CONTENT:

This GI describes the Saudi Arab government and Saudi Aramco requirements for Standard First Aid (SFA),
Basic Life Support (BLS) Heartsaver Cardiopulmonary Resuscitation (CPR), First Aid Kits, and the Instructor Training
Program (ITP).

1.0 DEFINITIONS:

1.1 SFA/BLS Heartsaver CPR Training: provided by Instructors of the Health Education Unit, Preventive
Medicine Services Division, Saudi Aramco Medical Services Organization (SAMSO).

1.2 SFA/BLS Instructor Training Program: provided by certified SFA/BLS Instructors from Health Education,
in order to train trainers designated by a requesting organization to conduct SFA/BLS classes on its job
sites only for employees who fall under its department/division.

1.3 SFA/BLS Instructor Trainer: a Health Education Instructor who is certified to train others to become
SFA/BLS Instructors.

1.4 Non-SAMSO Instructor: an Instructor trained in SFA/BLS by a certified SFA/BLS Instructor Trainer from
Health Education. He/she technically reports to the Health Education Unit.

1.5 First Aid Kits: supplies required to administer First Aid to the sick or injured; available as storehouse
items.

1.6 Remote Areas:

1.6.1 All offshore locations
1.6.2 Any location 30 kilometers or more from medical facilities, off a paved road
1.6.3 Any location 60 kilometers or more from medical facilities, off a paved road
1.6.4 All refining and distribution areas

2.0 PURPOSE:

2.1 To ensure that adequate First Aid supplies are available at remote work sites.

2.2 To ensure that at least one crew member per shift at each remote site is qualified to administer SFA/BLS
to the sick or injured.

2.3 To ensure that standardized, high quality training in SFA/BLS is practiced throughout the Company, in
accordance with Health Education standards and guidelines.

3.0 GENERAL POLICIES:

3.1 A First Aid Kit shall be available at all work sites, in accordance with Saudi Arab Government Decision
No. 404, dated 17 Jamada 11 1394 (7 July 1974), and Saudi Aramco Loss Prevention Manual No. 120-
022.

3.2 All employees at work sites shall be certified to administer SFA/BLS procedures through a recognized
training program, in accordance with Government Decision No. 404 and Saudi Aramco Loss Prevention
Manual No. 120-022.

3.3 SFA/BLS training and certification are the responsibility of the Health Education Unit for non- SAMSO
employees and dependents throughout the Company.

3.4 If the requesting department/division has more than 200 students, Health Education will train candidates
from the department to serve as Instructors, who will then provide SFA/BLS training to their
department/division employees only.

4.0 SFA/BLS TRAINING POLICIES:

4.1 Class Format:

4.2 Scheduling:

4.2.1 Applying:

Health Education accepts requests by telephone, in person, or in writing.

Health Education sends a letter of confirmation to the requesting Training Coordinator or
Supervisor or directly to the requester if he/she is a dependent.

4.2.2 Eligibility:

All Saudi Aramco employees and their dependents are eligible to receive BLS Heartsaver CPR
and SFA training.
Requests to train contractor personnel will be evaluated on a one-to-one basis.

4.2.3 Time Frame:

Classes are taught in one day, but may be split into two consecutive mornings for special
reasons of convenience, such as the Ramadan schedule.

4.2.4 Scheduling Candidates in Arabic vs. English Classes:

Health Education may urge bilingual candidates to select Arabic classes.

4.3 Requirements for Successful Completion of SFA/BLS Courses:

4.3.1 Attendance: Participants must attend all seven (7) hours for SFA/BLS courses.
4.3.2 Practical evaluation: Participants must perform all skills satisfactorily.
4.3.3 Written test: Participants must pass a written test.

4.4 Class Location:

Health Education offers these courses on its premises in Dhahran, Ras Tanura, Abqaiq, Al-Hasa,
Udhailiyah, Jeddah, and Yanbu.

4.5 Language Skills:

4.5.1 Candidates for Arabic classes must be proficient in reading and writing Arabic.

4.5.2 Candidates for English classes must be proficient in reading and writing English or must have
completed ITC English level 7B as a minimum requirement.

Instructors must not use two languages in the same class to accommodate language difficulties,
as it is distracting to all parties in the class.

5.0 SFA/BLS INSTRUCTOR TRAINING PROGRAM (ITP):

5.2 Scheduling:

5.2.1 Applying:

a) Application must be signed by a department head or above.

b) The requesting organization must commit itself to adhere to SFA/BLS standards and
guidelines.

5.2.2 Eligibility:
In order to qualify for the ITP:

a) The size of the population to be trained by the requesting department must exceed the
manpower capacity of Health Education to carry out the training (at least 200 students
per year).

b) The Instructor will have a workload of at least two full SFA or BLS classes per week.

c) The work location of the employees to be trained by the prospective Instructor must be
in a remote area.

*d) ITP Instructors, after completion of Instructor course for SFA or BLS, must teach their
department/division employees only. Instructors are not eligible to teach employees
from other departments/divisions.

Note: Ordinarily, if the requesting organization already has a certified Instructor, he/she must
be carrying a load of at least four full SFA/BLS classes per week before the organization
applies to train an additional Instructor. Requests for an additional Instructor, when the
existing one teaches fewer than four classes a week, will be evaluated on a one-to-one
basis.

5.3 Requirements for Successful Completion:

A satisfactory performance evaluation and a passing score on a final test are required for successful
completion of any of the aforementioned courses.

5.4 Class Location:

Health Education offers these courses on its premises.

5.5 Language:
Priority is given to candidates who will teach Arabic classes.

6.0 RESPONSIBILITIES:

6.1 Supervisors of Requesting Organizations:

6.1.1 Ensure that at least one crew member per shift on each site has a current SFA/BLS certificate
by scheduling initial training through Health Education.

6.1.2 Order the appropriate First Aid Kit items through SAP B2B system,
specifying one of the following kits:

a) 10-unit size First Aid Kit: stock number 094-5010

b) 36-unit size First Aid Kit: stock number 094-5436

6.1.3 Replenish First Aid Kit supplies, through SAP B2B system.

6.1.4 Provide their Instructors with SFA/BLS supplies.

6.1.5 Order print materials through Health Education, according to the existing
Health Education Printing Services contract.

6.2 Supervisor, Health Education Unit:

6.2.1 Assumes overall responsibility to respond to the industrial and community need
for SFA/BLS training company-wide through adequate manpower and materials.

6.2.2 Assumes responsibility to issue SFA certificates throughout the Company.

6.2.3 Assumes overall responsibility to keep statistics and records of certified SFA/BLS
participants throughout the Company.

6.2.4 Assigns Instructors to teach SFA/BLS courses in Dhahran or in the Districts, in Arabic or
in English, as appropriate.

6.2.5 Conducts ongoing evaluation of Health Education Instructors and non-SAMSO

Instructors to ensure that students receive the highest possible quality of teaching.

6.2.6 Provides non-SAMSO departments/divisions with audiovisual software.

6.2.7 Provides non-SAMSO departments/divisions with information on how to order

SFA/BLS materials.

6.2.8 Assumes overall responsibility for keeping the program up-to-date. This includes:

a) Purchasing or developing literature and audiovisual materials, such as books, handouts,

videotapes, etc.

b) Ensuring that the literature and audiovisual materials are available in both Arabic and
English languages at all times.

c) Updating certified Instructors with the most recent information.

d) Retraining Health Education Instructors or sending them on educational trips for refresher
courses.
