses without worries.
In Japan, they have the “Koban” Police System where Police Boxes locally known as
“Koban” were constructed in communities for wider deployment of policemen
purposely to have a greater grasp of the peace and order condition of each village
and to know the people’s needs, worries and opinions. It is further aimed at
preventing the occurrence of crimes by keeping in touch directly to residents.

In the City of San Fernando, La Union, there are currently nine (9) Police Community
Precincts (PCPs) and Police Assistance Centers (PACs) established that are similar
to Japan’s “Koban”. These are fixed structures built based on the situation more than
a decade ago. However, the impact of urbanization has reshaped the peace and
order landscape of the city meaning there are new areas where people needs direct
police access in their communities. Building new fixed PCPs/PACs entails large
funds, hence, the City of San Fernando Police Station (CSFPS) came up with this
project dubbed as Police Assistance Box in the Schools/Streets otherwise known as
P.A.B.S. which is cheaper and practical but is more responsive because these will
be placed in areas where police and other public safety services matter most.

This project aims to increase and sustain police visibility to prevent crimes in areas
where it matters most and to serve as a post where people or residents can have a
closer access to police and other public safety services.

This project enhances police presence in schools and in busy streets where police
services are much needed to prevent the occurrence of crimes and bring other police
services outside of the main station.

The police personnel detailed to the police boxes will cater to requests for police
response or assistance, manage traffic, secure schools, key installations and
communities, implement city ordinances, assist tourists and render other public
safety services. To maximize its purpose, the following are the phases of
implementation:

Phase 1- Identification of Areas Where Police Assistance Boxes are Needed.


The installation of police assistance boxes would be based on the prevailing peace
and order situation of each barangay or sector. Priority is given to areas which are
considered the most crime prone, traffic congested and in schools with large
population.

Phase 2- Engaging and Communicating with Benevolent Sponsors.


The key here is the word, “engage”, meaning, the CSFPS shall communicate this
project and encourage people’s support particularly on stakeholders that would
benefit the most, like the schools and businesses. The scheme is through PPP or
Public Private Partnership where the fabrication, equipage, installation and
maintenance will be shouldered by the recipient of the services.

Phase 2- Construction of Police Boxes.


Construction of Police Boxes may be in different sizes, shape and structure as long
as the color or painting and basic equipment shall strictly follow the standard set by
CSFPS. The PABS shall be painted white with blue lining and shall contain the seals
of La Union PPO, City of San Fernando-La Union and CSFPS. It shall also contain
the ord Police Assistance Box in the Street or Schools and hotline numbers (See
Annex A).

The standard PABS with a floor area of about 4 square meters would cost more or
less Php 25,000.00 except for the basic equipment. Basic Equipment inside the
PABS are as follows:
1. First Aid Kit
2. Mega Phone
3. ICOM Radio
4. Traffic vest, gloves and baton
5. Record book
6. Flash light
7. Digital Camera

Phase IV- Installation of Police Boxes


The installation shall be based on the need of the situation and established crime
prone areas. However, the PABS shall not be placed in an area that can impede the

flow of traffic. Its installation shall be approved by the concerned Barangay Chairman
and the City Mayor.

Phase V- Activation
The Police Box will immediately be activated upon installation with a 24 hours duty
on a 12-12 shifting.

P.A.C.D.A.A.R: Proactive Advisory on Crimes, Disaster Alerts and Advocacy


Reminders.

“Interactive and Responsive Policing”

In Ilocano, the word “pacdaar” means “advice”, “to inform”, “warn”. It is a form of a
prompt warning or dissemination to concerned individuals or groups upcoming
events or emergencies. It has always been said that a well informed and aware
citizen would always be the right formula in crime prevention which in most instances
may result to the arrest of criminals.

With the advent of technology and the growing demand on corporate social
responsibility programs of several business entities, it is easier to communicate with
them and get their support for the various programs of the PNP.

Hence, Project P.A.C.D.A.A.R. is timely and relevant to serve as a public


communication mechanism that would increase community awareness using various
mediums and materials in partnership with the barangays, businessmen, education
sector and other generous stakeholders. This project will be implemented to further
widen the CSFPS reach to the barangays and communicate current trends in crime,
disaster alerts and other public safety concerns to prevent its occurrence and
minimize or mitigate its affects or impact.

This project aims to institutionalize a system that would increase people’s awareness
and become active partners in crime prevention and solution through massive
information dissemination campaigns using various forms of communication.

Phase 1- Engaging Stakeholders & Drafting of MOU. The CSFPS through its
PCR Section shall communicate and engage various stakeholders like the Business
Sector to include in their Corporate Social Responsibility (CSR) programs, School

Programs and Barangay Public Safety Programs the posting of public advisories on
crimes, disaster alerts, CSFPS hotline/ email/Facebook accounts and other public
safety concerns in the following areas:
a. Conspicuous place in every business establishment (Bank,
Pawnshops, Hotels, Gas Stations, Malls, etc.) like doors, walls etc.
b. Signage installed along major and minor roads.
c. Electronic billboards installed within the city.
d. Advertisement flyers and giveaways.
e. Posting of stickers or printed at the back of seat covers for Public
Buses, Jeepneys and Tricycles or at conspicuous areas their
Terminals.
f. In waiting sheds of schools and barangays.
g. In local newspapers and school papers.
h. In radio and TV programs.

