What is his consideration about learning a foreign language at earlier stage? Does he support that?

What seems to be the existing problems if a given government implements this policy?

David is not opposed to the idea of introducing English to elementary school students. However, it
needs to be carefully planned, adequately supported, and resourced, and closely monitored and
evaluated, because if not, it would most likely be counterproductive.

There seems to be an issue in which the government does not want to provide adequate funding for
the implementation of the policy. In a number of countries, elementary teachers are positioned as
English teachers with lack of training, resources, or support. Another thing that is apparent is the
notion that “if you can speak the language, you can teach it”. All of these factors hinder the ability of
teachers, curriculum developers, and material writers to design, deliver, and evaluate effective
language programs.
