ENERGY CONSERVATION ACT 2001

• Government of India enacted the energy conservation act, 2001 (no 52 of


2001, 29th September 2001) and became effective from 1st March, 2002.
• The Act Provides:
➢ For institutionalizing and strengthening delivery mechanism for energy
efficiency programs in the country.
➢ Framework for the much-needed coordination between various government
entities.
➢ Legal framework, and a regulatory mechanism at the Central and State
Government levels.
• Bureau of Energy Efficiency has been set-up as Central Agency for
implementation of the EC Act-2001 under Ministry of Power, GOI in 2002.
• PEDA has been declared as State Designated Agency for implementation of
EC Act-2001 in the state of Punjab under the guidelines of BEE in 2005.

ECBC 2017 Launched on 19th June, 2017
• Latest version as ECBC-2017 launched by
Ministry of Power.
• The vision is to create Net Zero Energy
Buildings in India.

• ECBC-2017 is applicable to new commercial


buildings having connected load of 100kW or
above, and contract demand of 120kVA or
above.

• ECBC-2017 includes 3 versions i.e., ECBC,


ECBC+ and SuperECBC.

• The target is to save 30-50% energy saving

SUSTAINABLE ARCHITECTURE

• It seeks to minimize the negative environment impact of buildings by


efficiency and moderation in the use of materials, energy and development
space.

• Sustainable Architect uses a conscious approach to energy and ecological


conservation in the design of the build environment.

• Green building is the practice of increasing the efficiency of buildings and


their use of energy, water, materials and reducing buildings impacts on
human health and the environment through better sitting, design,
construction, operation, maintenance and removal taking into account every
aspect of the complete building life cycle.

ENERGY BALANCE THROUGH NET METERING
INCENTIVES

• Incentive of 15% Rebate in property tax shall be granted to the building till the time
building is Punjab ECBC compliant.
• Incentive under other rating systems:
➢An incentive of additional FAR upto 10% shall be granted free of cost to the buildings
on submission of “Green Building” certificate from IGBC/GRIHA/LEED rating agencies.
➢This incentive shall be applicable to the Residential and non-residential buildings on
plot sizes above 100 sqm. (120 sq. yards)
• Department of Housing & Urban Development has notified the Punjab Urban
Planning and Development Building Rules, 2018 vide notification dated 29.06.2018
incorporating mandatory use of Punjab ECBC and Roof top Solar PV installation.

PERFORM ACHIEVE AND TRADE SCHEME (PAT)

• Perform Achieve & Trade (PAT) Scheme is one of the initiatives under
National Mission on Enhanced Energy Efficiency (NMEEE) notified
dated 30th March, 2012.

• It is a market based mechanism which is designed to accelerate the


energy savings in large energy intensive industries (designated
consumers) by incentivizing the savings through energy saving
certificates (EsCERTs) that could be traded. Total 40 DCs in Punjab.

• The industries who overachieve their targets will be issued EsCERTs


and the industries who underachieve their targets will levy penalty as
per EC Act-2001.

• PEDA has established Energy Information Centers (EIC) PEDA Office,

Proposed Revolving Investment Fund (RIF) Scheme
• PEDA has formulated a scheme for providing Financial Assistance to Public Agencies desirous of availing
the benefits of the Scheme at 0% financial cost.

• Municipalities / departments / boards / corporations or any other Public Agency of Central / State
Government desirous of availing financial assistance on repayment basis, can apply to PEDA for availing
the same.

• Sectors covered:
• Common area lighting/ Street lighting
• Energy Efficiency in Drinking Water Pumps
• Energy Efficiency in Buildings
• The Scheme proposed to provide financial assistance of Rs. 100 lakhs to each of the above sectors
Proposed Revolving Investment Fund (RIF) Scheme
• The scheme shall provide financial assistance upto Rs. 25 Lacs to each public agency for both existing and new
projects.
• The financial assistance provided under the scheme shall bear no interest and the sanctioned amount shall include
all administrative & preparatory expenses for the implementation of Investment Grade Energy Audit (IGEA).
• Implementation Period: 6 months extendable upto 9 months with approval of PEDA. The financial assistance is
recoverable in equal annuity installments.
• Tenure: 36-60 months; Public agency have the option to pre-pay the amount
• Moratorium: Till completion of implementation
• Repayment: PEDA may seek post dated cheques/ bank guarantee (unconditional & irrevocable) equivalent to
100% of the value of financial assistance or through Escrow mechanism.
• Penalty for Delay:
➢ Delay in implementation by the public agency, penalty will be charged @1% per week for every subsequent
week upto maximum of 10%. In case of delay beyond 10 weeks of scheduled implementation period or extended
period (as the case may be) the entire disbursed amount shall become payable by Public Agency to PEDA
immediately along with 18% penal interest compounded monthly from the date of disbursement until the entire
amount is remitted / returned to PEDA.
➢ Delay in payment of installments by the public agency, penalty will be charged on unpaid amount at 18% per
annum compounded annually.

• RIF Agreement: Public agency shall sign RIF agreement with PEDA in the specified format on stamp paper of Rs.
500/-
