THE number of local councils will be slashed from 26 to 11 it emerged yesterday evening as the assemblys Programme for Government was revealed to MLAs. THE murder of a nine-yearold girl 30 years ago was described yesterday as every parents worst nightmare at the trial of her alleged killer. Patricia Cardy said Jennifer had been cradling her baby sister Victoria moments before she pedalled off on her new bike on the short trip from which she would never return. Mrs Cardy described her daughter as a very thoughtful little girl as the trial of the man accused of kidnapping and murdering her 64-yearold Robert Black began at Armagh Crown Court yesterday. Crown prosecutor Toby

Hedworth said a police trawl through old accounts and company records had established Black was in the vicinity of Jennifer Cardy the murder. Mr Hedworth said child murders in the UK were extremely rare, and even rarer in Northern Ireland. That little girl never got to her friends, he told the jury of nine women and three men. Somewhere along the way every parents nightmare occurred. She was abducted, sexually assaulted and killed. See page 3