The PCR Officer of CSFPS will provide updated data on regular basis especially on
crime and disaster alerts to concerned establishments. The PNP P.A.T.R.O.L. Plan
2030 logo of CSFPS and other related slogans shall also be included to let the
people know about what the PNP is doing to achieve genuine transformation.
Further, an MOU shall be entered into by concerned businesses and other entities.

Phase 2 - Organizing the PACDAAR-SNet. The Operations Officer through the


Tactical Operations Section of CSFPS shall update the cellular phone numbers of all
heads of stakeholders like managers, barangay captains, club presidents and school
officials to register them in our P.A.C.D.A.A.R. SMS Network or PACDAAR-SNet.

Phase 3 - Text Blasting. Once PACDAAR SNet list of members are completed,
advisories shall be sent to all registered members as needed through our Tactical
Operations Center. (See Annex “A”- Text Blasting)

Phase 4 - Legislation. To institutionalize this, it has to be legislated by the City


Council which could be included as a mandatory requirement among establishments,
schools, public utility vehicles and other entities engaging business or other
transactions in the city. Barangay Chairmen shall also be encouraged to actively
participate and be a part of this endeavor by providing a space where their
advisories can be posted.

ROYAL: Rescue Of Youngsters in conflict with city Acts and Laws

“Saving the children from exploitation and ensure a brighter future.


Many children have been involved in various offenses from simple violation of
school regulations to ordinances. In the City of San Fernando alone, for 2013, three
hundred seventy two (372) were brought to the PNP Station for violation of
Ordinances and forty two (42) for violation of laws. It appears that the trend is
increasing which may be attributed to RA 9344 otherwise known as “ Juvenile
Justice Welfare Act of 2006” where the age of criminal liability was set to fifteen (15)
and had been exploited by criminal gangs. Further, the advent of technology may
have also caused the increase of Children in Conflict with the Law (CICL) where
families instead of eating or going to churches together are focused on their
respective electronic gadgets, hence, the child-parent relationship gap has widened
through the years.

In view of the current situation, there is a need for an LGU-Police initiated


action to push for active community and parental involvement in order to save the
youth from exploitation and guide them to live a better life and become responsible
citizens.

This project aims to push for a strengthened police initiated effort to


encourage community and parent involvements to save our youth from the tentacles
of crime, guide them to become successful individuals and encourage them to
become partners in peace and development.

The CSFPS through its PCR Section shall communicate and engage various
stake holders particularly the business sectors to include in their Corporate Social

Responsibility (CSR) programs and NGOs through their outreach programs to stop
child exploitation and save our youth from vices. The following are activities to
effectively carry out this project:

Phase 1 - Organize & Train Barangay “Saripda-Anghel” Teams


This Team shall be composed of a Brgy Kagawad, Pulis Sa Barangay,
BPAT member, Youth Leader, Barangay Health Worker and a Teacher residing in
the Barangay. This team shall be headed by the Kagawad and the PSB as his
assistant. Its primary role is to come up with projects and activities to empower the
youth as well as to enforce ordinances related to children such as information
awareness campaigns, spiritual enrichment, sports clinics and dialogues in schools
and barangays. This team shall also be responsible in implementing ordinance on
Curfew for Minors. A training on handling of cases involving children shall also be
conducted by CSFPS in coordination with CSWDO;

Phase 2 - Legislation. Propose for the enactment of Ordinances adopting


this project and creating Barangay ROYAL Shelters as temporary centers for CICLs
and allocating funds thereof and Amendment or crafting Ordinances for the curfew of
minors.
Phase 3 - Organize “Jr ChiEfs” or Child Enforcers in Schools and
Barangays. Encourage the youth as active partners in enforcing laws and
ordinances. They will also serve as eyes and ears of the PNP in the barangays and
schools. Initially, the SBO/SGO shall compose the first members of the “ChiEfs” to
serve as active partner of the CSFPS and the CSWDO in the conduct of awareness
campaign on child related laws and current issues concerning children such as teen
pregnancy, bullying, illegal drugs and child prostitution/trafficking.

