Crime: Non-domestic burglary
SENIOR INVESTIGATING OFFICER BRIEFING

This is a high-profile case with a narrow window to gather and analyse the evidence. The CPS want to bring
this case to trial as soon as possible. In order to ensure we meet the CPS’s deadline, we need to ensure that
all evidence collected is effective and strong enough to hold up in court.

Here is what we currently know about the incident:

 The incident took place over the Easter bank holiday weekend, on the early hours of Sunday morning. We believe
between the hours of 05:00 am and 06:00 am
 Due to the bank holiday, the robbery was not discovered until the Tuesday morning (11-04-23). At 08:46am,
owner Ibrahim De Broch made a call to 999 to report a theft on his premises. He mentioned that the place had
been “ransacked”
 At present, there an estimated value of £40 million worth of lost property. This includes a mixture of cash and pre-
sale jewellery, some storage for private clients and some significant uncut gems which were due to be used in
future jewellery production. One of these was a £1.2 million uncut diamond from De Broch, 17 carats perfect
clarity, these are notably some high profile and significant pieces have gone missing.

We believe there are 3 key locations:

 Location 1: The Castle Pub


o We believe that this was where the planning took place
 Location 2: Diamond Exchange
 Location 3: Blackfriars Tube Station
o The dumping ground we think the vehicle was used during the heist

Below is the believed timeline of events:

 As mentioned, we believe that the Castle Pub was the key planning location for the incident, so we need to be
able to tie all suspects to this location.
 We have tracked the planning of the event back three years ago, due to WhatsApp screenshots we have been
able to obtain. It’s thought that due to the pandemic, the gang were forced to start working more remotely.
Unfortunately, as a result of WhatsApp’s encryption service, there are a lot more messages that we are unable to
access. In the screenshots that we do have access to, the suspects use coded messages, which means we do
not have enough to obtain a warrant.
 On the Sunday morning (09-04-23), we think the group met outside the Castle Pub, where they got into an
unmarked van and drove to the rear of the Diamond Exchange where they were able to force their entry into the
premises.
 There was a new security system installed and the owner, Ibrahim De Broch, was not yet comfortable with using
this system. For this reason, the security system wasn’t fully activated and therefore the silent alarm wasn’t
tripped. The storage space filled (on the CCTV system) and due to this reason, we have no footage of the actual
suspects were able to use a specialist drill bit on the different lock boxes in order to gain access and we think that
72 were hit in total in the main safe room.
 We believe that some or all of the group returned to the vehicle and drove to Blackfriars Station. Here we believe
they ditched the vehicle in a private, long-stay car park which was paid for with cash. Unfortunately, there are no
witnesses who remember anything about who bought the space. The unmarked van was found around 6 days
after the incident, and this was due to the parking permit expiring.

Whilst we are working with a very limited amount of forensic evidence and CCTV, we are confident that there are 4
individuals involved in the gang. In your packs, you’ll find profiles of these individuals which you’ll need to analyse
thoroughly. You’ll also need to deliver an iron-clad case file to the CPS to make sure that the trial is successful,
including looking at the varying strength of evidence to your sergeant.

SUSPECT PROFILE ONE: RUSSELL DAVIS
Age: 56 Gender: Male Family: Wife (Marie – divorced) Son (Owen)
Occupation: Worked as a labourer on a construction site close to Blackfriars Bridge and
recently made redundant
Appearance: 5ft8, grey hair

Russell was a troublemaker at school and didn’t finish his studies, leaving school at 15 without any
qualifications. Despite this, he is very intelligent and ‘street-smart’. When he was skipping school, he
was getting involved with gangs and shoplifting. Russell has a long list of previous convictions from
his gang days and has served time in prison for robbery.
Russel worked as a labourer/construction worker and enjoyed his work; he completed a renovation
of the jewellers in question 3 years prior to the heist. Russel has been on and off out of prison for much of his son Owen’s
life, leading to him and his wife divorcing and sharing custody of Owen. Despite this, Russell has a good relationship with
Owen and encouraged him to ask out his now-girlfriend Aoife, who he had met through connections to the jewellers.
He had recently been made redundant so spent a lot of his time drinking. He has reconnected with a couple of his old
gang friends from his younger days, including Connor Redican; they have been known to frequent the Castle pub
according to the regulars, as well as other pubs local to Blackfriars Bridge, near where Russell’s construction site was
located.

