HCS students meet or exceed state proficiency

levels in 79% of measured areas on TCAP
testing

CHATTANOOGA, Tennessee- Hamilton County students achieved at or

above statewide proficiency levels in 22 of 28 tested areas during the
2022-23 school year according to TCAP data released by the Tennessee
Department of Education (TDOE) this afternoon.

Hamilton County Schools (HCS) student data from 2022-23 shows our
students performed above the state average in 79% of test areas,
including English Language (ELA), Math, Science, and Social Studies.

“It is powerful to see the hard work and dedication of our students and
teachers reflected in this year's data,” said Hamilton County
Superintendent Dr. Justin Robertson. "The first commitment in our
Opportunity 2030 strategic plan is ‘Every Student Learns.’ We recognize
the importance of testing data as a benchmark for academic growth,
along with continued engagement at a school level. This year we are
pleased our data reflects increased gains for historically underserved
student groups. In our strategic plan, we recognize ‘Every Student,’ and
it is encouraging to see the growth of all students in Hamilton County.

Three positive areas within 2022-23 HCS testing data are historically
underserved student growth, third-grade ELA proficiency, and mastery
achievement growth. While students met state standards, the data also
showed growth in the number of students achieving level four mastery
in many subject areas. As HCS concluded the third year of a newly
adopted ELA curriculum, the district earned a 40.6% proficiency in
third-grade ELA. This is the first time HCS has reached over 40%
proficiency since the new ELA standards and reflects the implemented
curriculum's success. Additionally, the State data indicated a significant
improvement in performance across our historically underserved
populations.

"As a district, we are proud to see continued improvement of our

students' academic success," said Hamilton County Schools Deputy
Superintendent Dr. Sonia Stewart. "Student achievement for the year is
a testament to our Academic Press and Personalization Framework. As
our district works to create life ready graduates, we will maintain our
dedication to worthwhile tasks and rigorous content."

Two areas of significant mastery include high school English II, showing
a 14.8% increase over 2021-22 data, and third-grade science, increasing
by 9.1% over last year. While there are still areas of improvement for HCS,
testing data shows increased achievement of Hamilton County
students over the rest of the state in many areas.

Finally, Hamilton County students showed higher proficiency in ELA

(1.5% higher), Math (2.0% higher), Science (1.6% higher), and Social
Studies (2.4% higher) across all grades than the overall performance of
the state.
