2.3 Performance Guarantee and Acceptance Condition

2.3.1 Performance Guarantee

Performance Guarantees shall apply to the steam turbine generator and shall be
achieved during Performance Testing conducted in accordance with this clause.
Liquidated damages associated with failure to achieve these Guarantees are
addressed in commercial proposal.

The Equipment is guaranteed on a “new and clean” basis for any and all tests.
Toshiba will include degradation and correction factors to be applied to correct for
degradation caused by equipment operation during startup and commissioning and
environmental conditions in Performance Test Procedures.

Performance Tests shall be conducted in accordance with the Guarantee Conditions

set forth herein. The corrections that will be allowed are those required to correct
for Test Conditions that differ from the Guarantee Conditions defined herein and
an allowance for test uncertainty as defined by the Performance Test Procedures
and calculated in accordance with the ASME Performance Test Codes.

On completion of Thermal Performance Tests of the Steam Turbine Generator, the gross
turbine heat rate shall be determined (taking into account the agreed correction curves)
using the following relationships, unless otherwise agreed (Toshiba may propose any
adjustments in its submitted Test Procedure):

GTHR = [MS x hMS – FW x hFFW + RH x (hHR – hCR)

+ AUX x (hAux – hAuxdrain) + MU x hMU ] / (kWOUT)

Where:

GTHR = Gross Turbine Heat Rate, kcal/kWh

MS = Main Steam flow, kg/h

RH = Reheat Steam flow, kg/h

FW = Feed Water flow, kg/h ( = MS + MU )

AUX = Auxiliary Steam flow, kg/h ( = Zero )

MU = Make Up flow, kg/h

hMS = Enthalpy of Main Steam, kcal/kg

hFFW = Enthalpy of Feedwater, kcal/kg

hHR = Enthalpy of Hot Reheat Steam, kcal/kg

hCR = Enthalpy of Cold Reheat Steam, kcal/kg

hAux = Enthalpy of Auxiliary Steam, kcal/kg

hAuxdrain = Enthalpy of Auxiliary Steam Drain, kcal/kg

hMU = Enthalpy of Cold Reheat Steam, kcal/kg

kWOUT = Generator terminal output after excitation losses, kW

-The following also apply to the performance data;

Performance is measured at the generator terminal less the electrical power supply
to the generator excitation system.

The properties of water and steam for the thermal performance of the STG Plant
are in accordance with the Steam Table of IAPWS-IF97.

TOSHIBA will provide test correction curves in a detailed site specific performance
test procedure during the commissioning phase of the project.

Performance test shall be conducted based on ASME PTC6 method with condensate
flow measuring. Details will be mutually discussed later.

Performance test shall be conducted after F/M removal.

Above performance is based on new and clean condition of the steam turbine. If
more than 8 weeks have elapsed since initial roll before a performance test is to be
conducted, aging correction shall be applied.

According to the ASME PTC 6, measuring uncertainty is unavoidable. Therefore

the measured values shall be evaluated in consideration of those measuring
uncertainty. Consequently tolerance of the same amount of post-test measuring
uncertainty (expected to be +/- 1/3% or larger) shall be applied for test results.