SUSPECT PROFILE TWO: CONNOR REDICAN


Age: 42 Gender: Male Family: Lives alone
Occupation: Works as a self-employed electrician
Appearance: 5ft7, blonde/greying hair

Connor studied hard at school and left with good grades. From there he went on to complete an
electrician apprenticeship. Upon the successful completion of his apprenticeship, Connor became a
fully qualified electrician and worked for a local business as one of their on-call electricians. Despite
performing well in his career and studies, Connor found himself mixing with the wrong crowd and
caught up in several criminal activities. Connor served prison time and as a result of this, was let go
by his employer.
Once out of prison, Connor decided to get back to work but this time, self-employed. Due to being
self-employed, Connor gets discounts to several hardware shop memberships which he uses frequently in his day-to-day
work.
Connor met Russell Davis when they were younger, sharing a connection through the numerous gang members and the
criminal activities in both their backgrounds. They have recently reconnected and have been seen in the Castle pub
drinking together with others.

SUSPECT PROFILE THREE: DAN HARRIS


Age: 32 Gender: Male Family: Mother (Claire)
Occupation: Works as a wedding photographer and delivery driver
Appearance: 6ft2in, medium brown hair, athletic build
Dan Harris studied creative arts and photography at college and went on to work a variety of
different part time jobs whilst trying to promote his own photography business. Dan had to move
back in with his mum, Claire, who is unable to work and relies on Dan financially after an accident
she had a number of years prior.

Dan’s photography business saw a period of success as he was hired to be a photographer for
weddings but due to the growing concerns around the Coronavirus, a lot of Dan’s clients have
postponed or cancelled, leaving Dan without his main source of income. Having to provide for himself and his mother,
Dan now works many jobs to make ends meet, including as a delivery driver, and parcel courier.

Dan’s current financial situation has meant he has been delivering goods to local pubs in and around London. He does
not own his own van, but has access to multiple hired ones through different companies and employers.

SUSPECT PROFILE FOUR: OLIVER REED


Age: 35 Gender: Male Family: Lives with his partner Max
Occupation: Works in technology and security services
Appearance: 5ft6, dark hair
Oliver comes from a privileged background and studied Computer Science at Oxford University.
Once he finished university, he took a gap year and lived in Australia where he met his current
partner, Max. After his gap year, Oliver landed a well-paid job at a global tech company based in
London, which specialises in security systems often found in retail premises.

Oliver and Max ended up moving in together in a spacious flat around London Bridge. Max works for an international
travel and hotel chain which often requires him to travel abroad leaving Oliver at the flat by himself. He met Connor
Redican through a friend of a friend, who recommended his electrical services when Oliver found a problem with his
lighting circuits. Since then, Oliver has frequently used Connor’s services for maintenance and has had him complete
various handiwork jobs around his flat.

Oliver owns a storage unit where additional furniture is stored. Connor has accessed this previously when helping Oliver
move unwanted items from the flat.

9. Pub landlord of the Castle pub has said that he has seen Aoife and Owen drinking with
Russell and Connor leading up the heist. They have been said to be toasting on the last
occasion they were in; they ordered a bottle of prosecco. He is unsure, but this may
have been approximately two weeks prior to the date of the heist. The landlord also
confirmed Dan Harris has delivered goods to the pub on several occasions.

10. Book of handwritten invoice notes and dates for previous work completed by Connor Redican was found in his
house. There were several for Oliver Reed’s London Bridge flat, including rewiring of his attic conversion and
removal services.

11. Russell Davis’s ex-wife has verified his alibi for the Easter Bank
holiday weekend. He claims he spent the evening with his ex-
wife, and that she stayed over with him and watched Netflix. Both
were unsure what programme they watched.
