1. Introduction
Now a day, the demand for electrical energy is growing at a very fast rate. To cover this demand,
the existing power system network should be upgraded and rehabilitated to meet the need of the
customers. Bedessa 66/33/15kv substation is on of the power supplying substation which is
administered under Ethiopian Electric utility Oromiya region Chiro district and supplies power to
the town of Bedessa and around the area. This substation is too old and needs rehabilitation and
upgrading. Mostly, the available 33kv switchgear panels in this substation are too old. There
were two 33kv outgoing, 1 incoming and two spare panels. One of the outgoing panels is on the
incoming and the other is getting directed without circuit breaker. All lines are controlled and
protected by incoming feeder line. Most of circuit breakers are not functional and direct. The
protective relays are analogue and old model which don’t clear faults happening on the
distribution network. In addition to this, the fault happened on the 33kv panel trips the 66kv
circuit breaker and de-energizes the transformer through out a day which also interrupts the 15kv
side of the transformer as 66kv side interrupts. This problem needs a solution which solves the
above listed problem; the one is a rehabilitation and upgrading work on these 33kv switchgears.

2. Objectives
The main objective of this work is to rehabilitate the existing33kv switchgear panel and improve
control and protection system and reducing power interruption by replacing the old switchgear
with a new one. The specific objectives of this work include:

 To dismantle the old 33kv switchgear to have free space for the new panel
 To remove the old dismantled switchgear from its dismantled position
 To erect the new 33kv switchgear on its appropriate place
 To inspect the new 33kv switchgear components and request the unavailable accessories
for fitting
 To configure and test the available switchgear protection devices (protective and
measuring devices)
 To test the available switchgear components and confirming the test results
 To shift the 33kv power cable from the old panels to the new panel and energize
incoming and outgoing panels.

3. Scope of the project

The scope of this work


 Dismantling and lifting the old 33kv switchgear panels
 Erecting new 33kv Switchgear panels
 33KV switchgear panel wiring (for each panels)
 Testing and Commissioning of each switchgear components
 Testing and configuration of all protective relays
 Power cable shifting
 Energization of the lines

4. Main activities performed during this work

4.1 Inspection on The new 33kv Switchgear

We have made inspection to confirm that the components of the switchgear available or not. We
have found that some switchgear accessories are not brought with the pane. We have request the
following accessories to be brought for erection and energizing the panels. These are

 Connecting bus bar for each panel


 Circuit breaker charging handle
 Circuit breaker in and out handle
 Bakelite for each bus bar
 Switchgear lock keys
 Panel to Panel AC and DC supply connecting insulated
copper rods
 Bolts and nuts
 Schematic Drawings

Until these accessories are fulfilled we have performed 33kv old panel dismantling work.

4.2. Dismantling the old 33kv Switchgear

There were two old panels which were idle and not delivering power. So our work was started by
dismantling these panels and free up the space for erection of the new panel.

4.2.1 Removing wirings

The wires inside the panels were dismantled carefully to make isolate the panel to dismantle and
lift it to the appropriate place for transportation.

 AC and DC Supply wiring connecting panel to panel and

 VT wires coming from the incoming
 CT wiring for 66kv differential relay

4.2.2 Dismantling the Panel

The erected panel is dismantled from the basement to make it ready for transportation by forklift.
This includes:-

 Disconnecting the bus bar line connecting these panel to other panel
 Disconnecting the power cable from the panels
 Removing nuts and bolts which fixes the panel with the basement and panel to panel
 Removing the Body grounds and any interlocks
 Lifting the panels from their dismantled position to the appropriate place using both
human power and forklift machine

4.3. Erection of the New 33kv Switchgears

After the panels were dismantled and the area is cleared the next task was erecting the new 33kv
switchgear panels on these places. First the 33kv incoming switchgear was going to be erected
while the two old panels were serving electricity. This is done to minimize the duration of
interruption time for restoring the service with the new panels. Under this the following task
were performed:-
 Lifting the new 33kv Switchgear from outside to control room using crane and
forklift
 Lifting the new 33kv switchgear to its erection place inside control room using
both crane and forklift
 Erecting the new panel when it is placed at its stand place

Note: - The new 33kv panel erection work was carried out step by step to minimize the
interruption time.
First the new 33kv panel was erected, wired and tested and commissioned while the old
incoming 33kv panel was supplying power
After the panel tested and functional, the incoming and outgoing power cables were shifted from
the old 33kv panels to the new 33kv incoming panel and the line get energized. For the time
being, this panel was used as both incoming and outgoing panel until the two panels have been
erected.

5. Bus bar Connecting

According to our request, the required standard and number of copper bus bars were brought and

 We have used copper bus bars to distribute power from incoming panels to outgoing feeders
 Bus bar insulators were installed between each panels to insulate from metal sheet

6. Earthing and System Ground connection

The non current carrying parts of the switchgears such as

Switchgear Components( CT,VT, Surge arrester, Switchgear body)


Power Cable (on both incoming and outgoing lines)
Ground rods (in case of outgoing line switchgears) were earthed to
avoid electric shock to personal and equipment protection.

In addition to this,

Star point of CT in secondary wiring


Star point of VT secondary wiring

were grounded to provide a return path for the leakage current and hence protect the equipment
from damage.

7. Wiring Works

The wiring work for each panels have been done according to the schematic drawing of the
switchgear. The wiring work includes

 DC Supply distribution for controlling and protection for each switchgear panels
 AC Supply distribution for lighting, heating and Socket for each switchgear panels
 VT Circuit Wiring for each Switchgear panels
Note: - The existing DC and AC distribution wires from the old panels were used to supply the
new incoming panels and distributed to each outgoing panels.

After the wiring work has been done, the panels were ready for pre commissioning and testing.

This test was conducted to

 Check the correct installation from CT to relay and metering devices


 Check the functionality of CT primary and secondary windings, relay coils, trip
and alarm circuit
 Compare the relay and meter reading with the injected current value and observe
the error

9.7. Secondary Current Injection Test Report

Secondary Injection Testing is carried out to determine the correct operation of circuits
connected to the secondary side of current transformer circuits. This testing relates to Protection
relay testing and Circuit Breaker trip tests. This test is performed to ensure that the trip functions
of a relay under various fault conditions are maintained within the setting values.
The testing relay includes:

 Trip Timing checks as per settings


 Correct operation of Auxiliary contacts
 Alarm functions
 Polarity checks
 Physical conditions

Conclusion
The aim of this project was to made rehabilitation and upgrading work on 33kv switchgear
panels. The work includes:
Dismantling
Erecting
Testing and Commissioning
Energization

Each switchgear panel has been tested and commissioned and the results were analyzed to
confirm each panels were ready for energization.All the test results were good and according to
the standards. After all, the lines were energized successfully without any problems.

Challenge

The challenge we face during this project work includes:

 Heaviness of the new switchgear panels to lift


 Delay of machinery for lifting the switchgear panels
 Environment factors i.e. dust
