Green Energy Open Access Rules, 2022
❑ Eligible Entity to avail Green Energy Open Access:
- Contracted demand or sanctioned load of 100 KW
- Captive Consumers with no minimum load restriction
❑ Green Energy:
- Electrical energy from renewable sources of energy including hydro and
storage (if the storage uses renewable energy) or any other technology as may be notified by
the Government of India and shall also include any mechanism that utilizes green energy to
replace fossil fuels including production of green hydrogen or green ammonia

❑ A common model regulation on methodology for open access charges as well banking
charges by Forum of Regulator (FOR)

❑ Nodal SLDC shall process the registration and the bilateral short term Green Energy Open
Access applications in accordance with the Green Energy Open Access 2022 and the extant
SERC Regulations and procedures thereunder

Green Energy Open Access Rules, 2022
❑ Applications to be submitted at Green Energy Open Access portal (https://greenopenaccess.in) after the
registration
❑ Time bound processing of application (within 15 days)
❑ In case of congestion, open access for non-fossil fuel sources shall be given priority over the open access from
the fossil fuel
❑ Order of processing of application shall be First In First Out
❑ Consumer can change the quantum of power consumed after 12 time blocks (3 hours)
❑ Transmission system can be augmented for grant of Long Term Open Access
❑ Medium Term and Short Term Open Access shall be approved, on spare transmission capacity
❑ No application shall be denied unless being heard
❑ Appeal can be made within a period of 30 days from the receipt of the order
❑ The appropriate Commission shall dispose the appeal within a period of three months

All information pertaining to grant of Green Energy Open access shall be furnished electronically by the respective nodal agencies to the Central Nodal
Agency as per timelines after the grant or denial of Green Energy Open Access.
The Green Energy Open Access portal shall keep records of all MIS related information and shall have provisions for providing periodic reports.