Phase 4 - Establishment of a Jr Police School inside the CSFPS to


conduct short courses in Law Enforcement and on how they can be active partners
of the Police in crime prevention to motivate them to become responsible citizens. It
also aims to remove the stigma of fear on law enforcers and establish the image of
the CSFPS as the home of their dependable and caring Manong and Manang Pulis
Phase 5 - Legal Offensive Against Child Exploitation and Enforcement of
Laws and Ordinances Related to Children. This CPS will conduct case build-up
and filing of charges against individuals or groups using children in their businesses
and those exploiting minors in illegal activities by TF “Saripda-Anghel”. (i.e. Filing of
charges in violation of RA 7610 for using minors in delivering illegal drugs);

B.O.S.S. - Business Operational Security System

A proactive security system to ensure the safety and security of business


establishments and their clients in the City of San Fernando, La Union

This project aims to institutionalize a system to enhance the security of all


business establishments through the active participation of all stake holders working
together to ensure an uninterrupted operation of all businesses and the safety of
their clients which is vital to sustain economic development.

This project involves the following proactive operational activities follows:


A. Intelligence – This is the most important part of the system as it provides
security managers and the CSFPS a tool to assess, plan, prepare, prevent and
perform security measures to avert the occurrence of business crimes.
1. Organize a Business Intelligence Committee (BIC) that will come from
the following sectors:

a. City Councilor, Chairman on Peace and Order – Chairman


b. COP, CSFPS – Co-Chairman
c. Intelligence Officer, CSFPS – Head Secretariat
d. Security Manager, Banko Sentral ng Pilipinas- Member
e. Presidents of different Business Organizations- Member
f. Resident Agents of RID PRO1 and PIB, LUPPO- Members

g. Head of Security Agencies - Member


h. PCR Officer, CSFPS – Member
i. Barangay Chairmen of Central Business District – members

1. The BIC shall serve as the Committee to oversee the implementation
of this project which will provide guidance and policy direction to ensure that all
business establishments are complying with security regulations.

2. Security Orientations and Meetings. The BIC shall meet on a monthly


basis to get intelligence updates among members, analyze data and come up with
intelligence directives to be disseminated to all business establishments. Security
orientation seminars shall also be provided to all employees.

3. Profiling – Profiles of persons or groups engaged in Robbery/Theft


throughout the country will be provided by CSFPS to all Security Managers (SM) in
the form of “lookout” bulletins. Those with pending warrants may be posted in
conspicuous places within business establishments to serve as warning or to disrupt
their plans.

4. Personnel Security Investigation – All business establishments shall


provide profiles/personal data of all employees, security guards and service
providers which will be submitted to the CSFPS for the continuing conduct of
Personnel Security Investigation to determine their morality, integrity, loyalty,
discretion, character and reputation.

B. Target Hardening -These are operational activities that would enhance


the physical security of all business establishments that will be conducted regularly.
1. Creation of a Security Review and Evaluation Committee (SREC) that
will be composed of the following:
a. City Councilor, Chairman on Peace and Order Committee
– Chairman
b. COP – Co- Chairman
c. Head, Civil Security Unit (CSFLU) – Member
d. Security Manager, Banko Sentral ng Pilipinas– Member
e. Intelligence Officer, CSFPS – Head Secretariat
f. Operations Officer (CSFPS) – Member
g. City Fire Marshal - Member

2. Conduct of Security Surveys- In coordination with business owners and


managers, a security survey will be conducted to determine the security measures
being implemented. The survey may be conducted by the Security Managers of
Establishments provided that a copy is furnished to CSFPS. It can also be conducted
jointly by the SM and Intelligence Officer of CSFPS.
The CSFPS BOSS Security Survey Checklist Form 1 shall be used (Annex A). This
will be conducted in the first quarter of the year. Once surveyed, the next will only be
done on the following instances:

a. Transfer of business to another location
b. Change of Manager or Ownership

e. Structural damage brought about by man-made and natural
disasters;

3. Conduct of Security Inspections – CSFPS BOSS Security Inspection


Checklist Form 2 shall be used for this purpose as it is designed based on the
current and previous security trends/ experiences affecting business establishments
(Annex B). This will be conducted once a week by CSFPS in coordination with
security manager/officer, manager or owner of the establishment on the following
schedules:

a. Friday – Banks, Jewelry Shops and Pawnshops


b. Thursday – Money Changers, Supermarkets and Convenience
Stores
c. Wednesday – Oil Depots and Gas Stations

d. Tuesday – Drug Stores and Food chains/Restaurants


e. Monday – Malls
f. Sunday and Saturday – other business establishments

However, Business Owners and their Security personnel shall conduct


their own Daily Physical Security Inspection and initiate immediate corrective
measures on lapses noted.

4. Conduct of Security and Emergency Drills or Simulation Exercises. The


SREC shall oversee and ensure the conduct of Security and Emergency drills every
2nd quarter of the year particularly on Banks, Malls, Oil Depots and Gas Stations.

5. SSI Review and Evaluation - The SREC shall meet every 3 rd Quarter of
each year to review and evaluate the Security Surveys and Inspections conducted to
come up with recommended measures to enhance the security of each installation
and to determine their Security Compliance Ratings.

