TRIBEONE  CDM  PARTNERSHIP  OUTLINE:  

The  following  outlines  the  requirements  from  CDM  as  the  fourth  headline  partner  for  the  TribeOne  Dinokeng  Annual  festival  in  
Cullinan.

1.   MAIN  STAGE   LAND  /  PROPERTY:   Etienne  
FESTIVAL  SITE   Following  the  meeting  with  CDM  it  was  discussed  that  the  land  currently   Jandre  
AND  LAND   allocated  by  City  of  Tshwane  to  the  festival  is  owned  by  CDM.  Rockstar  and  CDM  
to  further  this  discussion  in  a  follow  on  meeting  in  session  with  the  City  of  
Tshwane  to  finalise  the  land  partnership  and  the  current  ownership  of  the  land,  
where  this  sits  and  who  this  contribution  is  made  by,  City  of  Tshwane  or  CDM.  Its  
understood  that  the  land  in  question  is  owned  by  CDM  and  agreed  as  such  that  
this  will  be  made  available  for  the  festival  as  the  main  stage  locations  for  the  total  
term  of  duration  of  the  festival,  at  present  having  no  near  future  expiration  date.  

The  related  land  and  property  in  question  relates  to  the  3  main  stages  and  all  of  
the  land  required  for  the  camping  villages.  

NEXT  STEPS:    
Confirm  a  follow  on  meeting  between  all  parties,  RS4000  /  CDM  /  City  of  Tshwane  
to  conclude  on  the  discussion  of  where  ownership  of  the  land  in  question  vests  
and  who  the  contracting  party  in  allocating  the  land  would  be.  

SITE  DEVELOPMENT:  
CDM  agreed  to  make  its  engineers,  site  development  team,  environmental  
impact  specialists  and  other  professional  services  available  to  RS4000  at  no  cost  
as  part  of  the  partnership  contribution.  RS4000  to  work  closely  and  brief  the  CDM  
professional  services  team  on  all  aspects  related  to  the  requirements  for  the  
festival,  in  order  for  the  CDM  Professional  services  team  to  draw  up  the  related  
site  development  plans,  drawings,  engineering  requirements,  environmental  
assessment  planning  and  other  related  requirements  as  the  blueprint.  Once  
approved  and  concluded  with  RS4000  this  blueprint  to  form  the  basis  of  the  site  
development  then  briefed  into  the  City  of  Tshwane  and  CDM  collectively  to  
develop  the  site  accordingly.

• CDM  to  identify  the  related  development  team  at  CDM  and  introduce  to
RS4000  to  initiate  and  start  the  site  development  and  site  drawings
process
• CDM  to  outline  its  site  development  contribution  to  the  festival  in  terms

of  temporary  and  fixed  infrastructure  development,  in  addition  to  the  

commitment  already  allocated  and  contracted  between  City  of  Tshwane  
and  RS4000  
• RS4000  to  outline  the  scope  of  infrastructure  development  that  vests
with  City  of  Tshwane  and  with  CDM  to  ensure  clear  roles  between  CDM
and  CoT  to  ensure  no  overlap  of  development  areas  and  contributions.
• CDM  to  build,  construct  and  maintain  the  fence  around  the  entire  site
and  town  requirements  and  RS4000  to  work  closely  with  CDM  in
securing  further  infrastructure  development  support  and  services  from
the  City  to  assist  in  constructing  this  fence  and  related  infrastructure
accordingly.

