ON JANUARY 14, 2022 IN THE TEMPORARY MUNICIPAL HALL OF SULTAN

PRELIMINARY MATTERS

1. The meeting of Local Peace and Order Council was called to order by the
Hon. Mayor Jamel Bacaraman Kurangking at 10:55 in the morning.
2. Opening Prayer- by the Hon. Langco A. Ramal and followed by the
Singing of the National Anthem.
3. The head secretariat reported that based on the attendance all Council
Members were present.
4. As the Council was in quorum, the Chairperson open the floor for
deliberation.

AGENDA FOR DISCUSSION:

1. Updates on Peace and Order

The Chairman decided that updates on Peace and Order be discussed


first for the fact that as the National and Local election is near
approaching, there were reports of harassment by other contenders
which leads to conflicts, thus a strategy must be laid ahead to minimize
possible conflicts between and among contenders. In this regard, it was
agreed upon members to conduct a Peace Talk between opposing parties,
it would be held before the end of March.

2. Crime status reported by the PNP

The SB Chairman on Peace and Order then ask the PNP


representative to enlighten the council on the crime rate for the past six
months. As being obliged, PSSg. Derico ask the investigator to present
the data they gathered, in which Lanao Del Sur have the lowest reported
cases though negative issues that triggers panic for the public was
circulating the social media, thus they advise the council to help in
enlightening the residence of the municipality not to believe everything
they see posted but rather have the courage to verify facts with the
authority.

3. Preparation of Accomplishment Report for CY 2021

The head secretariat then presented the Accomplishment report and


ask the council to review the said report for finalization, as there is no
correction, it was then presented to the chairman for approval.

4. Preparation for functionality audit for previous year performance

The chairman then requests for the council to help in preparing the
data or any documents that would be presented during the functionality
audit of the MILG field office.
As all agenda has been addressed, the meeting was adjourned at
12:43 MN.

2. Opening Prayer- by the Hon. Langco A. Ramal and followed by the
Singing of the National Anthem.
3. The head secretariat reported that based on the attendance all Council
Members were present.
4. As the Council was in quorum, the Chairperson open the floor for the
deliberation of agenda.

AGENDA FOR DISCUSSION:

1. Walk for Peace

Since it MSWDO Saipoden’s proposal to conduct a “Walk for Peace”,


she presented her activity design in which she re-iterated that the said
activity would be led by the Council together with the Solo Parents and
4Ps beneficiaries and other Women’s Organization within the
municipality. She stated that the said activity aims to promote a peaceful
election to stop the disagreement between contenders which leads to
violence and conflicts that affects not only the politicians but the
residence as a whole. It then agreed that the walk for peace will be held
on April 21, 2022.

2. Settlement of Feuds between two families in Lumbac and


Bacayawan

After the presentation of Ms. Saipoden, it was then followed by Ms.


Bacaraman of the Bacayawan Empowered Women proposed that the
Council should help the “Peace Makers” in raising the fund for the
settlement of feuds, since election is approaching many politicians would
gladly support the advocacy. The Council then agreed to assign Mr.
Abdulhamid to do the Solicitation.

3. LPOC CONFIRMING THE CIVIL SOCIETY ORGANIZATIONS SELECTED


AND THEIR REPRESENTATIVES AS MEMBERS OF THE MUNICIPAL
PEACE AND ORDER OF SULTAN DUMALONDONG

The August body under the motion of MSWO Norsalimah Saipoden


raised to the body the impeding need for the confirmation of Civil Society
Organization to confirm the presented list of CSOs for legitimacy of their
organizations and be accredited by the members of the MPOC especially
the chairman. It was presented by the MSWO and then after being
deliberated for its confirmation through an LPOC Resolution. With the
affirmation of the body, it was thereafter confirmed. The resolution shall
be forwarded to the SB for its approval on their April 18, 2022 Session.

4. Other important matters


Due to a reported incident at barangay Somalindao, the meeting was
adjourned earlier for the Council Leaders to address the said issues. The
meeting was adjourned at 12:08 NN.

PRELIMINARY MATTERS

1. The meeting of Local Peace and Order Council was called to order by the
Hon. Mayor Jamel Bacaraman Kurangking at 10:45 in the morning.
2. Opening Prayer- by the Hon. Sebedin L. Umpara and followed by the
Singing of the National Anthem.
3. The head secretariat reported that based on the attendance all Council
Members were present.
4. The previous minutes was presented to the Chairman for approval since
last meeting was adjourned earlier without finishing all the agenda.
5. As the Council was in quorum, the Chairperson open the floor for the
deliberation of agenda.

AGENDA FOR DISCUSSION:

1. Lawless elements in Barangay Malalis and Sumalindao

As Mr. Barauntong reported that there are speculative talks regarding armed men
traversing the forest part of Malalis and Somalindao, the council deliberated on what
precautions should be made to stop that said activity for it would endanger the
Municipality’s Peace and it would also trigger the trauma suffered by the residence of
the said barangays during 2018 where a Maute Group has been killed during a
shootout. As the deliberation ended, it was agreed that it must be reported to the
higher authority for the PNP personnel could not act on such issue since they were
outnumbered.

2. Less number of PNP in the area due to sudden detailing of officers to other
Municipalities

The PNP representative was then ask of their number and he stated that they were
26 originally but other officers were detailed in other areas which results to having
only 12 including their deputize chief of police, thus acting upon on the issue
mentioned above would be futile, thus it was then agreed by the council that a request
must be made to the Provincial headquarter to recall the detailed personnel or be
replaced by others.

3. Intermittent gun firing of some civilians in Barangay Bacayawan

The chairman then inquires about the incidence of firing within barangay
Bacayawan and it was then agreed by the Council to call upon the Barangay
Chairman to explain that occurrence. With the agreement of the Council since
the chairman failed to appear due to previous commitment, it was then ordered
by the Mayor that investigation be conducted and reprimand those that
violates the Order.

barangays

5. Schedule of the next meeting: November 15, 2022.


As all issues have been addressed the meeting was adjourned at 11:48
AM.

PRELIMINARY MATTERS

Hon. Mayor Jamel Bacaraman Kurangking at 1:05 in the afternoon.
2) Opening Prayer- by the Hon. Sebedin L. Umpara
3) The head secretariat reported that based on the attendance all Council
Members were present.
4) As the Council was in quorum, the Chairperson open the floor for the
deliberation of agenda after explaining why the meeting was moved in the
afternoon.

AGENDA FOR DISCUSSION:

1. Presentation of New Executive Order for the LPOC Composition &


Introduction of new Council members.

The new members though they already attended the previous meeting,
they were asked to introduce themselves and what position are they
holding in the council as it was only today that their participation has
been official.

2. Updates on Peace and Order situation within far flung barangays

It was agreed by the council that updates on Peace and Order


situation within far flung barangays be discussed first for preparation of
Action Plan would take time as it was also the cause why the meeting
was moved in the afternoon.

The 3 barangay kagawads (SB Chair on POC) were summon for an


update on the circulating issues of traversing armed men within their
barangays, they stated that only hunters could be seen within the forest
part and yes they were armed but not with riffles but an improvised
ammo that is used for hunting, thus those circulating rumors were false
and that it was peaceful within their area.

3. Preparation of Action Plan for CY 2023

As Mr. Asum already prepared a draft for the Action Plan CY 2023,
the Council only suggested few revisions and then it was finalized since
Mr. Asum was the LPOC Focal and at the same time the MPDC of Sultan
Dumalondong, moreover he also stated that he submitted a copy to the
MBO for partial budgeting, thus after the minor revisions the said Plan
was then forwarded for approval.