6. Awarding of Business Operational Security System Compliant Certificates


(BOSS-CC). The City Mayor will award the ratings in the form of certificates to the
owners and managers every last quarter of the year through the recommendation of
the SREC.

C. Institutionalization

B.A.D.A.N.G. - Barangays Against illegal-Drug Abuse for the New


Generation

“ Law Enforcement backed by Executive-Legislative Action for a Drug-Free


City by 2020.”
This project brings all stakeholders together to work hand in hand in making
the city livable, healthy and walkable that is free from drug related cases in line with
the City’s Vision of becoming Northern Luzon’s Center for Health and Wellness by
2020. It complements existing strategies of the PNP and PDEA with the LGU
specially the Barangays playing a major role in the campaign against illegal drugs to
save the youth against illegal drugs and ensure their brighter future.

This project aims to achieve a Drug free City by 2020 through sustained soft
hand and shock and awe approaches with the active involvement of Barangays
through the Barangay Anti-Drug Abuse Councils (BADACs) and fully supported by
the City Anti-Drug Abuse Council (CADAC).

prosecution for the conduct of case conferences is a must to ensure an air tight case
and eventual conviction.

“Promoting Education as an antidote to crime and poverty.”

One of the root causes of crime is poverty. Lack of education is one of the
causes of poverty. Poverty has driven some people to commit crimes to have
something to feed for their families. In slum areas, people starts with neighborhood
crimes until they evolve into more serious and complex crimes motivated by the
intent to gain more money in order to alleviate their families from the hardships of
life. Compared to areas with high literacy rate, crime volume and poverty incidence
are higher in areas where there are low percentage of children being sent to school.

It is a fact that education is one of the best antidotes of crime. With more
people being educated, more job opportunities await them and in effect, the problem
on poverty and criminality is solved. By providing education to the less privileged, we
are creating and opening windows of opportunities and giving hope in achieving the
dreams of these children who may be future police officers or national leaders in the
next generation.

With the above premise, there is a need for an LGU-community-police


initiated action to push for active community and parental involvement in pushing for
education as one of the antidotes of crime and poverty. There must be an accessible
and sustainable educational opportunities for all children, which in fact is their legal
right as stipulated in the constitution.

In this context, Project B.I.M.Po is a crime prevention program directed at one


of the root causes of crime.

A. To push for a strengthened LGU-community-police initiated effort to
encourage community involvements in providing scholarships to children who are in
need;
B. To cure one of the root causes of crime and save our children from
exploitation; and
C. To remove the stigma of fear on the police and enhance community trust
and respect.

A. Engaging Stakeholders. The CSFPS through its PCR Section shall


communicate and engage various stake holders particularly the business sectors to
include in their Corporate Social Responsibility (CSR) programs and NGOs through
their outreach programs to join the CSFPS in this project as one of major sponsors.
To formalize this, a Memorandum of Understanding shall be executed between the
LGU, PNP and stakeholders involved.
B. Organizing the Selection Committee. The CPOC shall organize a
selection committee composed of the following to scout and screen scholars:
1. Deputy COP – Chairman
2. City DSWD Officer – Vice Chairman
3. Chief, Admin, CSFPS - Secretariat
4. Admin PNCO, CSFPS – Member
5. PSB PNCOs, CSFPS – Member
C. Distribution of “BIMPo Akansiyas” (Piggy Bank). In coordination with
the DSWD and with the approval of the City Mayor, all business establishments,
barangay halls and government offices will be provided with BIMPO Alkansiya to
generate financial support and sustain the program. Every personnel of CSFPS are
given a BIMPO Alkansiya wherein their family members would likewise be
encouraged to participate.
D. Recruitment of Foster Parents. To further expand and sustain this
program, foster parenting can be made or introduced as an option to those who will
will be benefactors or sponsors with the CSFPS PCR Section and City DSWD Office
as coordinators for this process.
E. Monitoring and Visitation. To check on the status and welfare of
scholars, a periodic monitoring and visitation shall be made by the Monitoring and
Visitation Committee which shall be composed of the following:
a. Chief, PCR Section, CSFPS – Chairman
b. City DSWD Representative- Vice Chairman
c. City Health Office Representative – Member
d. City DILG Representative – Member

` The series of School Robberies in Schools in the region is reaching an alarming


stage hence, the need to come-up with a security program to ensure the security of schools.
The Security program should be of wider community involvement by emphasizing the role of
barangays being our first line of defense.

The CSFPS BEN 1.0 Team Project joins together the CSFPS, DepEd, City
Government, Barangay Officials and the Community as One Team in forming a
Security Network that would enhance the security of schools and prevent burglary
and other threats in schools. This project shall be known as “BEN 1.0 – 1 Team for 0

Project BEN 1.0 caters Public Schools in the City and may be expanded to
Private Schools that do not have the capability to hire Security Guards or those who
would wish to enter into a memorandum of understanding. It shall be created in
every barangay with schools to ensure the security of facilities, students and
personnel. Indicated below are the members of the BEN 10 Barangay Network.