2.   ROCKSTAR   PROPERTY:   Etienne,  

ACADEMY   • CDM  to  provide  the  required  property,  building  and  premises  to  host  the Jandre  
SPONSORSHIP   RockStar  Academy  on  the  basis  of  a  ongoing  long  term  lease  open  ended
into  the  future  or  a  minimum  of  99  years.
• The  property  identified  for  the  RockStar  Academy  agreed  to  be  the
historic  Cullinan  Hotel  in  the  interim  until  such  time  that  the  other
developments  are  completed  at  which  time  the  RockStar  Academy  can
relocate  to  such  premises.
• The  related  buildings  and  premises  to  be  allocated  to  the  exclusive  use
of  RS4000  at  no  cost  to  RS4000

INFRASTRUCTURE,  EQUIPMENT  &  RESOURCES:  

CDM  to  sponsor  the  associated  infrastructure  and  resources  required  by  the  
RockStar  Academy  inclusive  of:  
• 2  fully  equipped  live  recording  studios
• 1  online  and  3  offline  edit  suites
• One  Final  mix  suite
• One  Green  screen  film  studio
• IT  and  High  Speed  Broadband  Infrastructure
• 40  Desktop  and  mobile  MAC  workstations,  laptops  amd  accessories
• Film  Equipment  (Cameras,  Lighting  Gear,  Sound  Gear,  Accessories)
• DJ  school  equipment  including  30  Equipment  DJ  Stations  with  decks
• One  Complete  Fly  away  OB  kit
• Rockstar  Streaming  TV  and  Radio  studios
• 50  Streaming  Cameras,  fascilities  and  related  kit
• 2  sets  of  complete  backline  kit  and  instruments
• Other  related  musical  instruments
• Telecommunications  Infrastrcuture
• Furniture  and  other  related  fixtures  and  accessories
• 10  quad  bikes  and  2  multi-­‐passenger  minivans

3.   NEW  ARTIST   INFRASTRUCTURE,  EQUIPMENT  &  RESOURCES:   Etienne

CAMPAIGN   Artist  Discovery  Campaign  inclusive  of:  
SPONSORSHIP  –   • 50  Busking  Units,  inclusive  of  related  lighting,  branding  and  power  units
‘DIAMONDS  IN   (extensive  branding  opportunity  at  each  of  these  50  hotspots)

4.   ROCKSTAR  HALL   PROPERTY:   Etienne  
OF  FAME   • CDM  to  provide  the  required  property,  building  and  premises  to  host  the Jandre  
SPONSORSHIP   PAN  AFRICAN  ROCKSTAR  HALL  OF  FAME  on  the  basis  of  a  ongoing  long
term  lease  open  ended  into  the  future  or  a  minimum  of  99  years.
• The  property  identified  for  the  ROCKSTAR  HALL  OF  FAME  agreed  to  be
the  historic  Cullinan  Hotel  in  the  interim  until  such  time  that  the  other
developments  are  completed  at  which  time  the  ROCKSTAR  HALL  OF
FAME  can  relocate  to  such  premises.
• Sidewalk  granted  to  the  exclusive  use  and  management  of  the
ROCKSTAR  HALL  OF  FAME  for  the  annual  induction  ceremony  during
which  we  will  induct  new  Legendary  Artists  that  contributed  to  the
fundemental  history  of  Music  from  across  the  African  continent
including  International  talent  that  made  a  significant  contribution
through  music  to  the  continent.  During  this  ceremony  we  will  imprint
their  hands  into  the  concrete/cement  as  a  permanent  moment  of  this
ceremony  together  with  revealing  a  procured  part  of  the  Hall  of  Fame
Museum  with  memoribilia  from  the  related  artist
• The  related  buildings  and  premises  to  be  allocated  to  the  exclusive  use
of  RS4000  at  no  cost  to  RS4000

INFRASTRUCTURE,  EQUIPMENT  &  RESOURCES:  

CDM  to  sponsor  the  associated  infrastructure  and  resources  required  by  the  
RockStar  Academy  inclusive  of:  
• 5  Desktop  and  mobile  MAC  workstations,  laptops  amd  accessories
• Telecommunications  Infrastrcuture
• Furniture  and  other  related  fixtures  and  accessories
• 1  Multi-­‐purpose  high  volume  printing/scanning/duplication  facility  units
• Refurbishment  and  interior  design  requirements  for  preparing  the
building  to  the  required  interior  design  spec  inclusive  of  fixtures,
furniture,  electronics,  showcase  display  cases  and  audio  visual
requirements.
• All  other  technical  requirements  covered  within  the  technical  and
equipment  resources  noted  within  the  above  scope  in  point  2  and  all  will
be  managed,  maintained  and  serviced  by  the  related  RockStar  Academy.

