 Emergency Action Plan
1. Introduction-

The Emergency Action Plan (EAP) is to aid in handling site emergency in order to minimize injury and
losses. The EAP is only a general plan to follow in case emergencies and alterations can be made,
depending on circumstances of the emergency.
Mandatory Requirement:- Building & Other Construction Workers (regulation of Employment &
Condition of Service) an employer shall ensure at a construction site of building or other construction
work that in building worker are employed at such construction site emergency action plan to handle the
emergencies like –
a) Fire and explosion,
b) Collapse of lifting appliances and transport equipment
c) Collapse of building, sheds or structure, etc.
d) Gas leakage or spillage of dangerous goods or chemicals
e) Drowning of building workers ,sinking of vessels, and
f) Landslides getting building workers buried, floods ,storm and other natural calamities, is prepared
and submitted for the approval of the chief inspector

2. Objective-
In the event of an emergency this plan is designed to initiate a management control procedure to
enable key personnel to effectively manage emergencies and achieve the following objectives
 Evacuation of non-essential personnel to a safe area
 Account for all personnel on site at that time
 Alert emergency services and provide subsequent support
 Establish control centres and a communication network
 Control the incidents
 Liaise with the emergency services to ensure timely & appropriate initiation of the emergency plan
 Establish training & update emergency preparedness

Emergency Rescue Team Responsibility

Emergency Controller-

Incident Controller responsibilities may include:

 Activate the Emergency Response team
 Appoint a Safety Officer
 Activate additional response contractors and local resources
 Evaluate the Severity, Potential Impact, Safety Concerns, and Response Requirements based on the initial
information provided by the First Person On-Scene
 Confirm safety aspects at site, including need for personal protective equipment, sources of ignition, and
potential need for evacuation
 Communicate and provide incident briefings to company superiors, as appropriate
 Coordinate/complete additional internal and external notifications
 Communicate with Emergency Response Team, as the situation demands
 Direct response and clean-up operations

Rescue Team Head-

He will reach immediately at affected site after getting the communication. On the basis of severity of
incident he will immediately,
Inform the correct picture of incident to the Emergency Controller & Security Officer at main gate by
telephone / Cell Phone.
Send the messenger about the fire, location & equipment involved immediately.
Cordon off affected area
Try to control the situation with ERT team.
After physical verification along with Site Control, send / communicate the information on “Emergency
under control”.

RESCUE TEAM
The team members shall reach to the incident location after getting the
information. The rescue team will ensure that:
 Understand the location of the emergency & locations of emergency exits
 The emergency doors are open & accessible to evacuate the Shop Floor Colleagues & guide
the shop floor colleagues to evacuate from the site by safe exits.
 The head count is taken and if necessary start the search operation for missing person/s
 Every member of team uses the required Personal Protective Equipment while operation is going
on.
 Smooth rescue operation by either by the use of Man Lift, Two man lift method or by using the
foldable stretchers available at site Occupational Health Center (OHC) /First Aid Centre

3.1 Any person discovering fire or other emergency, such as fall of
Person, earth quake and injuries to person that have occur, damage to
Property or likely to occur or any other abnormality he will call to
Emergency vehicle and first aider and also at the same time he will
contact with emergency controller then emergency controller operate the siren immediately then he
will contact to rescue team and higher authority .rescue team will do their individual/group responsibility
.head count will be done at assembly point and after that project manager will give the all clear massage
for permission to start the work
3.2 Security guard &responsibility -
after hearing emergency siren security person will look that no one is allowed to go out from site or no outsider
will come inside the site at time of emergency until & unless further instruction given to them by safety officer.

4. Guidelines for Worker

A. Follows the instruction of supervisor
B. Switch off all machines and immediate stop the work
C. All the people will go at assembly point only by safe path which is

E. Crawling done during smoke region in case of fire
F. Use wet blanket in case of fire

G. Don’t jump from height
H. Don’t run but walk normally
I. Reach the Assembly point –Near Store Area

5. What to do in case of emergency

A) Fire:-
J. Any person discovering fire, firstly he should call emergency vehicle and first aider at the same time call
emergency controller.
K. After receiving the call , emergency controller communicate to rescue
L. Team Head, team head tell to team member for reach at location, emergency controller also operate the
M. Siren & communicate to Project Manager
N. Electrician wills de energized all
O. Electrical connection as they heard
P. Emergency siren
Q. Mean while rescue team member extinguish
R. The fire and send the people at Assembly point
S. Security person will look that no one is allowed to go out from site or
T. No outsider will come inside the site at the time of emergency until &
U. Unless further instruction given to them by safety officer
V. After clearance from Project manager work will start normally