An MOU Signing was already made among concerned sectors to strengthen


and formalize the creation of BEN 1.0 Teams and better implementation. We have
already signed an MOU with Lingsat Community School last November 19, 2015.

S.I.L.A.O.: Sustained Intelligence Led Anti-Crime Operations (Anti-Crime


Action Program of CSFPS)

“Intelligence Led Policing, a key factor in the reduction of index crimes and
increase in police initiated anti-crime operations”
Street Crimes such as Robbery, Theft, Illegal Drugs and other violation of
special laws continue to pose threat to the overall peace and order of the city which
serves as obstacles in the achievement of the City’s Vision as Northern Luzon’s
Center for Health and Wellness by 2020.
In view of this, a sustained proactive approach is needed to make the city a
difficult place for criminal elements and achieve a safer, livable and business friendly
city which is vital to sustain socio-economic development.

This project aims to institutionalize a system for a sustained focused police


operation that encourages active stakeholders’ participation in identifying,
monitoring, arresting, prosecuting and ensuring the conviction Criminal gangs
operating in the city and nearby municipalities.

This project involves the following operational activities follows:


a. Organize and Mobilize BINs and other Force Multipliers which shall be
called VIPER (Volunteer Informants and Patrollers for Emergency
Response)

Organize BINs, MC Riders Club and other NGOs or anti- crime clubs in the
City as Force Multipliers. They will be utilized in Intelligence and Visibility Operations
and deployed separately as needed.

These volunteers are organized into 3 teams composed of members of the
following clubs and organizations in the city:
a.1. Patrol & Traffic Management Team – composed NGOs in
the city with members from motorcycle enthusiasts of various sectors such as SCAN
of the INK, Policemen, Civilians and other government employees.
They will assist the Patrollers of CSFPS in the conduct of preventive patrol
operations, traffic management and information gathering.
a.2. Communications Team – composed volunteer radio
communication members of the city and nearby municipalities like the KABALIKAT
Civicom. They render communication and traffic management assistance to CSFPS
during police operations as well as special events coverage. This team also serves
as information collection team in the barangays.
a.3. Intelligence & Security Support Team – composed of
members of NGOs such as Guardians, selected TODA drivers, selected BPATs and
BINs in the city. This team serves as the eyes of the CSFPS in the barangays to
enhance information collection and intelligence monitoring.

b.1 Education and Training

b.1.1 Basic Defensive Riding Skills.

Common MCs issued to CPS and those personally owned by


our policemen and volunteer groups shall be utilized in the training to ensure
familiarization and mastery of the techniques that will be provided by the RHPU1.
The module will include Road Safety, RA 4136 and Traffic Control & Management.

Tactical Riding Skills in police operations shall be taught only


to our MASCO and Patrollers.

b.1.2. Intelligence Skills.

VIPER members shall be armed on basic techniques in determining indicators


that could assist our policemen on the ground. Techniques in spotting
stolen/carnapped vehicles and suspicious persons shall be a regular information and
education program that will be spearheaded by the police and other law enforcement
agencies.
c. Legislative Measures

Engage the City Council for the crafting of City Ordinances that would
strengthen the implementation of Laws thereby giving more remedial measures or
options for CSFPS to implement laws that usually requires deputation from
concerned national agencies. Some of the measures below already exist but have

been requested to be amended to give more teeth to CSFPS. Below are some
measures endorsed and are currently being studied by the City Council:

1. e.S.I.M.- Enhanced System of Identification for Motorcycles. This


requires Mandatory Registration of all motorcycles to LGUs pursuant to Sec 3, RA
6539 (Anti-Carnapping Act). (On 2nd Reading at the City Council after it was
approved during a committee hearing in June 2014);

2. e.V.I.S.A. – Enhanced Vendors Identification and Sales Agent Act. This


requires all ambulant vendors, sales agents, promo merchandizers engaging
business in the barangays and in the streets to secure police clearances and permits
before engaging business in the city which is believed to be an antidote to Theft,
Robbery and Swindling cases. (On 2nd Reading at the City Council after it was
approved during a committee hearing in June 2014)
3. Banning the Unauthorized Use of AFP/PNP Uniforms and
accoutrements;

4. Banning the Modification of MCs that would totally or partially change


its original color and type without proper authority from LTO;
5. Banning the Use of Face Mask when riding an MC;
6. No Helmet-No Plate, No Travel;
7. CCTV Ordinance;

d. Barangay Profiling
Utilizing BINs and other force multipliers, each barangay will be
subjected to an in-depth profiling to determine personalities engaged in criminal
activities and those protecting or providing refuge/support to CGs particularly those
involved in gun-for-hire and robbery. A data base shall be maintained for this
purpose.

Aggressive operations through the conduct of Search Warrant


operations, Service of Warrants of Arrests and Entrapment operations of known CGs
through the ‘Eye in the Barangay” concept of the DI shall be conducted.