4.   ACCOMMODATI One  large  multi  bedroom  house  with  5  rooms  or  more  or  2  multi  bedroom   Etienne

ON   houses  within  the  town  of  Cullinan,  that  can  be  made  available  for  the  on-­‐going   Jandre  
REQUIREMENTS   permanent  housing  requirements  for  RS4000  crew  on  permanent  basis,  as  a  lease  
valid  for  99  years.  

5.   OFFICIAL  RETAIL   RS4000  would  require  a  multi  room  house  within  the  main  shopping  street  or  an   Etienne  
OUTLETS  /   alternative  high  profile  visible  location  within  the  Cullinan  Town  Centre  area  to   Jandre  
INFRASTRUCTU setup  and  house  the  official  ‘ROCKSTAR  CAFÉ’  which  will  be  the  launch  of  the  
RE   official  retail  franchise  for  the  festival  and  related  arts,  crafts  and  memorabilia  
plus  service  the  memorabilia  production  for  Refilwe,  Cullinan  and  related  
community  and  be  the  master  unit  of  its  worldwide  franchise.  (Similar  to  the  
current  structures  being  used  in  the  Cullinan  main  street  as  shops  and  arts  
outlets)  

6.   PARK  N  RIDE   Any  land  that  CDM  may  have  available  to  provide  in  terms  of  servicing  the  official   Etienne  
and  CAMP   Park  and  Ride  villages  for  both  Public  and  VIPs,  inclusive  of  land  for  potential   Jandre  
VILLAGES   addition  tented  or  camping  villages.  

7.   HOSPITALITY,   RS4000  will  grant  CDM  with  all  the  related  VIP  hospitality  areas  for  the  exclusive   Etienne  
BRAND  AND   use  of  CDM  for  their  key  staff,  stakeholders  and  business  relationships  or  other   Jandre  
SPONSORSHIP   objectives  CDM  may  have.  The  number  of  hospitality  packages  and  other  
ticketing  and  access  requirements  will  be  defined  in  terms  of  exact  numbers  
following  further  consultation  between  RS4000  and  CDM.  

CDM  will  be  positioned  as  the  ‘Empowerment’  and  ‘Development’  partner  of  the  
festival  and  making  ‘Dreams  come  True  through  Sustainable  Opportunities’.  
Opportunities  residents  of  the  region  would  have  only  dreamt  of  before,  now  it’s  
possible!  This  will  be  achieved  through  hugely  visible  opportunities  for  CDM  
through  brand  and  direct  exposure  and  on-­‐going  direct  involvement,  through  the  
‘Diamonds  in  the  Rough’  campaign  of  creating  unprecedented  opportunities  to  
new  up  and  coming  talent  through  the  ‘TribeOne  Initiations’  campaign  and  over  
150  performance  and  exposure  opportunities  for  over  150  new  artists  over  the  
weekend  and  as  the  official  power  behind  the  RockStar  Academy  and  creating  
tens  of  thousands  of  jobs  stemming  from  official  training,  development  and  skills  
exchange  in  an  unprecedented  and  sustainable  manner.  

CDM  will  further  receive  global  recognition  as  partner  not  only  because  of  the  
RockStar  Academy,  which  will  have  significant  international  reach,  but  also  as  
partner  of  the  Pan  African  Continents  first  ever  ROCKSTAR  HALL  OF  FAME,  only  
rivalled  by  the  legendary  ROCK  N  ROLL  HALL  OF  FAME  in  the  USA.  

CDM  will  be  the  hero  in  the  Town  but  also  across  City  of  Tshwane,  the  region,  the  
country,  the  continent  and  beyond  international  borders.
