1.1 How to apply Independent Network Operation Certification?


1. Access to Netcarecloud (https://netcare.huawei.com/p/netcare/index.html#/home)

2. MENU > My Workspace > Network Operation > New Task > IOC Apply

MENU > Network Change > Qualification Management > IOC Apply > My Application

3. Fill up the necessary information as shown below and click apply

f. Approver : will be your supervisor (after approver approve, submit to CS Manager)

“Approver” will be your supervisor. If you cannot find your supervisor name, it means that your
supervisor does not have OWS Account. Please contact respective office admin to create OWS
Account for your supervisor by referring to the attachment below. “Certificate Operator” should
under CS Manager.

g. If you did not fulfill the requirements of “competency level / leased level”, it will have a
warning window to remind you to fill Referrer and remarks.

h. If you did not fulfill the requirements of “History Operate Times”, it will have a warning
window to remind you to fill in the remarks to state that you have not involved in more
than 20 times of operations experience in past 2 years.

i. Ensure you have a valid date for these 3 conditions: “Commitment Exp Date”,
“Certification Exp Date”, and “PPCC Exp Date”, else you will not be able to submit the
request.

Condition Validity Period


Commitment Exp Date (O&M) 1 year from signed the O&M letter
Certification Exp Date (CSC) 2 years from passing the cyber security for service work exam
PPCC Exp Date (PPCC) 2 years from passing the PPCC exam
Remarks:

(1) HQ will refresh the O&M sign-off, Cyber Security for Service Work & PPCC exam
status daily. If you found that your details for the above three conditions is stated as
“Invalid Date” even you have already passed the exams and signed the letter, please
contact office admin to manually adjust it.

(2) The valid end date of Independent Network Operation Certification will follow the
latest Commitment / Certification/ PPCC Exp Date, please make sure you have signed
the letter / completed the exams before it was expired.

1. Access to NETCARECLOUD: (https://netcare.huawei.com/p/netcare/index.html#/home)

2. MENU > Network Change > Qualification Management > My Qualification

4. Select Certification Status: “InProgress”, input the employee ID under “Certification Owner” to
track the application progress and status:

If there is no input/blank in the “Certificate Operator” cell, this refers to the application is
pending on CS / AMS manager's approval. Likewise, if there is no input/blank in the “Approve
Operator” cell, this refers to the application is pending on supervisor's approval.

Remarks:

1. Approve Operator is your supervisor/direct manager and Certificate Operator is IRO CS


Manager (f00340826)

2. There are 3 types of certification status:

Valid – You have a valid independent network operation certification

InProgress – Your application is in processing

Invalid- Your independent network operation certification is invalid

The account registration integrate authorization center, structured the data of


customer account authorization ( 6 elements of account authorization and 8
elements of data authorization)and centralized management of customer account
authorization, supports online customer account authorization application, and
uploads customer authorization files offline to the authorization center.

2.1 How to apply Customer Account in Netcarecloud?


1. Access to Netcarecloud (https://netcare.huawei.com/p/netcare/index.html#/home)

2. MENU > My Workspace > New Task > click Tab “Account Registration” > Fill in template >
Click button “Apply Authorization” > choose option: Offline (file customer auth template)
/Online Approval (system template)

2.1 How to check your application status of Customer Account