A gallery or poster of wanted persons will be posted in the Facebook
Account of CSFPS, in public Places and in the Barangays. Those with pending
warrants shall only be posted. Those who have posted bail and are currently
undergoing trial are only shown during information campaigns and “pulong-pulongs”.

Sustained preventive patrols through the conduct of regular
inspections on all key installations by each Patroller shall be made which will be
guided by the information provided by the Intelligence Section. Deployment of
personnel shall be based on the current intelligence assessment with focus on the
crime situation of a particular area. Likewise, intelligence driven checkpoints shall be
undertaken which is further strengthened by incorporating the following:

3. “Buddy-buddy” MASCO Deployment.

Police Assisted
Drug Addiction and Recovery
Initiative (P.A.D.A.R.I)

PROJECT BACKGROUND
This project is modelled from the developed Police Assisted Addiction and Recovery
Initiative (P.A.A.R.I) of Gloucester, Massachusetts Police Chief Leonard Campanello in
2015. This is a revolutionary new way to fight the war on drugs by doing something about
the demand, not just the supply. This concept is similar with the principle of the ongoing
OPLAN TOKHANG of the PNP wherein police knocks and plead to all identified drug
personalities to surrender and change their way of life. Under Campanello’s plan, drug
addicts who ask the police department for help will be immediately taken to a hospital and
placed in a recovery program. No arrest. No jail. At present, P.A.A.R.I is a nonprofit
organization whose mission is to support the Gloucester Police addiction initiatives, to aid
other police departments to implement similar programs, and to foster a dialogue around the
unique opportunity for police departments to take direct action against the disease of drug
addiction in their communities. Working in conjunction with the medical community and
science-based recovery programs, police departments can make a difference in their
communities by saving lives from drug overdoses, reducing the number of drug addicts and
opioid drug demand, thereby devaluing a seemingly endless drug supply.

In implementation of OPLAN TOKHANG of the PNP, the total number of surrendered


drug personalities reached almost 316 individuals and counting, just in the City of San
Fernando as of the first week of August. City of San Fernando Police Station (CSFPS) and
the whole PNP organization have done attempts to disrupt an ever-increasing supply chain
even before the implementation of OPLAN DOUBLE BARREL. In the tactical level, police
officers found themselves booking surrendered drug addicts as much, if not more so, than
drug dealers and traffickers. After all the documentation with all the surrendered drug
personalities, the call for treatment and recovery of these drug users becomes a moral
obligation with a lot of pursuing, convincing and pleading efforts for support of the local
government and other agencies.

The first phase of P.A.D.A.R.I included organizing supporters and partners for this
advocacy for recovery. The implementing team is working directly with partner Non-
Government Organization, LGU of City of San Fernando, National Government Agencies
and other collaborators. Prior to its launching is the conduct of research for the creation of
position paper by the project team members in order to identify potential stakeholders with
high power and interest for the success of this project. The analysis of profile of surrendered
drug personalities conducted by the project team shall also aid during the conduct of target
audience analysis as far as strategic communication is concern.

In addition to strategic communication in order to influence the behaviour and frame
the mind of the community, this is a perfect psychological opportunity in favour of the local
police of San Fernando City.

With the three recorded shooting incidents victimizing drug personalities at present, and with
all the propagated information being fed in the different media especially via internet, this
shall become a diversionary tactic to ensure that the support of the mass people remains to
be at the side of the police.

Finally, this project shall work to remove the stigma associated with drug addiction,
turning the conversation toward the disease of addiction rather than the crime of addiction.
A number of users who would like to surrender stated that they are very much willing to
surrender but ashamed to be verified as “criminals” and branded as “addicts” by the
community. This also works to create communication strategy in order to influence the
behaviour of the community in preparation for their acceptance to the rehabilitated or
recovered victims of addiction.

The power of social media and the news media will also be leveraged, on a local and
national scale, to promote the work of our partners. This is to develop groundswell of good
will and support for the organizations that have come forward to join P.A.D.A.R.I and to
stand with Law Enforcement in the battle against drug addiction

PROJECT OBJECTIVE

The Police Assisted Drug Addiction and Recovery Initiative (P.A.D.A.R.I.) is


started to support City of San Fernando Police Station as they work with drug
addiction victims. Rather than arrest our way out of the problem of drug addiction,
P.A.D.A.R.I. is committed to:

a. Encourage drug users to seek rehabilitation and recovery;


b. Connect with communities who would like to do more to fight the addiction
epidemic;
c. Link users with organized programs and initiatives;
d. Connect addicts with treatment programs and facilities; and,
e. Strengthen communication strategy on fight against drug abuse.

PHASE I – Preparation

internet as far as treatment and recovery is concern.

