Country: France

The problem of the constant flow of tourists in the EU countries affects the vulnerable segments of
the population, most of the budget is spent on the development of tourism infrastructure and
business development. The flow of tourists contributes to the spread of diseases such as dengue,
chikungunya and Zika.

2. Identify moderated caucus topics and write them down.

1.Disease-carrying mosquitoes are spreading through Europe. Tiger mosquitoes are now found in
more than half of France. A2020 report by the French parliament warned their spread poses "a
major health risk" for decades to come. The fight against tiger mosquitoes has taken a more serious
turn in Asian regions where they’re endemic. Experiments aiming to infect them with a specific type
of bacteria and sterilise the females have yielded encouraging results in China.

2. Strengthening Vaccination Strategies:

Ensuring equitable access to vaccines and addressing vaccine hesitancy.

Enhancing public awareness campaigns on vaccine importance and safety.
Collaborating with international organizations for vaccine procurement and distribution.
Improving Healthcare Infrastructure:

3. Enhancing healthcare facilities and resources for infectious disease prevention, detection, and
treatment.
Investing in healthcare workforce training and capacity building.
Addressing healthcare disparities to ensure equal access to care across regions.
Enhancing International Cooperation:

4 .Strengthening cross-border collaboration on disease surveillance and information sharing.

Establishing global frameworks for coordinated response to infectious disease outbreaks.

Promoting international partnerships for research and development of vaccines and treatments.

5. Effective Public Health Messaging:

Developing clear and consistent public health messaging on preventive measures.

Countering misinformation and addressing vaccine-related controversies.

Engaging with diverse stakeholders, including media and community leaders, for effective
communication.

6. Antimicrobial Resistance (AMR) Mitigation:

Implementing antimicrobial stewardship programs to promote responsible use of antibiotics.

Strengthening infection prevention and control measures to reduce the spread of resistant pathogens.
Supporting research and development of new antibiotics and alternative treatments.5.

National Health Security Measures:

a. Strengthening Healthcare Infrastructure:

Increase investment in healthcare infrastructure, including the establishment of specialized

infectious disease treatment centers and laboratories equipped with advanced diagnostic
capabilities.
Enhance healthcare workforce training and capacity building, particularly in areas of infectious
disease management, epidemiology, and public health emergency response.
b. Robust Surveillance Systems:

Improve national surveillance systems for early detection and monitoring of infectious diseases,
including the establishment of a centralized database for real-time data collection and analysis.

c. Strengthening Vaccine Strategies:

Develop a comprehensive national vaccination strategy that includes ensuring equitable access to
vaccines, promoting vaccination campaigns, and addressing vaccine hesitancy through targeted
education and awareness programs.
Collaborate with international partners and organizations to enhance vaccine research,
production, and distribution, while safeguarding France's vaccine supply for domestic needs.
International Cooperation:

a. Collaborative Research and Development:

Foster partnerships with international research institutions, pharmaceutical companies, and

vaccine manufacturers to accelerate the development of new vaccines, treatments, and diagnostics
for infectious illnesses.
Establish joint research programs to share expertise, resources, and data, focusing on emerging
infectious diseases, antimicrobial resistance, and surveillance methods.
b. Strengthening Global Health Governance:

Actively participate in international health organizations, such as the World Health Organization
(WHO), and advocate for the development of robust global health frameworks to coordinate
responses to infectious disease outbreaks.
Support the establishment of an early warning system for rapid sharing of disease-related
information, best practices, and timely response coordination.
c. International Aid and Capacity Building:

Provide technical and financial assistance to developing countries, particularly in regions

susceptible to infectious disease outbreaks, to strengthen their healthcare systems, surveillance
capacities, and emergency response capabilities.

Committee: WHO

Agenda: Combating and controlling the spread of contageous diseases (infections)

Country: France

Delegate: Aueleisina Aidana

Honorable Chairs, fellow Delegates,

The French Republic recognizes the importance of

combating and controlling the spread of
infectious diseases and is committed to
working with the World Health Organization and
other countries to address this critical issue. As a
delegate for the French Republic, I would like to share
our policies and initiatives aimed at preventing
infections and reducing antibiotic resistance.

France has developed a comprehensive National Strategy for Preventing Infections and
Antibiotic Resistance for the period 2022-2025, which focuses on four key areas:
prevention, diagnosis, treatment, and research. However, despite our efforts, we still face
significant challenges in the fight against infectious diseases, and we recognize the need
for global cooperation and coordination.

One of the main problems we face is the overuse and misuse of antibiotics. This leads to
the development of antibiotic-resistant bacteria, which pose a severe threat to public
health. To address this issue, France has implemented a national campaign to reduce the
use of antibiotics and promote responsible use. We have also established a national
surveillance system to monitor antibiotic resistance and promote appropriate prescribing
practices.

Another problem is the spread of infectious diseases in vulnerable populations, including

refugees, migrants, and people living in poverty. France recognizes the need to provide
equitable access to healthcare and ensure that vulnerable populations have access to
preventive measures, such as vaccination campaigns and education on hygiene and
sanitation.

In terms of policy initiatives, France supports increased funding for research and
development of new treatments and vaccines for infectious diseases. We also advocate for
the implementation of global strategies to prevent and control outbreaks of infectious
diseases, such as the Global Action Plan for the Prevention and Control of
Noncommunicable Diseases.

Thank you.
