“Free zones in India are known as Special Economic Zones developed by the Central and State Government as well
as by developers in private sector. Special Economic Zones (SEZs) in India are considered as deemed foreign territory
for the trade operations, duties and taxes. The role of SEZs in India towards sustainable development goal is larger
investment, substantial employment generation, state of the art infrastructure development and growth in industrial
production, resulting in to growth in exports and thereby economic growth of the country”.

Corporate Tax The incentives and facilities ofered to the units in SEZs for attracting investments into the

Electronics; Gems & Jewelry.
“Santacruz Electronic Export Processing Zone (SEEPZ) was set up on 1st May, 1973 as
uni-product EPZ exclusively for manufacture and export of electronic items in an area of
100 acres (which was later increase to 110 acres) of land leased through the Maharashtra
Industrial Industrial Development Corporation (MIDC), Andheri (East), which over the
years has become a land mark of Mumbai. The objective was of (a) accelerating the pro-
gress of electronics manufacturing in India (presumably encompassing the technology
transfer objective) and (b) to take advantage of the growing electronics world market
(export and foreign exchange objectives).
Considering the high potential and the pollution-free nature of Gem & Jewelry Industry,
the Govt. of India decided to permit manufacture and export of Gem & Jewelry items
from SEEPZ during 1987-88, which soon gave a glamorous twist to SEEPZ.
With a view to overcome the shortcomings experienced on account of the multiplicity
of controls and clearances; absence of world-class infrastructure, and an unstable iscal
Observations regime and with a view of attract larger foreign investments in India, the Special Econo-
mic Zones (SEZs) Policy was announced in April 2000. SEEPZ was one of the three Export
Processing Zones converted as Special Economic Zone. 1st November, 2000.
This policy intended to make SEZs engine for economic growth supported by quality
infrastructure complemented by an attractive iscal package, both at the Centre and
the State level, with the minimum possible regulations. SEZs in India functioned from
1.11.2000 to 09.02.2006 under the provisions of the Foreign Trade Policy and iscal in-
centives were made efective through the provisions of relevant statutes.
To install conidence in investors and signal the Government’s commitment to a stable
SEZ policy regime and with a view to impart stability to the SEZ regime thereby gene-
rating greater economic activity and employment through the establishment of SEZs.
The Special Economic Zones Act, 2005, was passed by parliament in May, 2005 and SEZ
Rules, came into efect on 10th February, 2006, providing for drastic simpliication of
procedures and for single window clearance on matters relating to central as well as
state governments.”

“Noida Special Economic Zone set up in 1985 is spread on a 310-acre of land. It provides

NSEZ ofers access to global telecommunication network, uninterrupted power supply

and eicient local transport system. A high capacity Telephone Exchange has been
installed by BSNL in the Zone. Major telecom players like Bharti, Airtel, Reliance, VSNL
etc. are also providing services like data communications facilities in the zone. An inde-
pendent feeder line has been provided for uninterrupted power supply. Customs Wing
ensures prompt and on the spot clearances of export/import consignments. Besides, in-
house Post and Telegraph oice, Sub-Foreign Post Oice, Insurance and banking inclu-
ding ATM facilities, courier service facilities, industrial canteens and executive restaurant
and travel/customs forwarding agencies have been provided. An extension counter of
Punjab National bank to collect Central Excise and Customs duties is also operational.
An Ofshore Banking Unit has also been set up in the processing area to cater to the
needs of the exporters. Apart from above, various facilitators like Bank, CHAs, Eateries,
Communication Service Providers etc. who have been successfully catering to the needs
of the NSEZ units, have been accommodated in the Facilitation Centre within the NSEZ.
Sector speciic Infrastructure for software and Gems & Jewelry units has been deve-
loped. Satellite data link facility required for software exports is available. Highly trained
and qualiied manpower for software development is available in and around Delhi.
Two exclusive complexes have been developed for jewelry units. MMTC has a full-
ledged oice in NSEZ for supply of gold, which also provides packing credit facilities.
Central Warehousing Corporation provides facilitation for handling and storage of
jewelry cargo and services for completion of export formalities such as appraisement,
processing of airway bills and transportation to the Airport. NSEZ has been declared
as an Inland Container Depot (ICD) under the Customs Act, 1962 to facilitate inward/
outward movement of cargo.”

“MEPZ Special Economic Zone is a multiproduct SEZ. The Zone was established as an
Export Processing Zone (MEPZ) in the year 1984. The Zone become operational and ex-
ports commenced during the inancial year 1985-86. The Zone is headed by The Deve-
lopment Commissioner. The Zone by The Joint Development Commissioner and Deputy
Development Commissioners.
Observations
The Zone was converted into a Special Economic Zone (Multi product) in 2003. The
added objective of the SEZ is to facilitate exports through reduction of transaction costs.
To this efect, the Govt. of India, Department of Commerce, has introduced special fea-
tures that includes Of shore Banking Units and Container Freight Stations to be set up
within the Zone besides liberalized Customs procedures.

Cochin SEZ is a Special Economic Zone in Cochin, in the State of Kerala in southwest
India, set up for export- oriented ventures. The Special Economic Zone is a foreign terri-
tory within India with special rules for facilitating foreign direct investment. The Zone is
run directly by the Government of India.
Observations
Cochin SEZ is a multi-product Zone. Cochin is strategically located. It is in southwest In-
dia, just 11 nautical miles of the international sea route from Europe to the Paciic Rim.
Cochin is being developed by the Dubai Ports International as a container transship-
ment terminal with direct sailings to important markets of the world, which could posi-
tion it as Hub for South Asia.

“Falta Special Economic Zone (earlier FEPZ) was set up by the Government of India in
the year 1984. This has now come under the purview of the SEZ Act & Rules with efect
from 10th February, 2006 in terms of Government of India Notiication No. S.O.196 (E)
dated 10.02.2006. The objective have been set as generation of additional economic
activity, promotion of goods and services, promotion of investment from domestic and
foreign sources, creation of employment opportunities, development of infrastructure

Any goods and services exported out of, or imported into, or procured from the Do-
mestic Tarif Area by, a Unit in the Special Economic Zone or a Developer will subject
to certain terms, conditions and limitations as prescribed in Rule 22, Chapter IV of SEZ
Rules, be exempted from the payment of taxes, duties or cess.
Subsequently, two other SEZs were set up. They were MANIKANCHAN SEZ for gems
and jewellery and WIPRO SEZ for IT and ITES. Both of these SEZs are located at Salt Lake,
Sector-V, Kolkata.

In addition to the already set up Special Economic Zones viz. Falta, Manikanchan and
Wipro Sez, some more new SEZs have been approved by the Government of India in
the eastern and north-eastern states of India which are under the jurisdiction of Deve-
lopment Commissioner, Falta SEZ and are in various stages of implementation. Those
are – (1) Integrated Multi Product Zone at Kulpi (2) Leather Complex at Bantala (3) IT/
ITES SEZs in Bantala and Rajarhat (4) Free Trade Warehousing Zone for providing multi
product warehousing services at Haldia (5) Adityapur SEZ for Automobiles and Compo-

“Visakhapatnam, rightly called the 'City of Destiny', is a major industrial center in the
state of Andhra Pradesh. Several industrial units in the public and private sectors are

MIHAN has a very strategic location, as it is located at the geometrical center of the
country and is easily accessible by road, rail and air. This is the only multi product Special
Economic Zone which is adjacent to an existing international airport. MIHAN SEZ has
already become opera-tional, and is spread over an area of more than 1382 Ha.
A number of leading IT Companies Like Infosys, TCS, WIPRO, Tech Mahindra and HCL
have taken land for their centres, while IT parks are being developed by large corporate
like DLF, Shapoorji Pallonji and L&T. Companies like Hexaware BPS, TAL and Lupin Phar-
ma (Trial Drug Formulation) have already started exports from MIHAN SEZ whereas TCS
Observations and Air India-Boeing are going to start their operations very soon.
In MIHAN SEZ total area allotted is around 510 ha to 54 companies out of which 15
companies tie in diferent phase of operation. A total in-vestment made by MADC &
investors is around 4500 Crs and direct and indirect employment generated is around
6000. The cumulative Ex-ports have touched around 115 Crore. There are many poten-
tial compa-nies have expressed setting up their units in MIHAN.
MIHAN SEZ is a platform for export oriented companies, is a multi-product SEZ, which
is already operational spread over an area of more than 1597 Ha. and boasts of quality
infrastructure like 6, 4 and 3 lane roads, telecom system using optic iber cable, water
supply - both pota-ble and for other uses, storm water drainage, sewage etc.

location and infrastructure beneits provided in MIHAN. Seven Companies along with
the oice of Maharashtra Airport Devel-opment Company (MADC) and Development
Commissioner and Utility services are located in Central Facility Building. Caliber point
(Hex-aware Group) and TAL manufacturing Solutions have completed their 1st phase of

SP infocity (Kolland Developers) have completed part construction. Boeing jointly with
Air India has completed project expected to start operations by March 2015. They have

of around 500 crs. Mahindra Tech (Satyam) has started the civil work and Infosys plan to

budget allocation of around 250 Crs. Lupin Pharma has commissioned the plant with an