(AA), SMART Recovery, Promises Treatment Center and a lot more.
But according to
According to Dangerous Drugs Board (DDB), there are 42
available residential and three out-patient rehabilitation centers locally
here in the Philippines.
DDB chairman Felipe Rojas Sr. told senators during a hearing on the
multi-sectoral campaign against illegal drugs that the success rate of
the rehabilitation programs was a mere 24 percent referred to users of
shabu and marijuana. Assistant Secretary Elmer Punzalan of the
Department of Health said that the cost of rehabilitating drug users was
P10,000 per patient per month. Ideally, each province should have at
least one rehabilitation center but the reality is that there are only four
existing regional rehabilitation centers around the country. (philstar,
2016)
Research also revealed the availability of Treatment and
Recovery Center in Dagupan can also cater patients from La Union.
But the monthly requirement cannot be sufficed by common people.

c. Multi-dimensional Approach
Drug rehab centers employ many different styles of treatment, from
the traditional 12-step program to psychotherapy or cognitive behavioral
therapy. The National Institute on Drug Abuse points out that no single
treatment or style of treatment will be effective for everyone, but most of
them can be when they address the multiple needs of individual substance
abusers and provide the ongoing clinical and community support
necessary to ensure a successful recovery. These approaches use
medication, support groups, counseling and job training/placement to
create individually customized programs for individual needs. (rehab

In fact, multidimensional approaches to treating substance abuse


are successful enough that many states are beginning to allocate funds to
make treatment affordable for those who need it most. Data suggest that
the costs of drug rehab programs are much less than the societal costs of
substance abuse. Drug rehab programs may reduce crime rates, drug-
related medical costs, and the toll that substance abuse can take on
families and communities. According to a 2009 report by the US
Department of Health and Human Services that looked at funded
treatment programs in California, New York, and Washington, for every
$100,000 spent, states avoided $487,000 in medical costs and $700,000
in crime-related costs. This study also found that supporting effective drug

d. Tactical Efforts aligned to Operational and Strategic Efforts


The convergence of government agencies can be monitored from
local news but a lot of time is still required for every procedure.
According to DOH of Region 1, the rehabilitation center to be worked
out in Ilocos Training Regional Medical Center to cater La Union had
been already through the bidding process but still subject for the
availability of fund.
Efforts had been realize to come from the tactical level in order aid
in clearing each barangay aligned to the sustainability of OPLAN
DOUBLE BARREL. This convergence effort must also be worl out.

2. Target Audience Analysis- Drug users are profiled according to their


needs on their way to recovery. They are categorized according to their
age, sex, and occupation. Their motivation and vulnerability were checked
in order to create more fitted intervention. The process on how to conduct
Drug Dependency Examination is currently being studied and collaborated
with the Department of Health (DOH) in order to classify all drug users if
they are experimental, occasional or heavy compulsive.

3. Stakeholder Power and Interest Matrix Analysis- Inventory of all


available stakeholders for collaboration was conducted by SMT.
Stakeholder engagements were programmed in order to establish
linkages.

4. Establish linkages with identified stakeholders- This will be done for


definite intervention applicable for every set group of TA. Identification of
potential stakeholders in order to implement this project will be pursued.
Memorandum of Understanding will be crafted for all partners who will
commit themselves as part of this initiative. This is also the part where
SMT will be advertising for dedicated support groups who have the
capacity to provide livelihood programs, job trainings and placements or
rehabilitation programs.

PHASE II – Execution
1. Operational Concept
a) Intelligence Concept- Intelligence Section of CPS provides the watch
list in implementation of OPLAN TOKHANG. Information divulged from
surrendered drug users and pushers are again analyzed to monitor
drug trends. Intelligence concept concerns the profile of surrendered
drug users to be utilized by this program in classifying them for definite
intervention program available.
b) PCR Concept – OPLAN TOKHANG implementing team embraces the
principles of Police Community Relations. Collaboration with BADACS
and mobilization of Pulis Sa Barangay (PSBs) for validation purposes
also encompasses the concept of PCR.

