1 General provisions and explanations of the procedure

1.1 Introduction and overview of the PQ conditions

The present document describes the requirements that have to be met in the prequalification
procedure ("PQ procedure") of the German TSOs for a successful completion of the procedure. SO
GL only uses the term prequalification with regard to the prequalification of reserve units ("RE") and
reserve groups ("RG"). The PQ conditions of the German TSOs include requirements for RE / RG

A control reserve provider must set up at least one pool for each type of control reserve that it
wants to market. Regardless of the type of control reserve, the composition of a pool must
remain unchanged for a quarter of an hour; it may be changed every quarter of an hour, taking

A change in the composition of the pool must not lead to undesired effects on the quality of the

1.3 Handling changes in the composition of reserve units


or groups

Article 155 paragraph 6 lit. b (FCR) resp. Article 159 paragraph 6 lit. b (FRR) SO GL stipulate

A change in the composition of an RE or RG requires a new prequalification. In this case, the
