NARRATIVE REPORT

Project Name: TYPHOON RAI (ODETTE) EMERGENCY RESPONSE

Typhoon Rai, known in the Philippines as Super Typhoon Odette, was a powerful
and catastrophic tropical cyclone that struck the Philippines in December 2021.
Typhoon Rai entered the Philippine Area of Responsibility (PAR) by the night of
December 14, where the Philippine Atmospheric, Geophysical and Astronomical
Services Administration (PAGASA) named it “Odette”. While approaching the
Philippines, Typhoon Rai (Odette) unexpectedly rapidly intensified into a Category 5
super typhoon just before its first landfall across the Island of Siargao traversing
the rest of the Visayas Island and exiting into the Sulu Sea.

As Typhoon Rai (Odette) pounded the Philippines, heavy rainfall and strong and
gusty winds impacted several areas around the storm’s path. Many areas across the
Visayas Island lost electricity with several provinces and areas being deprived
further of communication services. Downed trees obstructed many roadways, and
flooding was a major problem across the affected regions, particularly Province of
Bohol, where the storm was described as “one of the worst for the province”.

Many provinces were reported to be completely damaged and appealed for aid.
Provinces of Cebu, Bohol, and Leyte also pleaded for help from the government due
to the damages Typhoon Rai (Odette) brought to the areas. A state of calamity has
been placed to these mentioned provinces. In total, damages made by Typhoon Rai
(Odette) in the Philippines were estimated to $1.02 Billion (₱51.8 Billion). 1

Typhoon Rai (Odette) felt its strong and gusty wind and rain in the Province of Cebu
by the night of December 16, 2021. People had barely slept that night as intense
winds shook the houses, buildings, and apartments. There were loud noise of
explosion (electric transformer), and everything went dark. Chaos rang outside, in
the streets and neighbors, but it was difficult to see anything only chaos noise.
Windows shattered. Metal sheets on rooftops were like clapping loudly. The winds
shrieked in unison with street animals. There was nothing people could do due to its
full darkness but only praying for protection for themselves and to their loved-ones
anywhere.

The morning after, it was then visible to everyone the disastrous effect of Typhoon
Rai (Odette) in the community. Devastated rooftops of the houses and buildings,
electrical post tumbled down with its wirings scattered everywhere, and big trees
fell down gave obstruction to roadways. Agriculture livelihoods were fully damaged.
After the Typhoon, Lamac Multipurpose Cooperative (Lamac MPC) Management
visited the members to look over their current situation and, indeed, the damage
was humongous as their houses and livelihood were affected. With this scenario,
Lamac MPC immediately acted upon for relief to the members’ most basic needs.
Lamac MPC distributed food reliefs and Galvanized Iron (GI) Sheets for their initial
beginning in recovery and restoring their houses.

There were about 1,630 beneficiaries received Corrugated GI Sheets for their
immediate needs of shield and initial repair to their damaged rooftops in the
Municipality of Pinamungajan.
Food reliefs were also distributed in the Provinces of Cebu, Bohol and Leyte. Food
reliefs were packed containing 3 kilograms of rice, 3 cans of sardines, and 3 packs
of noodles as immediate commodities available for the need of food on the table of
each household. In Cebu Area, there were 1,400 beneficiaries. In Bohol Area, there
were 1,500 beneficiaries. And there were 1,300 beneficiaries in Leyte Area.