c) Operation Concept - The deployed patrollers especially in Police
Community Precincts (PCPs), Police Assistance Center(PACs) and
PABS (Police Assistance Box in Schools/Streets) encompasses the
operational concept. They are meant to familiarize each beat or sector,
thus, the monitoring process is given to them.
d) Investigation Concept- The investigation concept concerns the
documentation of surrendered drug personalities. From their affidavit of
voluntary surrender, mugshots, fingerprints or booking etc.
2. Inter-agency coordination and multi-agency collaboration
a) Regional 1 Medical Center- Treatment and Rehabilitation Center-
The conduct of First Hand Experience Training for the Project Team of
PADARI together with the interagency working group will be
recommended. This training will be requested from RMS 1-TRC
headed by Dr. Joseph Roland Mejia. Research conducted shows that
RMC 1-TRC located in Bonuan, Binloc, Dagupan City, Pangasinan can
also accommodate out-patients from La Union.
b) Local Government Unit- The LGU of City of San Fernando mobilizes
the counterpart of DOH and DSWD under the tactical level to include
the City Anti-Drug Abuse Council (CADAC). This PS already conducted
preliminary collaboration with the local government of City of San
Fernando for the creation of Drug Addiction and Recovery Program of
CADAC. Inter-agency Focused Group Discussion had been conducted
last July 26, 2016 for the conceptualization of CADAC intervention
dedicated for drug surrenderees.
c) Barangay Anti-Drug Abuse Council- They have the highest power
and interest in obtaining the objectives of this project. Capacitating
them in counseling and acting as a support group as part of multi-
dimensional treatment of the group will be recommended.
d) Department of Health- The conduct of Drug Dependency Examination
will be requested to the counterpart of DOH in the city level. This is to
determine whether they are experimental, occasional or highly
compulsive type of drug dependency for more definite intervention.
e) San Fernando City Christian Community- Headed by Pastor
Timothy Warden, and currently the President of Rotary Club of San
Fernando City, this community was analyzed to have existing power
and interest in order to build a better world. SMT of this unit will be
collaborating for the facilitation of by session Drug Addiction and
Recovery Program for drug users ages 14 to 23 years old.
f) Rotary Club of San Fernando- At present, they are formulating a
program for drug addiction and rehabilitation in La Union Provincial
Jail. They will be pursued to apply the same for the drug surrenderees.

g) City Advisory Council-The Advisory Council established and
formalized as one of the essential elements of the PNP Performance
Governance System is a multi-stakeholder organized group that plays
a vital role in planning and implementing activities programmed in the
Operational Dashboard of this unit. With their different kind of expertise
and wide connections, this program can be implemented successfully
with their intervention.
h) City Peace and Order Council- Maximizing the involvement of
members of Peace and Order Council in different levels can be very
helpful for the implementation of this project.
i) Salesians of Don Bosco- The Code of Champions by Rev Armand D
Robleza of this organization was packaged as a training module for
Plantersbank and San Miguel Corporation which evidently increased
the productivity of its human resources. Preliminary coordination had
been conducted by this PS to the Salesians of Don Bosco in order to
create an intervention worthy to develop upon these drug users the
transcendent purpose for transformation to further increase their
productivity to the community.
j) Don Mariano Marcos Memorial State University- The guidance
counseling services of DMMMSU will be requested to extend to the
surrendered drug personalities.
k) Junior Chamber International- Aligned with their community service
advocacy, the police established linkage with the members of JCI as
support groups especially to the youth surrendered drug personalities
l) DepEd- The Alternative Learning System procedure can be align to
cater the educational needs of this project’s recipients.
m) PDEA-The lead agency of Anti-Illegal Operation will be pursued to take
part during the conduct of informative drive included in this program.
Their expertise to RA 9165 and other laws related to anti-drug abuse is
needed.
n) Other avenues of support- The inventory of respective connections of
this unit will be conducted during the planning phase in order to
determine their respective power and interest. In this manner,
opportunity can also be identified.
3. Bridging the Gap of victims and Drug Addiction and Recovery
Programs
This project will only cater surrendered drug user of this city. This will
not cover drug pushers.
Surrendered drug user encouraged to undergo available programs of
different stakeholder partners. Personnel of CSFPS will be assisting them
in availing available program or initiative fitted for their needs. The list of
collated programs and schedule of recovery seminars or sessions of
different partner stakeholders will be maintained. This unit will also do its

best in pursuing the conduct of intervention activities facilitated by any
partner stakeholders.
4. Preparing the community in accepting the victims of drug addiction
a) Self-Management & Recovery Training (SMART)
According to research, the multi-dimensional approach in order to treat
a victim of drug addiction is the most effective model. The call for the
moral obligation of the PNP due to the ballooned number of surrendered
drug personalities will be taken into consideration until the point that the
community is prepared to accept the rehabilitated or recovered victims of
drug addiction.
This intervention will target the barangay, school and church to solicit their
support in accepting the recovered or rehabilitated victims of drug
addiction. This is to establish support groups for every individual drug
addiction victim.

b) Community Reinforcement Approach & Family Training (CRAFT)


The best support group of individual drug addiction victim must be his
family. CRAFT will focus on the family of drug addiction victims. This is to
encourage involvement and increase concern of family for the best interest
of their family member who is involved of drug abuse. For instances
wherein almost all of the family members are users, other family members
or closest neighbors who are non-users will be pursued to join this training.

PHASE III – Evaluation

1. Monitoring Matrix- The use of Monitoring matrix based from the factors
must be accomplished by this unit.
2. Measuring Tool- Questionnaire will be formulated to measure the level of
awareness, support and participation of drug addiction victim. Level of
effectiveness of this project will also be measured.
3. Assessment Reports- Reports as to the assessments of barangay,
school, church, community or activity must be crafted to document the
development of this project.

PROJECT SCHEDULE

Project schedule are crafted in accordance to the timeline set by every


selected area. This will be defined to the IMPLAN of this project.
