WHEREAS, Articles 359 and 360 of the Civil Code of the Philippines provides that the
government shall establish councils for the protection of children and strengthen further under PD 603
which states that “every barangay shall encourage the organization of a Local Council for the
Protection of Children and the barangay;
WHEREAS, DILG Memorandum Circular No. 2002-121 was issued to revised the
guidelines on the organization and strengthening of the Local Council for the Protection of Children
and Incorporating at the Early Childhood Care and Development Coordinating Committees;
WHEREAS, the election of the newly local officials held on May 14, 2018 requires the
reorganization of the Barangay Council for the Protection of Children;
SECTION 1. Creation of Barangay Council for the Protection of Children (BCPC). The
Barangay Council for the Protection of Children (BCPC) is hereby created compose of the following:

Section 2. Functions of the BCPC, the BCPC shall have the following duties and responsibilities.
7. Prepare annual Work Plan and Financial Plan for children and recommend appropriations to
the Sanggunian.
8. Provide coordinative linkages with other agencies and institutions in the planning, monitoring
and evaluation of plans for children.
9. Establish and maintain database on children in the barangay;
10. Advocate for the passage of barangay resolutions/ordinances responsive to child-related
issues and concerns and ensure the inclusion of children’s program in the executive agenda.
11. Protect and assist children in need of special protection (e.q abandoned, maltreated and
dependents) and refer cases against child abusers to proper agencies/institutions.
12. Monitor situational reports on children and prepare quarterly updates including the
implementation of Children’s program and make recommendations to the Municipal Council
for the Protection of Children for consideration;
13. Perform such other functions and other child related laws especially in matters of child and
parent education, health, entertainment, etc.
SECTION 3. Funding. Budget for the operations of BCPC activities shall come from the GAD fund
of the barangay, 1% BCPC fund and any available barangay funds.
