MESSAGE FROM THE CITY MAYOR

It is my distinct honor and pride to present to you the updated and upgraded Citizens’
Charter of the City Government of Lucena.
This Citizens’ Charter represents the collective intent and duty of the City Government to
fulfill the mission of good governance and comply with the provisions of RA 9485, also known as
the Anti-Red Tape Act (ARTA).
The purpose of the Citizen’s Charter is two-fold. First, it operationalizes and gives flesh
to the national mandate of Republic Act No. 9485 also known as the Anti-Red Tape Act (ARTA)
requiring all government offices to craft their respective citizen’s charter consistent with national
policies. Second, it outlines the steps and procedures to be taken for citizens to avail of specific
government services while penalizing officials who fail to deliver such services within the
timeframe allowed by law.
I therefore urge all officials and employees to take to heart out commitments and
obligations outlined in this Citizen’s Charter. If we want an end to the people’s mistrust and
suspicion to their government, then government must continuously demonstrate its capacity to
efficiently and effectively respond to the needs of their citizens. Our people deserve nothing less.
I hope that we, as public servants, must do the best we can to ensure that civil service
calling will project high esteem and prestige, and attuned with the changing times.
Let this Citizens’ Charter be our roadmap and guidepost for an effective and efficient City
Government of Lucena!

INTRODUCTION

The importance of local government in managing public affairs and development has long
been established. Local government is crucial in uplifting the quality of lives of the people in the
community. The people’s direct access to government’s basic services and facilities are through
the LGU. If the LGU is efficient and effective in the delivery of its services, it will bring people
closer to the government, and promotes high level of trust and confidence to the government.
The realization of the aims and purposes of the local government unit depends largely on
improving efficiency and performance in the public management and administration.
At present, most of the local governments are faced with the challenge of providing more
and better services to the people with transparency and accountability, and with stringent and
meagre resources.
The passage of Republic Act 9485, the Anti-Red Tape Act on AN ACT TO IMPROVE
EFFICIENCY IN THE DELIVERY OF GOVERNMENT SERVICE TO THE PUBLIC BY
ELIMINATING BUREACRATIC RED TAPE PREVENTING GRAFT AND CORRUPTION, AND
PROVIDING PENALTIES THEREFOR” is believed to be of great help in the realization of the
goal thru the formulation of a CITIZENS CHARTER in every local government unit. This aimed
not just to deliver services efficiently but rather to maintain honesty and responsibility among its
public officials and employees. This is also a way to promote transparency in each office or
agency with regard to the manner of transacting to the public – that is adopting simplified
procedures that will reduce red tape and expedite transactions.
As the challenges and opportunities of modern times become increasingly complex, the
need for good local governance becomes imperative to be more effective and responsive. Thus,
the overriding concern is towards efficient administration through a clear, well defined system of
operation of the local government unit reflected in the citizens’ charter.
This Citizens’ Charter is our commitment. This is our realization.

I. MANDATE:
To serve primarily as a general-purpose government for the coordination and delivery of basic,
regular and delivery of effective governance of the inhabitants within its territorial jurisdiction

II. VISION:
The City of Lucena, imbued with strong and moral leadership, God-loving and empowered
citizenry envisions to be the premier city in Southern Tagalog providing sustainable development,
creating opportunities for socio-economic, agro-industrial and technological growth, ensuring a
peaceful and safe environment and improving the quality of life of its people.

III. MISSION:
The City Government of Lucena shall uphold honest and transparent governance, boost
investment opportunities, improve the quality of health and education, create employment through
establishment of technological and agro-industries, ensure protection and sustainability of the
environment, and promote peace and order that will uplift the Lucenahins’ quality of life.

IV. PERFORMANCE PLEDGE:
