Siliwangi Road in Semarang City


Traffic congestion is a prevalent issue faced by numerous cities around the world. Rapid
urbanization, population growth, and inadequate infrastructure have contributed to the rise in
traffic congestion, causing significant economic, environmental, and societal challenges.
Moreover in Semarang. The growing and developing city of Semarang experiences traffic
congestion, including on Siliwangi Road. Siliwangi Road is one of the main road in Semarang. It
consist of intersection, also there are huge mall and two halte or bus stop near the mall which
makes the place really crowded. People often park their cars and motorcycle beside the sideways
which makes the main road really congested due to lack of space for even two cars to pass side
by side. Sometimes the bus can’t even reach the halte so people who waited for the bus need to
get into the bus by manual door.
The increasing use of private vehicles is identified as the main cause of this issue. To address this
problem, this research utilizes the Analytical Hierarchy Process (AHP) method. Fourteen
alternative policies to reduce traffic congestion were generated based on interviews with key
informants, focusing on three aspects: Economic, Social-Cultural, and Institutional. These
alternatives were then evaluated by three groups of respondents: key informants, local citizens,
and Siliwangi Street users. The research findings indicate that the most favored policy among all
aspects and respondents is the implementation of Congestion Pricing.
Congestion pricing, also known as a congestion charge or road pricing, is a mechanism
implemented in urban areas to reduce traffic congestion and improve traffic flow. It involves
charging a fee or toll for vehicles entering specific congested zones or during peak hours. The
primary objective of congestion pricing is to manage demand by discouraging unnecessary trips
and encouraging alternative modes of transportation.
By implementing Congestion Pricing, people would think twice to park their cars or motorcycle
on the sideways and also people would rather take two more alternative road beside Siliwangi
Road. I think this is the best solution I could think about for now.