B) Fall of person
 If a person falls from height, the supervisor of that area will immediately call emergency vehicle and
first aider at the same time he call to emergency controller.
 After receiving the call, emergency controller communicate to rescue
 Team head, team head will call to rescue team member and tell them for reach at location, Emergency
controller also operate the siren and communicate to higher authority
 First aider will give first aid to victim
 Then the rescue team members will
 Move the victim into emergency vehicle.
 And send to hospital for further treatment.
 Other rescue team member will control the worker and send the worker at assembly point
 Security person will look that no one is allowed to go out from site or
 No outsider will come inside the site at time of emergency until &
 Unless further instruction given to them by safety officer
 After clearance from Project manager work will start normally

C) Electrical.
 If electrical sock occurs due to electrical short circuit, nearby person/supervisor will Cut –Off the main
supply
 Then call Emergency vehicle and first aider at the same time he will call to Emergency
controller .Emergency controller communicate to rescue team head, rescue team head will call to
rescue team member and tell them for reach at Location. Emergency controller also operates the siren
and communicates to higher authority.
 First aider will give the CPR to victim & send to hospital

 The rescue team will evacuate all persons and guide them to safe place Away from the danger of
electrical hazard.
 Security person will look that no one is allowed to go out from site or no outsider will come inside
the site at time of emergency until & unless further instruction given to them by safety officer
 Head count will be taken to see if any person is missing.
 Work will be resumed after taking permission from senior management .
D) Earth quake
 If there will be a earth quake on site any person shall contact to emergency vehicle and first aider and
emergency controller .emergency controller communicate to rescue team head ,team head will call to
rescue team member and tell them for reach at location , emergency controller also operate the siren
and communicate to higher authority
 Always observe nearest escape point, staircase wherever you are inside any building and try to reach
nearest assembly point after hearing the sound of siren.
 All people from rescue team will move immediately to site and help workers and other staff for safe
evacuation & guide them to move on safe path.
 Security person will look that no one is allowed to go out from site or no outsider will come inside the
site at time of emergency until & unless further instruction given to them by safety officer.
 Remaining people from rescue team will check the site for any person who is in situation of danger.
 Electrician will do de energized all electrical connection as they heard the siren sound for emergency.
 Headcount will be done by admin officer (rescue team member) at assembly point
 Security person will look that no one is allowed to go out from site or no outsider will come inside the
site at time of emergency until & unless further instruction given to them by safety officer
 As all situations are under control after earth quake stop rescue team member will observe the site
and Project Manager will give clearance for start the work
E) Collapse of wall/ structure
 If a wall or heavy structure collapses the supervisor in that area will call emergency vehicle and first
aider and emergency controller. Emergency controller communicate to rescue team head, team head
will call to rescue team member and tell them for reach at location . Emergency controller also
operate the siren and communicate to higher authority
 Emergency rescue teams will be activated in that area.
 Rescue team will rescue the person who is caught in between the debris and assemble all.
 First aider will give treatment to victim and send to hospital for further treatment.
 Other rescue team member rescue the people at assembly point
 Head count will be done at assembly point
 After getting clearance of Project Manager, normal work will be start .
F) Snake bite.
 If a snake bite occurs to a person, the nearby person /supervisor who will call emergency vehicle and
first aider at the same time he will call to emergency controller .Emergency controller will
communicate to rescue team head ,rescue team head will call to rescue team member and tell them
for reach at Location . Emergency controller also operate the siren and communicate to higher
authority
 Emergency rescue team will be activated in that area.
 They will assemble all the other persons in emergency assembly area.
 First aider will give the first aid treatment & Victim will send to hospital for further treatment
immediately
 Security person will look that no one is allowed to go out from site or no outsider will come inside the
site at time of emergency until & unless further instruction given to them by safety officer.
 When the emergency is controlled and the situation is handled. Emergency over will be declared by
Project Manager.
 All will resume duties as normal after getting clearance of emergency over.
G) Floods

 If floods occurs due to heavy rains
 All the emergency team in all areas will be activated.
 The rescue teams will assemble all the persons in elevated area.
 Persons caught in deep waters will be rescued by rescue team with help
 Of rope and inflated rubber tubes.
 Security person will look that no one is allowed to go out from site or
 No outsider will come inside the site at time of emergency until &
 Unless further instruction given to them by safety officer
 Head count will be taken to see if any person is missing at elevated area
 Work will be resumed with permission of senior management only after confirmation of safe
condition
H) Hurricane.
 If hurricane occurs due to heavy wind flow emergency will be declared by siren.
 The emergency team will be activated in all areas.
 The rescue team will evacuate all persons and guide them to a safe place away from the danger of
hurricane & assembled at safe place.
 Security person will look that no one is allowed to go out from site or no outsider will come inside the
site at time of emergency until & unless further instruction given to them by safety officer
 Clearance will be taken from government agencies.
 Work will be resumed after taking permission from senior management.
