Term Definition
means any person, organisation or enterprise who undertakes to
engage in domestic commercial air transport in international
“air operator”
commercial air transport, whether directly or indirectly or by a lease
in any other arrangement;
means a person employed to facilitate the safety of passengers,
“cabin crew” whose duties are detailed by the air operator or the pilot in
command;
means the period of elapsed time, using Coordinated Universal Time
“day” or local time that begins at midnight and ends 24:00 later at the next
midnight;
“crew” means any member of the flight crew or cabin crew;
means all time spent by the crew member transiting between the
“deadhead
place of rest and the place of reporting for duty and does not count
transportation”
as duty time;
means any continuous period during which a crew member is
“duty” required to carry out any task associated with the business of an air
operator;
means those members of the crew of an aircraft who act as a pilot in
“flight crew”
command, co-pilot or flight engineer;
means any time during which a person operates in an aircraft as a
“flight duty member of its crew and begins when the crew member is required
period” by the air operator to report for a flight duty and finishes at the end
of flight time on the final sector;
“flight” means one or more sectors and defined by a flight number;
means the total time from the moment an aeroplane first moves
“flight time” under its own power for the purpose of taking off until the moment
it finally comes to rest at the end of the flight;
means the total time from the moment a helicopter’s rotor blade
“flight time starts turning for the purpose of lift -off until the moment the
(helicopter)” helicopter finally comes to rest at the end of the flight, and the rotor
blades are stopped;
means a person, organization or enterprise who has been issued an
“national air
Iraq air operator certificate in accordance with the Regulations No. 3

means:
(a) A person, organization or enterprise engaged in or offering to
engage in, aircraft operations and any person who causes or
authorizes the operation of an aircraft, in the capacity of owner,
“operator” lessee, or otherwise whether with or without the control of the
aircraft;
(b) Who or which is deemed to be engaged in the operation of
aircraft within the meaning of the Civil Aviation Law No. 148 of
1974;
means the practice of transferring crews from place to place as
“positioning”
passengers in surface or air transport on behalf of the air operator;
means the time at which a crew member is required by the air
“reporting time”
operator to report for duty;
means a period during which the air operator requires a crew
“reserve duty” member who would otherwise be off duty to be available for flight
duty;
means a period of time before starting a flying duty period that is
“rest period” designed to give crew members adequate opportunity to rest before
a flight;
means a planned duty period, or series of duty periods, with
“rostered duty” stipulated start and finish times, notified by the air operator to
crews in advance;
means a period of consecutive days which the air operator shall
“rostering period”
roster duty and rest periods notified by the air operator in advance;
means the allocation of specific flights or other duties to a crew
“scheduled duty”
member within the pre-notified rostered series of duty periods;
means the time between an aircraft moving under its own power
“sector” until it next comes to rest after landing, at the designated parking
position;
“short haul means flights where the origins and destinations are less than 3:00
operation” time change apart;
means a flying duty period which consists of two or more sectors
“split duty”
separated by less than a minimum rest period;
means a furnished bedroom which is subject to minimum noise, is
“suitable
well ventilated and has the facility to control the levels of light and
accommodation”

ICAR 20.276 Applicability
This section is applicable to the rest, duty and flight time limitations of crewmembers
and flight operations officers/flight dispatchers engaged in commercial air transport
flight operations.

ICAR 20.278 Duty Aloft
(1) The Authority will consider all time spent on an aircraft as an assigned or relief flight
crewmember, whether resting or performing tasks to be duty aloft.
(2) The Authority will consider a flight crewmember to be on continuous duty aloft
unless the flight crewmember receives a rest period of 8:00 consecutive on the
ground.
(3) Each AOC holder shall provide adequate sleeping quarters, including a berth on the
aeroplane whenever a flight crewmember is scheduled to be aloft for more than
12:00 during any 24:00 consecutive.

(1) Each AOC holder shall maintain current records of each crewmember and flight
operations officer/flight dispatcher documenting their compliance with the
applicable flight time, duty and rest period limitations of this Part.
